The National Association of People Living with HIV in Nepal (NAP+N) is a national network of People Living with HIV (PLHIV) was established in 2003 that works at the national level and local community-based organizations and communities with a mission to strengthen the voice of PLHIV through the formation and strengthening of networks and association of PLHIV to respond to the challenges of HIV and AIDS in Nepal.

NAP+N focuses on building the capacity of local PLHIV groups to respond appropriately to the needs of PLHIV and its related key populations in areas of advocacy, prevention, care, and support, counseling, raising community awareness, providing information and education, and improving access to the healthcare and legal services.

NAP+N is seeking applications from qualified, smart, and result-oriented Nepali citizens for the following positions to support Low-Value Grants of UNDP (SCALE Initiatives) for advancing tactics and strategies of key population-led organizations to counter discriminatory and punitive laws, policies, and practices in the community.

Main Purpose of the Job

Support in the Low-Value Grants for advancing tactics and strategies of key population-led organizations to counter discriminatory and punitive laws, policies, and practices in the community.

Position: Legal Officer (Advisor)

Level: 5

Reports to: Project Officer

Duty Station: Project Management Team at Center office and frequently travel to project sites and partner organizations as per need.

Time input: 70%

Responsibilities

Following is the list of specific duties and responsibilities that fall within the scope of the job. The incumbent will perform these tasks when necessary and as appropriate, depending on the context. In addition, it may be necessary for the individual to perform duties and responsibilities that. while not specifically listed below, fall under the general categories of this job description and arc within the spirit of the job.

Under the general guidance and supervision of Program Manager, the incumbent will provide the following services:

  • Support project officer to design, implement and manage program activities and initiatives under SCALE Initiatives.
  • Support project officer for capacity building of KPs and CBOs.
  • Meet clients of need for legal support, create documentation, providing initial advice, make referrals and linkages.
  • Building the legal evidence based through research and documentation.
  • Creating enabling environment, protecting basic human rights of KPs, advocacy with other line agencies.
  • Establishing a good relationship and required coordination with other KPs and coordinate with their legal advisors.
  • Prepare and submit legal support reports, case/success stories and regular legal reports based on the activities.
  • Collaborate with other legal professionals and pro-bono lawyers and mobilize them
  • Support to prepare and conduct central level planning/sharing workshops as per need.
  • Assist to prepare periodic progress report; monthly, semi-annual, completion and event notes in coordination with Program Manager.
  • Support organization as per need.

Required Competency

  • Bachelor's degree in Law with experiences would be an added advantage.
  • Good case writing, legal documentation and program management skills.
  • Proficient in legal note preparation and record keeping.
  • Proficient on computer usage on office packages, email and internet.
  • Residency of program district will be given a priority.
  • Priority will be given to the candidates from disadvantage and underprivileged groups, women and People living with HIV (PLHIV).
