Subject: Time spent on teaching and learning of teachers (TST) regarding the implementation of the improvement plan.

Local-level (all)

Time Spent in Teaching in the present subject under School Sector Development Program (District Level) Activity No. 2.7.13.13 of the approved program of the Fiscal Year 2076/07 (Incentive Grant for Strengthening Educational Quality in Schools and Performance). For the implementation of the reform plan, Rs. 2000 per school will be given to all the public schools run at the local level under the title of the grant to the school. It is known that funds have been allocated to provide (two thousand) grants.

The said amount has been made available to the school and the following activities have been mentioned in the program implementation booklet 2076/077:

Facilitate teachers' accountability in effective teaching and learning activities and increase student learning achievement by making maximum use of teaching-learning time through teacher-student regularity.

The decision to implement the working procedure should be taken by the school management committee while providing the grant for performing the work on the basis of teaching-learning time measurement/implementation working procedure-2074 BS.

Arrangements will be made for the local level and the unit to monitor the performance of the school as per the rules of procedure.

To send the monitoring record of teacher regularity at the local level to the Education and Human Resource Development Center through the Education Development and Coordination Unit.

The work may have been done according to the mentioned implementation process. Therefore, from the grant provided for the implementation of the said activity, the letter of the implementation of the said activity in the schools under the local level will be sent to this center through the Education Development and Coordination Unit and the information will be sent by 2077-4-23 at the planning and monitoring branch of this center (Email: [email protected]) is requested as per the instructions.

Time Spent on Teaching Implementation Procedure-2074

1. Background:

This Teaching-Learning Time Implementation Procedure 2074 has been prepared to facilitate the growth of students' learning achievement by making maximum use of teaching-learning time through efficient management of schools including teacher-student regularity.

2. Objective:

The purpose of this procedure is to facilitate student regularity and learning achievement through its maximum use by measuring and analyzing teaching and learning time in schools and classrooms.

3. Definition:

Teaching-learning time 'means the time spent by the teacher in the classroom by engaging in teaching-learning activities according to the schedule prepared by the school. In addition, the term refers to the activities specified in the curriculum, such as on-site observation visits, project work, co-curricular and extracurricular activities outside the classroom in the context of teaching-learning activities.

"Schedule" means the timetable prepared by the school to complete the curriculum mentioned in the syllabus approved by the Curriculum Development Center.

"School opening day" shall mean the day provided in the prevailing education regulations.

"Day of reading" shall mean the day specified for teaching and learning activities as provided in the prevailing Education Act regulations and curriculum.

4. Basic Element of Teacher Time Spent on Teaching

A. School opening day:

The opening day of the school will be as specified in the prevailing education regulations. According to the annual work schedule of the school, the teacher and student attendance will be calculated on the basis of the attendance book.

B. Reading Day:

The day of reading will be calculated on the basis of the annual work schedule prepared by the school. Student Attendance Handbook and Classroom and Thematic Teaching Duration as mentioned in Schedule 1 and 2 will be calculated on the basis of the form on the day of reading.

C. Teacher Attendance:

Teacher attendance calculation based on the attendance book used by the school for teachers and staff Will be done.

D. Classroom and thematic teaching period:

Based on the timetable prepared by the school to complete the curriculum mentioned in the curriculum of the respective level/class, the time spent for teaching and learning time will be calculated as per schedule 1 and 2.

5. Monitoring system

5.1 School level

A. Forms related to classroom and thematic teaching periods should be filled daily and periodically. The form should be filled by the teacher himself or by the person or official as specified by the school management committee. Arrangements should be made to keep the form in the classroom so that even the students can see it.

B. The teaching-learning time form should be reviewed and verified by the principal on a weekly basis.

C. In addition, the headmaster will have to analyze the teaching and learning period in thematic and classroom form.

D. If there is any complaint or suggestion of the student regarding the teaching and learning time, he/she can fill the teaching and learning time card as per schedule 3 and keep it in the box. Also, class observers will be able to fill out this card. The school management committee will be responsible for arranging the complaint box and managing the complaints received in the box.

The school management committee and the teachers and parents association officials and the headmaster will have to monitor the implementation of teaching and learning time from time to time.

5.2 Resource center level

A. During the inspection and monitoring of the school by the resource person, necessary support should be provided by looking at the class and thematic teaching period form, complaint card, and the analysis prepared by the headmaster in this regard.

5.3 District or local-level education office

A. District or local-level education office should make arrangements for emergency monitoring.

6. Reporting system

6.1 School level

D. The headmaster should disseminate a copy of the analysis of the measurement of teaching and learning time of the school regularly in the resource center using the electronic medium as much as possible.

6.2 Floor center level

A. The teaching and learning time will have to be discussed and reviewed in the resource center level monthly headmaster meeting.

B. The resource person can make the regular practices of the school according to this procedure a topic of discussion in the monthly meeting.

C. This issue should also be included in the inspection report prepared annually by the resource person.

6.3 District or local-level education office

A. The district or local education office may as required, submit a report with the aggregate status to the state-based education body and the state-affiliated education body to the union. It is the duty of the local level education office to provide the details when requested by the federal and state education bodies.

7. Teaching-learning time analysis and use

A. The school should use it as a basis for formulating a school improvement plan and teaching improvement plan by analyzing the situation obtained after identifying the teacher attendance and teaching and learning time.

B. The condition of teacher attendance and teaching-learning time should be included in the social examination of the school.

C. The resource center shall make use of the teacher presence and teaching-learning time of the schools within its resource center in planning by analyzing the aggregate condition and also provide technical assistance as required at school and community level based on the issues mentioned in this procedure during a school inspection.

D. The local level education office will identify the condition of the schools within its jurisdiction and include it in the plan for quality improvement. During the school inspection, technical assistance should be provided as required at the school and community level based on the issues mentioned in this procedure.

8. Provisions regarding incentives

A. The teaching and learning time compliance will be taken as the basis for measuring the performance mentioned in clause d (5) of schedule 1 of the Teacher Service Commission Rules 2057, school time, classroom time observance, utilization, and class management and operation evaluation.

B. The awards and honors given to teachers will be related to the implementation of teaching and learning time.

C. Teaching-learning time will be taken as the basis of the incentive grant based on the performance of the school.
