Switzerland through its development cooperation has been engaged in Nepal since 1959. With the establishment of its Embassy in Nepal in August 2009, Switzerland's assistance in Nepal continues to focus on federal-state building, employment and income through agriculture, rural infrastructure, and vocational skills, as well as migration. Switzerland is committed to supporting Nepal's socio-economic development and federal state building at national and subnational levels.

We are looking for a Nepali National (female candidates are encouraged to apply) for the following position for a 4 years fixed term contract with possibility of an extension:

National Programme Officer (Federal State Building)

As a member of the Swiss Embassy programme team and under the supervision of the Deputy Head of Mission, the National Programme Officer (NPO) is responsible for:

  • developing, monitoring, and steering assigned programmes/projects of the Federal State Building Domain (Domain 1)
  • supporting the supervisor in the quality assurance of SDC's programme implementation, contributing to the formulation of concepts, plans, and strategies, and to the annual programmes of the projects and the SDC Annual Report.
  • ensuring that the project cycle is managed timely and that the planning and implementation of the assigned programmes/projects in Domain 1 are of high-quality.
  • Maintaining regular dialogue with the government and partner organizations relevant to Federal-State Building Domain, especially related with federalism, decentralization and local governance, e.g MOFAGA, OPMCM, MOF, and concerned state 1 provincial and local government representatives, and assessing the opportunities for Switzerland;
  • Supporting the supervisor in the co-chairing of the Federalism working group;
  • Acting as a focal person for Switzerland's monitoring of the IDA 18 (World Bank) implementation in Nepal. 
  • Observing and analyzing the general political, economic, social and humanitarian development with a focus on its impact on local governance;

Required Technical Competence

Master's degree with a specialization in social science, international relations, law, public administration, or other related fields; Minimum of 2 years of relevant professional experience; Good understanding of the intertwinement of the political and development agendas in Nepal; Proven understanding and application of gender equality and social inclusion (GESI) mainstreaming in project and programme management; Excellent written and spoken English and Nepali; Good knowledge of computer applications.

Required Methodological and Social Competence

Very pronounced analytical and conceptual thinking, and the ability to capture it in clear and logical report writing; Experience and knowledge in project cycle management (PCM) in an intercultural context including planning, monitoring, evaluation, transferring into action; Proven facilitation, moderation and presentation skills; able to define clear objectives & priorities; able to work independently and under pressure and willing to take initiative & accept a wide spectrum of tasks; have demonstrated leadership and managerial competencies; capable to work in a multicultural team; sensitive in areas of gender and social inclusion; able to deal with criticism and conflict; have client-orientation and able to network & negotiate; have good understanding of the national context.
