
Scholarship List to Be Valid Only as per the Selection Committee's Decision
The Education Department of Kathmandu Metropolitan City has announced that the list of scholarships provided by institutional schools within the city will only be valid based on the decision of the Scholarship Selection Committee.
Circular to All Institutional Schools
Education Officer Netra Narayan Paudel today issued a circular to all institutional schools, requesting them to provide scholarships on an inclusive basis to students who are diligent, underprivileged, helpless, poor, disabled, women, Dalits, indigenous communities, conflict victims, and martyr families.
Application Collection and Name List Posting Instructions
Schools have been asked to:

Collect applications from the concerned students and guardians

Post the list of scholarship recipients on the school notice board

Submit the detailed information to the metropolitan office within the first week of Jestha
Structure of the Scholarship Selection Committee
The committee will include:

Ward Chairperson or a designated ward member as the coordinator

School principal
-
School inspector responsible for the school from the Education Department of Kathmandu Metropolitan City

Parent representative from the School Management Committee
Scholarship Entry System Developed
To make the scholarship distribution transparent and systematic, a Scholarship Entry System has been developed for this academic session as in previous years.
Link Provided for Scholarship Details Submission
Schools have been provided with a link to submit scholarship details for students up to Grade 10 for the academic session 2082.

Username and password for operating the system have been sent to the schools via email and SMS.

Schools must enter the data by Jestha 1, 2081.
Legal Action for Failure to Submit Details
The Metropolitan City has stated that failure to submit the scholarship details as per the rules will result in:

Cancellation of permission or approval given to the school under Sections 56 and 57 of the Kathmandu Metropolitan City Education Act, 2075

Other necessary legal action as per the law
Scholarship Quota Based on Number of Students
The provisions for scholarship allocation are:

Schools with fewer than 500 students must provide scholarships to 10% of students

Schools with 500 to 800 students must provide scholarships to 12% of students

Schools with more than 800 students must provide scholarships to 15% of students
Partial Exemption and Other Social Support
Since schools offer partial fee exemptions and other social support, the Metropolitan City has instructed schools to provide a 10% fee exemption.
Legal Provisions Regarding Scholarships
Section 16A(1) of the Education Act, 2028 stipulates that institutional schools must provide free scholarships to at least 10% of the total enrolled students, specifically targeting students from underprivileged, disabled, women, Dalit, or indigenous communities.
Similarly, Section 51(1) of the Education Act, 2075 issued by Kathmandu Metropolitan City requires institutional schools to provide scholarships to at least 10% of the total enrolled students.
Recommendation Process for Scholarship Distribution

For scholarships up to Grade 10, the ward-level committee will recommend recipients.

For Grades 11 and 12, the Education Department will conduct examinations and recommend scholarship recipients based on results.
