The Nepal program has a considerable increase in IDA lending with a portfolio valued of about US3.0 billion (including both IDA credits, Regional IDA credits, and trust funds). Nepal is implementing the new Country Partnership Framework (CPF) for five years starting FY2019 with priority in three focus areas: (1) Public institutions and policies, (2) Growth and employment, and (3) Inclusion and resilience.  The World Bank country program provides financial support and technical advisory services across a broad range of sectors, with a focus on infrastructure, energy, human development services, climate and disaster risk management.  In addition, the priority of the program is also to support the implementation of federalism.  World Bank assistance is channeled through government agencies for agreed development priorities.  Technical Teams from the World Bank are drawn from staff in the Kathmandu Office and from around the world.

The Nepal Country Management Unit (CMU) in the World Bank Kathmandu Office provides Administrative and Client Support primarily to the task teams based in Kathmandu but also to visiting missions. Given the scope of the country program and magnitude of the administrative and operational tasks, support is required from a Program Assistant (Grade GC) to primarily provide operational and management support. This is a Country Office position in Nepal subject to local recruitment under the Nepal Compensation Plan.

Roles & Responsibilities:

The Program Assistant will report to the Country Manager of Nepal CMU.

The Program Assistant will carry out the full range of office support work for the CMU team working directly under the supervision of the Senior Operations Officer. The work program will include support to the following three core areas:

• Support for the CMU Operations Team (65%)
• Support to the Country Manager and the Executive Assistant to take over some key functions (25%)
• Cross-cutting CMU Front Office support (10%)

The incumbent will provide a wide range of executive assistance and administrative support to the Operations Team, coordinate administrative work for the CMU operations team, and perform specific tasks assigned by the Supervisor. Specifically, the Program Assistant will:

• Serve as the first point of contact for the Senior Staff in the CMU, liaising with an extensive network of contacts (both internally and externally) and responding to inquiries.  
• Coordinate and monitor multiple and diverse work processes to ensure that the CMU operations team responds to incoming requests in a timely manner and that CMU management decisions are carried out as directed. 
• Screen documents prioritize these for approval, action or signature, and proofread them before submitting for the signature.
• Arrange the distribution of documents from the Operations Team to relevant work units, managers and staff. 
• Draft correspondence and meeting minutes as assigned by the Supervisor. 
• Coordinate the appointments for senior operations staff, including proactive scheduling of meetings.
• Assist with preparation of team meetings, including drafting of agendas, status notes, and minutes, as needed.
• Assist in the preparation and delivery of events, e.g. conferences, workshops, negotiations, etc.
• Respond to requests for information, including file searches. 
• Track task milestones monitor, task budgets, and report on expenditures/disbursements as required.
• Apply WB Records Information Management (RIM) policy, ensuring that documents are appropriately filed in the WBDocs system, disposed of in a timely manner or sent to archives. 
• Provide back up support to the Executive Assistant.
• Perform any specific task or carry out ad hoc assignments on the instruction of the Supervisor.

Selection Criteria

Minimum Education and Experience:

• High School Diploma with 7 years of experience or equivalent combination of education and experience (Bachelor’s degree preferred) 

• Strong English and Nepali language skills (verbal and written), including the ability to draft  a variety of correspondence and edit materials using proper grammar, punctuation

• Ability to generate trust and respect from clients (governments and development partners). 

• Excellent IT skills including Microsoft and World Bank software applications: Outlook, Word, Excel, PowerPoint, Operations Portal, etc.
