Warning on Illegal School Enrollment and Fees

The Government of Nepal, Ministry of Education, Science and Technology, Singha Durbar, Kathmandu, issued a press release on 2082/12/22 drawing serious attention to schools that enroll students and collect fees before the start of the academic session.

The Ministry has taken serious note of verified facts showing that some institutional schools in various districts have, in violation of Rule 14(4) and Rule 78(g) of the Education Regulations, 2059 (as amended), as well as the order of the Honorable Supreme Court dated 2082/12/20, been enrolling students and collecting excessive fees even before the start of the academic session 2083.
In a dignified and responsible system such as school operation, such illegal acts are not only improper but also punishable. Schools themselves are expected to remain alert in this regard.
Therefore, the Ministry requests all schools to admit students only after the start of the new academic session in accordance with the stated legal provisions and the order of the Supreme Court. Schools are also required to make arrangements not to collect any fees other than those prescribed by the Institutional School Fee Determination Standard Directive, 2072.
The Ministry further requests all concerned local levels to ensure that no school engages in such illegal acts and to initiate legal procedures to refund to the concerned persons any admission fees collected from parents in a manner contrary to the law.
Schools that fail to refund the fees within the prescribed time may also face action under the Education Act, 2028 and other prevailing laws.
