Leadership Performance Testing Begins for Community School Head Teachers
The Education Quality Testing Center has started leadership performance testing for head teachers of community schools in Nepal. The Center has moved this process forward by developing a performance assessment tool that includes standards and indicators for head teachers’ performance.
The testing has been initiated based on the conclusion that a head teacher plays an important role in leading effective teaching and learning in the school, running daily administration, and making the school effective through knowledge, skills, competence, teaching ability, reflection, attitudes, values, and conduct.
According to evidence generated by the Center and findings from other research, most schools with good results have been found to have capable head teacher leadership. Based on study findings that no one can be more responsible than the head teacher in school development, the testing of head teachers in community schools has been launched.
During the development of this testing tool, the main basis has been the duties, responsibilities, and powers legally assigned to the head teacher. In addition, the tool also includes the educational, administrative, and managerial work that a head teacher, as the academic and administrative leader of the school, is expected to perform for professional growth and effective school management.
The Center stated that the tool was developed with due consideration to the approved Head Teacher Competency Framework 2081 of the Government of Nepal, Ministry of Education, Science and Technology. This is also relevant to broader education governance in Nepal and ongoing discussion on teacher competency.
Through the use of this tool, head teachers will be able to identify the level of their own performance. It will also provide information on the tasks that an efficient head teacher is expected to perform.
Local levels will also be able to use this as a basis for evaluating the work of head teachers and for activities related to head teacher management. Likewise, the findings from this testing will provide feedback to provincial and federal education agencies for policy and program formulation, capacity development, and related areas.
