Education and Sports Ministry Makes Public Achievements of First 100 Days of Government Formation

The Ministry of Education and Sports has made public a detailed account of the work performed and achievements made during the first 100 days after the formation of the new government, from Chaitra 13, 2082 to Asar 19, 2083.

During this period, the Ministry has taken forward various reform efforts in service delivery strengthening, policy reform, and sports development. Under the completed works, educational reforms have been initiated, including the start of the practice of publishing examination results such as the Secondary Education Examination (SEE) within the prescribed time limit, online and inter-connectivity improvements in the foreign study permit system, and the implementation of the continuous assessment system up to Grade 5.

Similarly, efforts have been made to reduce party-based interference in universities, physically reconstruct schools in disaster-affected areas, and conduct employment-oriented training for targeted groups through technical education. In the sports sector, national competitions have been organized, health treatment agreements for athletes have been implemented, and participation in international games has been ensured. According to the Ministry, these efforts have helped make administrative processes practical and give the general public a sense of good governance.

Work Performance Details: Achievements Under the 100-Point Indicators

1. Work Performance Details: In line with the Delivery-Based Governance concept, the practice has been initiated to publish the results of the Secondary Education Examination (SEE) within one month after the completion of the examination, Grade 12 results within 40 days, and university results within 65 days.

2. Work Performance Details: An API link has been established with TU and KU to strengthen the NOC system. Preparations have been completed for inter-connectivity between the NOC online system and NIN for data access. A system has been initiated to continue work related to foreign study permits and educational certificate attestation services even on holidays.

3. Work Performance Details: For families and citizens affected by the Gen-Z movement, a targeted program has been started for more than 76 such citizens through regular programs of the Technical Education and Vocational Training Centre, with an action plan to provide employment opportunities, skills development, psychosocial counseling, and rehabilitation in the government, public, and private sectors.

4. Work Performance Details: Reports of various commissions have been listed and collected, and implementation has begun. Implementation of the Tribhuvan University Land Search and Immovable Property Investigation Committee Report, 2081, has begun. Reports of task forces related to Nepal Sanskrit University, Mid-West University, Far-Western University, the National Sports Council, Nepal Scouts, National Examination Board, Centre for Education and Human Resource Development, and Curriculum Development Centre have been sent to the concerned bodies for implementation.

5. Work Performance Details: A report has been prepared in accordance with the guidance on service delivery process restructuring and Business Process Re-engineering (BPR), and a preliminary draft of the Key Performance Indicators (KPIs) has been prepared. A help desk has been established for grievance management. Work related to digital signature verification and GIOMS has been completed.

6. Work Performance Details: To remove party-based interference in the education sector, buildings and land have not been made available for use by student organizations in all universities, and physical signs have been removed. Work related to the Student Council has already started at Kathmandu University.

7. Work Performance Details: From the current academic session, a system has been implemented to conduct academic programs according to the calendar approved by the Government of Nepal, Ministry of Education and Sports. In addition, the selection of office bearers in all universities and all autonomous bodies on the basis of clean and competitive principles has reached the final stage.

8. Work Performance Details: From the current academic session, an assessment system has been adopted as an integral part of teaching-learning activities to ensure learning and to remove the psychological fear that may be created among students in the lower grades of the basic level due to periodic examinations. A continuous assessment system has been adopted up to Grade 5. To facilitate this, the Student Assessment Guideline, 2081 for Basic Level Grades 4–5 has been implemented.

9. Work Performance Details: For children who have not been able to obtain birth registration certificates for various reasons, arrangements have been made to enroll them in school on the basis of details certified by the local level.

10. Work Performance Details: To make teachers’ sit-roll registration and post-retirement service facility management easier from the next fiscal year, the National Records Office (Teachers) has approved the basis and process procedure for the E-Pension Card. Software update work for E-Pension purposes is ongoing.

11. Work Performance Details: Arrangements have been made to issue a special procedure through the University Grants Commission so that students do not need citizenship to study up to the bachelor’s level.

12. Work Performance Details: With technical support from UNICEF and coordination with IDMC, the capacity expansion of the Integrated Educational Management Information System has been ensured for two years through the Centre for Education and Human Resource Development.

13. Work Performance Details: The Sikai Chautari app has been developed, online orientation has been provided to 36,289 teachers, there are 220,750 portal users, and 456,826 people have installed the app.

14. Work Performance Details: Training of trainers was provided to a total of 60 people, including 30 coaches of various sports, volunteers, and departmental coaches. Among the best trainees from both groups, 8 from each group, making 16 trainees in total, completed the microcycle design workshop within the specified time.

15. Work Performance Details: In accordance with the agreement between the National Sports Council and Bir Hospital regarding treatment for athletes, athletes’ families, and employees, recommendations were made for health treatment for a total of 27 people: 22 athletes, 2 coaches, and 3 employees.

16. Work Performance Details: Under the National Sports Council, sports science training was conducted for 13 people to enhance the high performance capacity of athletes. This included 2 national team coaches from each of 6 sports, making 12 coaches, and 1 fitness trainer.

Work Performance Details: Achievements Outside the 100-Point Indicators

17. Work Performance Details: In Tribhuvan University, where 400 professors had gone on study leave and had not returned within the prescribed time, approximately Rs. 500 million in revenue has already been recovered out of the Rs. 2 billion that should be recovered as action.

18. Work Performance Details: Under Hello Sarkar, 212 complaints and grievances were received, and all were resolved. NOC was provided to 40,413 people, educational certificates of 12,210 people were attested, and the monitoring of educational institutions operating in affiliation with 56 foreign universities was carried out. A system has been initiated to conduct teaching-learning according to students’ needs.

19. Work Performance Details: Educational Information 2080 has been published for public access to information, and a consolidated report of the review and analytical version of research reports in Nepal has been prepared.

20. Work Performance Details: Equivalence has been provided to a total of 1,632 people, including 629 from Grade 10 and 1,003 from Grade 12. The online-based equivalence certificate distribution system for Grade 10 and Grade 12 of school education has been made efficient and well-managed, enabling service seekers who have submitted the prescribed documents to obtain equivalence on the same day they apply.

21. Work Performance Details: A NASA Policy Guideline has been prepared to test the learning achievement of Grade 3, Grade 5, Grade 8, and Grade 10 from the federal level and to make the testing system improvement-oriented. On that basis, the NASA Assessment Framework has been developed.

22. Work Performance Details: A National Framework of Quality Education document for school education has been prepared.

23. Work Performance Details: A broad research study has been conducted for detailed study of the Medical Education Commission’s scope of work, scholarship arrangements, fee determination, and operating system.

24. Work Performance Details: The regulation related to the Joint and Dual Degree Program has been approved and sent to all universities for implementation.

25. Work Performance Details: After the removal of office bearers appointed under political appointments, mainly in all universities, immediate interim arrangements have been made to continue daily operations.

26. Work Performance Details: Arrangements have been completed for the approval of the policy and program and annual budget for the coming year, including special reform packages in the areas of school education, higher education, and technical and vocational training. In addition, the drafting of the necessary acts and regulations for this is in the final stage.

27. Work Performance Details: From the coming fiscal year, special collaboration with various donor agencies has been initiated for the preparation and implementation of special reform projects mainly in the school education and TVET sectors, and the work of formulating long-term projects is ongoing.

28. Work Performance Details: To make school education learning-oriented, quality-based, life-oriented, and employment-oriented, the revision of the National Curriculum Framework for School Education has begun to reform the curriculum, assessment, and certification system.

29. Work Performance Details: A guideline has been prepared to operate career guidance services for school-level students.

30. Work Performance Details: The national learning achievement test for Grade 5, leadership performance testing of 200 head teachers, and performance testing of 100 community schools have been completed.

31. Work Performance Details: To systematize the operation of academic programs in affiliation with foreign educational institutions, drafts of the Foreign Educational Program Operation and Regulation Rules, 2081, and the Educational Consultancy, Language Teaching and Preparatory Class Operation and Management Rules, 2081, for the operation and regulation of educational consultancy services have been prepared.

32. Work Performance Details: In districts affected by the western Nepal earthquake, construction of 108 classrooms through school management committees has been completed, and construction of 170 classrooms is ongoing. In addition, among the schools damaged by the Bajhang earthquake, construction work is underway for permanent buildings in 9 schools, including 73 classrooms and boys’ and girls’ toilets. In Jajarkot and West Rukum, construction of semi-permanent classrooms and toilets in 48 schools is in the final stage.

33. Work Performance Details: Under the construction and maintenance of school classrooms damaged by natural disasters at different times, repair work in 34 schools and construction of two-room permanent/truss buildings in 69 schools are in the final stage.

34. Work Performance Details: A draft procedure has been prepared for the infrastructure audit of schools.

35. Work Performance Details: A draft procedure has been prepared for the operation and management of special infrastructure-based schools established in the provinces to ensure access to education for children with autism.

36. Work Performance Details: Details of out-of-school children (OOSC), including names, have been entered into the IEMIS system through local levels.

37. Work Performance Details: The suspended special training for Mission 2026 was resumed from Jestha 1, 2081, as a regular special training program with the participation of 59 athletes and coaches from 5 sports, including para games, and 9 teams.

38. Work Performance Details: The CAVA Women’s Nations League 2024 (2081) was organized in Kathmandu from Jestha 8 to 16 with the participation of Iran, Kazakhstan, Sri Lanka, Bangladesh, India, Nepal, Kyrgyzstan, and the Maldives.

39. Work Performance Details: In the national competition inaugurated by the Right Honorable President and held in Kathmandu from Jestha 20 to 22, 2081, a total of 686 athletes from seven provinces participated in six sports: athletics, volleyball, kabaddi, karate, taekwondo, and wushu. Taekwondo and karate competitions were held in Satdobato, Lalitpur, while the other competitions, as well as the opening and closing ceremonies, were held in Kathmandu.

40. Work Performance Details: National-level competitions were organized and completed by national associations of various sports, including golf, tennis, cycling, karate, shooting, swimming, tug of war, athletics, taekwondo, table tennis, pentathlon, squash, ITF, kabaddi, hockey, chess, boxing, and cricket.

41. Work Performance Details: Nepal participated abroad in 47 competitions and programs, including the ACC Women’s Premier Cup 2024, Asian Games Women’s Qualifier 2024, SAFF Women’s Championship, and other invitational competitions.

42. Work Performance Details: Nepal Scouts provided disaster management training to 70 scouters at the Armed Police Force Nepal Border Security Training School, Bardaghat, Nawalparasi. It also mobilized 5,806 scout volunteers on various national days, fairs and festivals, and public awareness programs, and provided scout training to 338 people.

Overall Achievements

1. Systematic reforms and a new dimension in the form of services have been initiated in a way that allows the general public to feel good governance.

2. Policy and planning preparations with long-term impact in the fields of education and sports have been initiated.

3. Citizens’ concerns have been integrated into the government’s service delivery system, grievances have been reduced, and trust in the state’s governance efforts has increased sharply.
