Ministry Urges Students to Verify Ranking and Legitimacy Before Studying Abroad
Nepal’s Ministry of Education, Science and Technology (MoEST) has urged students to go abroad for study only after checking the ranking and official status of the foreign educational institution. The ministry issued a notice requesting students to obtain the No Objection Certificate (NOC) only after verifying ranking and legitimacy, following complaints that Nepali students have been deceived by foreign universities and colleges.
“In the context of students who obtain a foreign study permit letter for higher education and go to various countries to pursue higher education reporting at different times that their teaching institution was not official, that the physical facilities of the university/college were also not suitable for teaching and learning, and that they were deceived, the ministry’s serious attention has been drawn,” the notice states.

Advice Related to the NOC Process
The notice states that students should confirm whether the university/college is listed in the ranking lists of Times Higher Education, QS World University Rankings, or the Shanghai Jiao Tong Ranking before filling out the online form for the foreign No Objection Certificate (NOC), obtaining it, and proceeding to study at foreign universities, colleges, or educational institutions.
