Civil Service Day 2077 - Name List of the Recipients of the Civil Service Award:

Civil Service Day 2077 is being celebrated under the slogan 'Clean and Efficient Civil Administration: Prosperity and Good Governance'. Despite having a long history of civil service in Nepal, the government has started celebrating this day since 2061 BS on the basis of 'Bhadra 22', the day the Civil Service Act, 2013 BS was issued.

Civil Service Day is an important day in itself for civil servants, public service recipients, and general stakeholders.

As the link between the government and the people is a bridge, the role of the civil service is indispensable in the running of the state. The government that every citizen sees, experiences, and experiences every day is really the civil service. The success and effectiveness of the government are measured by the efficiency, professionalism, and agility of the public service. The place and influence of the civil service as a permanent government is very important in running any government successfully, easily, and in a citizen-friendly manner.

Article 285 of the constitution provides for the formation of the federal civil service and other federal government services as required to run the administration of the country. The constitution states that good governance will be ensured by making the public administration clean, competent, fair, transparent, corruption-free, accountable to the people, and participatory under the state policies and ensuring equal and easy access of the people to the services provided by the state.

Laws such as the Civil Service Act and Rules, the Staff Adjustment Act, the Local Government Operation Act, and the Good Governance Act have provided legal guidance for the operation of the civil service. Nepal's civil service and its organizational structure have been basically guided by these constitutional and legal provisions.

With an organizational network spread to the rural level across the country and large size of around one lakh manpower, this service is providing services by conducting various activities in the interest of the citizens. From the point of view of service delivery, it has been providing various types of regular, contingency, and developmental services from basic services to the citizen level. In the meantime, Nepal's civil service has achieved various things. While citizens' access to public services is increasingly established, local bodies have been influential in the country at the local level, with a network of organizations extending to the ward level.

Similarly, the country has been making a significant contribution to achieving the development goals, expanding its services and making them modern, technology-friendly, and up-to-date. The civil service of Nepal has been demonstrating the patience and professionalism to assimilate and adapt to the major political changes that have taken place in the country time and time again and to be ready for the benefit of the people in any political transition. In recent times, Nepal's civil service has been trying to implement the federal system of government.

It is necessary to ensure the smooth flow of public services at the doorsteps of the people as per the expectations of the people, to promote ethics and morality by ensuring transparency and accountability in the service delivery, to make the service flow simpler, sophisticated, technology-friendly, timely and more effective.

Challenges such as dedication to the nation and a sense of service to the people have emerged in the civil service of Nepal. It is a fact that such problems have not made civil service as efficient, professional, citizen-friendly, and efficient as expected.

Constitutionally, almost four years after the country entered the federal democratic republican state, the administrative apparatus carrying great responsibility for the implementation of the constitution has not become fully federalist. The work of staff adjustment has not yet reached a concrete conclusion while the Federal Civil Service Act has not been passed by the parliament and has not been implemented.
