The curriculum title is Proficiency Certificate Level in Nursing (PCL Nursing). It follows a yearly system and covers three academic years. CTEVT started the PCL Nursing program in 1999 A.D. / 2056 B.S.; the curriculum was developed in 2013 and first revised in 2018.
The program prepares middle-level nursing workforce for health service roles. Its academic focus includes preventive, curative, rehabilitative, hospital-based, and community-based nursing care. At Green Tara College of Health Science, the program is placed within the college’s CTEVT-affiliated health science education setting, with nursing recognition from the Nepal Nursing Council.
The PCL Nursing curriculum progresses from foundational nursing to more focused areas of care. The first year covers basic nursing care in hospital and community settings, including foundational nursing practice. The second year includes preventive, promotive, and therapeutic nursing care for sick adults, elderly individuals, and mentally ill individuals. The third year includes pediatric nursing, midwifery, gynecology, leadership, and management.

Applicants under the SEE grading system need SEE or an equivalent entrance-level qualification with compulsory English, Mathematics, and Science, along with a minimum GPA of 2.0. The college course details also include at least C grade in English, Mathematics, and Science.
The CTEVT PCL Nursing entry route also includes SLC passed plus TSLC in Auxiliary Nurse Midwife (ANM) with a minimum of 68.33 percent. Applicants must pass the entrance examination administered by CTEVT, and admission selection is made on a merit basis.
The program combines theory and practical learning. Students need at least 90 percent attendance in each subject to appear in the respective final examination. Internal assessment and final examination apply to theory and practical components. Students must secure at least 40 percent in theory and 50 percent in practical.
Students who pass all components of all subjects across the three years are awarded the Proficiency Certificate Level in Nursing. A back paper provision applies, with all subjects to be completed within six years from the enrollment date.
Graduates are eligible for the position equivalent to Non-gazetted 1st class technical level as Staff Nurse or as prescribed by the Public Service Commission of Nepal. Graduates may also continue to Bachelor of Nursing or an equivalent course as per university rules. Professional practice requires the licensing process of the respective council.
