The IFC’s South Asia Department is looking to recruit an Operations Analyst for its Nepal Office. The Operations Analyst will be responsible for assisting with research, analytics, operational work and resource support primarily for the Country Manager (Bangladesh, Bhutan & Nepal). He/ she will also be responsible for coordinating work between the Management Team and the Strategy unit for the region.

Role & Responsibilities:

• He/she will be the ‘go-to’ person for data and research and all operational/ resource support work for and from the region within the Nepal Country Management team.
• Prepare presentations, progress reports, portfolio monitoring, and briefing notes for high-level meetings.
• Liaise and interact effectively with an extensive network of contacts, at senior levels (both internal and external), and respond effectively to inquiries and to diverse situations that require tact and pragmatic problem-solving skills.
• Must have a good network of contacts, both with government stakeholders and the business community at large.
• Extracting data from internal and external databases, review and present data in a variety of formats to a high degree of accuracy and consistency.
• Preparation of strategy documents, business plans, and development impact reporting.
• With the guidance of Country Manager, advise project teams on the country context, IFC role, strategic fit, World Bank Group objectives, local markets, pipeline, and portfolio.
• Assist the Country Manager with overall project management, planning and monitoring of deliverables to ensure timely and quality delivery of the work program.
• Help support pipeline development across all industry groups by providing industry contextual data, company analysis, compactor analysis, industry research, etc.
• Construct and maintain reports to analyze and report on operational and development impact performance of IFC programs in Nepal.
• Quality control on outputs and fact-checking.

Selection Criteria

• Undergraduate degree in Economics, Finance, Business or similar qualifications.

• Two years’ work experience in banking, consulting or another fast-paced, knowledge-based work environment.

• Advanced Excel, PowerPoint and database skills.

• Strong attention to detail and quality of deliverables.

• Excellent teamwork skills, ability to take initiative and work across organizational boundaries.

• Ability to maintain confidentiality, have a high level of discretion and integrity.

• Ability to thrive under pressure and function effectively in a fast-paced environment under tight deadlines, while working on multiple projects.

IFC's Budget & Administration Department (CBA) plays a significant role in achieving IFC’s mission - actively contributing to executive decision making by delivering analytics, financial advice and budget, and finance management to enhance business performance and delivery of the strategy. CBA includes a network of over 200 staff and is embedded in every part of IFC’s business. Key Principles of the Department include Client Orientation, Transparency, and Excellence in functional delivery with a sharp focus on Efficiency and Financial Sustainability. CBA is part of the Vice Presidency for Corporate Strategy & Resource Management with the mandate to connect the dots around the organization and bring insight and consistency to IFC’s financial management, in alignment with strategy implementation.

The CBA Finance and Strategic Partnerships (CFAFP) unit, within CBA, has a broad mandate that includes: (i) financial and budget management and analytics to communicate the dynamics and drivers behind IFC’s cost of doing business; (ii) coordination of the effective allocation and utilization of IFC’s resources linked to strategic priorities & goals, and enhancement of efficiency and productivity delivery/measurements; and (iii) increased partnership between finance and operations resulting in better integration of IFC’s strategic direction with resource allocation and financial sustainability.

CBASA is a unit within CBAFP supporting operational teams in IFC’s South Asia. CBASA currently seeking a Budget & Finance Assistant to join CBA team in the Katmandu office. The successful candidate will report to the Finance Officer for CBASA for the overall financial administration and accounting practice of the South Asia region with a focus on the IFC Kathmandu office.

Duties and Accountabilities:

The Finance Assistant’s main tasks will include but are not limited to the following:

Imprest Administration:

• Processing of vendor/staff payments and consultant reimbursements in E-Payables
• Ensure regular accounting, reconciliation and timely replenishment of IFC petty cash.
• Monthly review of expenses for accuracy and ensures timely corrections/adjustment of erroneous transactions. 
• Where applicable, monitor and process refunds for VAT and other reimbursable taxes.
• Perform Travel advance payment runs for IFC transactions and coordinate with Nepal IBRD counterparts for Travel advance and return processing.
• Perform and ensure correctness in the transaction for GL, Charge code, vendor, Tax, etc.
• Support ACS on procurement for PO threshold, Petty Cash handling, PCard, vendor registration and maintenance, charge code inquiries, etc.
• Liaise with AP, AR, vendor, and IBRD to ensure timely payments and receivable processes.
• Perform all the above tasks for the Kathmandu office as well as support Thimphu and Dhaka offices.

Monitoring & Reporting:
• TRS, in coordination with the TRS coordinator, ensures that staff record/enter their time in the TRS in a timely manner.
• Monitor implementation of the PCard and Event Card to ensure compliance with the institutional policies and guidelines.
• Fixed assets: ensure that all asset procurements, disposals, and reporting conform to WBG policies and procedures. 
• Maintain strong controls for IFC related transactions to ensure a STRONG scorecard rating for Nepal Business Area.
• Providing ad-hoc reports at the request of management.

Liaison and Knowledge sharing:

• Coordinate with the GPP team for invoice processing, invoice query resolution, clearance of vendor open items.
• Liaison with Chennai office regarding Imprest/Payroll/SRS/Travel audit/Account Payable issues
• Providing expert advice and guidance to staff on accounting theory and practice, recommending solutions to various issues, travel, and other policies.
• Support CSA Finance Colleague on Nepal Office Budget forecast and monitoring.
• Support Advisory operational staff to resolve finance-related inquiries. 
• Perform ad-hoc assignments and serve as back-up to a role, as required.
• Respond to review undertaken by the Quality Assurance team on IFC transactions

Selection Criteria

• Degree in Accounting or Finance with at least 2 years of financial management experience in a corporate setting.
• Sound knowledge in financial accounting and reporting.
• Excellent communication and networking skills, fluency in English are essential.  
• Ability to maintain collaborative work relations with all levels of staff. 
• Strong commitment to teamwork and knowledge sharing is an essential attribute.
