A Notice from the City Executive Office: Updated Vehicle Parking Policies

The Kathmandu Metropolitan City (Kathmandu Mahanagarpalika) Executive Office has made significant revisions to its vehicle parking charge policy. Following the mandates established under the Economic Act 2080, the City is introducing a series of adjustments.

Noteworthy Provisions in the Policy

  1. The City is now implementing parking fees under Schedule-11 provisions.
  2. Private businesses involved in the parking industry must operate with explicit approval from the City.
  3. The introduction of zoning will impact parking management, with a maximum of 25 percent road width occupation allowed using modern parking management technology.

Schedule 11(a): Detailed Parking Fee Structure

  1. Area No.1

    • For two-wheelers:
      • Up to first half hour: Rs. 15
      • Hourly: Rs. 25
    • For four-wheelers:
      • Up to first half hour: Rs. 50
      • Hourly: Rs. 80
  2. Area No. 2

    • Parking fee structure in public areas, excluding Area No. 1:
      • Two wheelers (hourly): Rs. 15
      • Four wheelers (hourly): Rs. 40
      • More than four wheelers vehicle (hourly): Rs. 100
  3. Private sector businesses can operate vehicle parking services on private property, provided they have obtained approval from the City.

  4. A 100% business tax exemption will be granted for five years to businesses utilizing elevator-based or advanced tech parking solutions.

  5. The City Executive retains the right to establish designated vehicle parking areas and prohibited zones.

  6. Disabled individuals' vehicles are exempted from parking fees.

Schedule 11 (b): Private Parking Policies

  1. Private sector commercial vehicle parking fees:
    • For two-wheelers:
      • Up to half an hour: Rs. 15
      • Up to an hour: Rs. 25
      • Additional every 15 minutes after an hour: Rs. 5
    • For four-wheelers:
      • Up to half an hour: Rs. 40
      • Up to an hour: Rs. 75
      • Additional every 15 minutes after an hour: Rs. 15
  2. New building constructions must consider parking provisions in their blueprints, based on the building's area and utility.
  3. Commercial buildings must provide free parking to customers related to their business and service, while charges can be levied on others.
  4. Approved signage and a detailed notice board, indicating registration numbers and fees, must be displayed at parking areas.
  5. Parking professionals must use a digital system for fee calculation and provide regular reports to the City.
  6. Free parking provisions should be made for disabled persons, emergency service vehicles, and other specified vehicles.
