UGC Notice on Capacity Development Program
The Planning, Monitoring and Evaluation Division of the University Grants Commission (UGC) has issued a notice regarding the Capacity Development Program.
In accordance with Sub-clause (2), Point (1) of Section (B) of the University Grants Commission Procedure 2082, financial support is to be provided to higher educational institutions for conducting programs under the Capacity Development Program. Based on the criteria mentioned in the program procedure, the Commission has requested all concerned to take note that grant support was approved by the decision dated 2082/12/15 for the higher educational institutions listed in the notice.
Procedures to Be Followed While Conducting the Program

Before conducting the program, the program schedule and list of experts must be sent to the Commission at least 7 days in advance by email at Email: planning@ugcnepal.edu.np. The program must be conducted based on the schedule and any feedback provided by the Commission. Payment will not be made for programs that do not submit the schedule.

The program must have been conducted on the basis of the prescribed quality standards and time frame. The Commission may monitor the program to verify whether it has been conducted accordingly.

As mentioned in the proposal, university or campus teachers shall be the main participants in research methodology training, refresher training, and capacity development training programs. Final-year undergraduate and postgraduate students may be involved as trainee assistants.

The banner, certificate, and report must mention that the Commission has provided support for the program.

If the amount provided by the Commission is insufficient, the concerned institution must manage the additional amount on its own. The Commission shall provide only the lesser amount between the actual expenditure and the amount approved by the Commission.

The grant amount may be used for training materials, snacks and meals, banners, remuneration, and related expenses. Before carrying out any financial transaction, it must be verified whether the bill issuer has cleared dues at the Inland Revenue Office and whether renewal has been completed. Payment will not be made against bills received from firms that have not cleared dues or renewed their registration.

While making expenditures, mandatory tax deduction must be made on matters subject to tax under prevailing law, and the revenue must be deposited at the Inland Revenue Office.

Programs approved in the current fiscal year must be completed by the end of Jestha, and the report must also be submitted by then. The report must be submitted within one month of program completion or by the end of Jestha, whichever comes earlier.

Remuneration for experts must remain within the limits of prevailing laws and regulations. For internal experts, remuneration may generally be paid up to Amount: Rs. 3000 per session, and for external experts up to Amount: Rs. 4000 per session.

After the program is completed and the report is received, the Commission shall release the grant in accordance with the rules.

The report must include the background of the program, objectives, implementation method, participation, achievements, conclusion, and the policy or procedure to be adopted in conducting such programs in the future. It must also include the financial details of expenditure, attendance details, photographs, copies of certificates, and related materials. If the program includes interaction among participating institutions and other stakeholders, details of such interaction must also be included.
