Seti Campus

Seti Campus (सेती क्याम्पस) is a community-based campus located at Matela, Chhabispathivera Rural Municipality-1, Bajhang, Sudurpashchim Province, Nepal. Established in 2063 BS (2006 AD), the campus is affiliated with Tribhuvan University and supported by the University Grants Commission of Nepal.

The campus was established to expand access to higher education for students from ordinary, low-income, and marginalized families in the local area. It offers bachelor’s and master’s level programs in education and management, including B.Ed., BBS, and M.Ed. Over time, Seti Campus has developed its own land, academic buildings, library, classrooms, furniture, technology facilities, and community support system.

Overview

Seti Campus was established in 2063 BS with the economic support and initiative of local people and Janapriya Higher Secondary School, now Janapriya Secondary School. After receiving affiliation from Tribhuvan University, the campus initially ran a three-year B.Ed. program using the physical infrastructure of the school.

The campus was founded to make higher education accessible to students who could not move to urban areas for further study. Its founding priority included students from Dalit communities, women, low-income families, and other groups facing financial, social, and family barriers to city-based higher education.

Seti Campus now serves students in Bajhang and nearby areas through undergraduate and graduate-level academic programs under Tribhuvan University, with a focus on education and management.

Establishment and Institutional Development

Seti Campus began in the premises of Janapriya Higher Secondary School. During its early years, it used the school’s seven-room building for teaching, administration, and management work. For one year after establishment, the school management committee also worked as the campus management committee.

From its establishment until 2067 BS, the campus operated through the school’s physical infrastructure. Later, it purchased land under its own ownership and constructed campus buildings. From 2067 BS onward, teaching and learning activities were conducted from campus-owned buildings.

The campus has received support from the University Grants Commission, Poverty Alleviation Fund, local bodies, and other agencies. Its physical growth includes classroom buildings, toilets, boundary fencing, road access, extracurricular activity structures, and other basic improvements.

Location

Seti Campus is located at Matela, Chhabispathivera Rural Municipality-1, Bajhang, in Sudurpashchim Province of Nepal. The campus serves students from the local area and surrounding settlements by offering higher education within the district.

This location supports the founding purpose of the campus: reducing the financial and social pressure on students who would otherwise need to leave their local area for bachelor’s or master’s level study.

Affiliation and Approval

Seti Campus is affiliated with Tribhuvan University. The campus is also approved and supported by the University Grants Commission of Nepal.

All academic programs at the campus are conducted under Tribhuvan University. The campus offers programs under the Faculty of Education and Faculty of Management.

Academic Programs

Seti Campus offers bachelor’s and master’s level programs in education and management. The main programs are:

Bachelor of Education (B.Ed.)

The B.Ed. program at Seti Campus is a four-year bachelor’s level program under Tribhuvan University. The program is offered in the following specialization areas:

B.Ed. was the first academic program of the campus. At the time of establishment, the campus began with a bachelor’s level education program and later expanded its academic offering.

Bachelor of Business Studies (BBS)

The BBS program at Seti Campus is offered under the Faculty of Management of Tribhuvan University. The campus obtained affiliation for the Faculty of Management in 2070 BS, after which the BBS program was introduced.

The program expanded the academic scope of the campus beyond education and provided a management stream option for students in the local area.

Master of Education (M.Ed.)

The M.Ed. program at Seti Campus is a two-year, four-semester master’s level program under Tribhuvan University. The campus started the master’s program from academic session 2079/80 under the Faculty of Education.

The M.Ed. program includes specialization in:

The addition of M.Ed. marked the campus’s move from bachelor’s level education to graduate-level academic delivery.

Academic Growth

Seti Campus began with five teachers and one part-time accountant for teaching and administrative work. At present, the campus has 13 teachers and 4 staff members. Among the teachers, 3 are full-time permanent teachers and 10 are part-time teachers.

The campus has reported 621 students. Teaching is conducted in morning and day shifts. Service facilities for teachers and staff are arranged as per Tribhuvan University rules.

The academic growth of the campus includes the continuation of education programs, the addition of BBS, and the introduction of M.Ed. under the Faculty of Education. Student enrollment has increased in recent years, and the campus continues to serve learners from economically and socially diverse backgrounds.

Teaching and Learning Approach

Teaching and learning at Seti Campus use both traditional and activity-based methods. Along with the lecture method, teachers use research-based, inquiry-based, and need-based teaching approaches.

The campus gives attention to practical learning, general knowledge, and life-useful education. Its teaching approach helps students connect academic study with practical understanding and social responsibility.

Teachers at the campus are described as mature and experienced. Subject-wise teachers are arranged for academic programs, and staff members are arranged according to institutional needs.

Library and Learning Resources

Seti Campus has established a library to support students and teachers in teaching and learning. The campus began arranging curricula, textbooks, reference books, and other educational materials from 2064 BS onward.

A room has been allocated for library use. The library was established because students in the remote hilly district did not always have easy access to required textbooks and reference books. Many students also came from families that could not afford to purchase all necessary books.

The library has received support from different agencies, including:

The campus recognizes the need to make the library more systematic and resourceful.

Physical Infrastructure

Seti Campus has developed its own physical infrastructure after beginning from the building of Janapriya Higher Secondary School. The campus purchased land and constructed buildings for academic and administrative use.

The physical infrastructure development includes:

A two-storey classroom building was completed under the physical infrastructure development grant of the University Grants Commission, Sanothimi, and work on the third floor also moved forward. The building has 12 rooms and was built as a permanent and earthquake-resistant structure.

The University Grants Commission allocated Rs. 15 million for building construction. Earlier, Rs. 3.75 million was allocated in 2068 BS for building construction, bringing the total building construction grant to Rs. 18.75 million. In fiscal year 2078/079, the campus also received Rs. 1.2 million from the Grants Commission under the structure development program for extracurricular activities.

Furniture and Classroom Support

The campus has arranged classroom furniture, office furniture, library furniture, and other necessary materials for teaching and administrative work. Desks, benches, cupboards, racks, tables, chairs, and office furniture have been arranged at different times through grant support from various organizations.

These arrangements support regular classroom activities, office work, and library use. The campus has focused on meeting basic furniture needs despite limited internal resources.

Technology and Digitization

Seti Campus has installed NT Fiber Wi-Fi to support online work. Earlier, the campus used Everest Network wireless Wi-Fi, but online work was affected during the rainy season due to network problems. NT Fiber Net with a router was later connected as an alternative network.

To support offline and online academic activities, the campus purchased and installed a laptop computer and an overhead projector for digitization-related workshops and programs.

The campus also uses a solar energy system. After a fault in the inverter and interruptions in the national transmission line, new solar batteries were purchased and connected to the old solar panel. This arrangement supports regular work during power disruptions.

Seti Campus was established through local initiative and community support. Its relationship with the local community remains central to its identity as a community-based campus.

The campus was founded to help ordinary families access higher education near their home area. The local community has supported the campus physically, socially, and financially. Representatives from different community sectors are involved in the campus management committee.

The campus also participates in social activities. It has taken part in public awareness programs and has worked to discourage gender and caste discrimination in the community. It has supported messages related to equity, equality, and responsible social conduct.

Recently, Seti Campus conducted a sanitation and environmental cleanliness awareness program in collaboration with the community. The program included local participation and reflected the continuing relationship between the campus and its surrounding community.

Student Access and Inclusion

The founding objective of Seti Campus was to increase access to higher education for students who faced financial and social challenges. The campus was established for students from ordinary families, including Dalits, women, low-income families, and students who could not afford city-based higher education.

Many students who received higher education from the campus have gone on to serve in different sectors of the country. The campus continues to focus on affordable and accessible education for students in Bajhang and nearby areas.

Admission and monthly tuition fees have been kept economical. The campus functions as a non-profit community educational institution with a service-oriented purpose.

Institutional Strengths

Seti Campus has several strengths connected to its local role and development history.

It is described as the second-largest old campus in Bajhang district. Its location in the central geography of the district supports access for students from different local areas. The campus has supported women and students from low-income groups in pursuing higher education.

The campus has arranged subject-wise teachers and minimum necessary staff for academic and administrative work. It has also developed its physical infrastructure, library, furniture, and technology support with assistance from the local community, local and provincial governments, and the University Grants Commission.

The campus has maintained regular teaching and learning without shutdown or strike since establishment. This has helped academic activities continue without obstruction.

Institutional Priorities

Seti Campus has identified several areas for continued improvement. These include increasing student enrollment, adding educational packages, strengthening the library, improving academic activities, and moving toward the QAA process.

The campus has also considered the need for technical education programs in consultation with local government, intellectuals, educationists, and provincial-level stakeholders. It has discussed the possibility of technical and agriculture-related academic development, especially in the context of Bajhang district.

Financial sustainability remains an important issue for the campus. The campus has emphasized the need for special policy attention and financial support for community campuses in remote hilly areas.
