MoEST Notice on the Legitimacy of Universities, Colleges, and Educational Institutions

It is already known to all concerned that this ministry issues the Foreign Study Permit Letter/NOC through this ministry’s NOC (No Objection Certificate) online portal to students who request a Foreign Study Permit Letter/NOC and apply online for study abroad.
In this manner, in the context of complaints being received at various times from students who obtain a Foreign Study Permit Letter/NOC for higher education and go to different countries for higher education studies stating that their educational institution was not official, that the physical facilities of the university/college were also not suitable for teaching and learning, and that they have been deceived, the serious attention of this ministry has been drawn.
Based on what is stated in Sub-section (4) of Section 18 of the Foreign Study Permit Directive 2079 (with amendments), it will be possible to identify whether the university/college abroad where one is going to study is official or not on the basis that the university or educational institution has a website available and is included in the priority list of Times Higher Education or QS World University Ranking or Shanghai Jiao Tong Ranking, which provide the ranking of educational institutions or universities.
At various times, Nepali embassies abroad have mentioned, in letters sent to this ministry through the Government of Nepal, Ministry of Foreign Affairs, that the legitimacy of universities/colleges and educational institutions in the respective countries can be identified as per the details below. Therefore, students going to study higher education in the countries listed below are informed to identify the legitimacy of the university/college and educational institutions they plan to attend based on documents such as the Offer Letter/Letter of Acceptance/COE provided by the respective universities, using the official links mentioned below. All others are informed to confirm whether or not the university/college is included in the priority lists of Times Higher Education or QS World University Ranking or Shanghai Jiao Tong Ranking and only then fill out the online Foreign Study Permit Letter/NOC form, obtain the NOC, and proceed to study at foreign universities/colleges and educational institutions.
