Ministry Seeks 30-Day Clarification from Shyamala Paudel

The Government of Nepal, Ministry of Education, Science and Technology, Singha Durbar, Kathmandu, has published a second notice regarding the removal from service of Section Officer (School Inspector) Shyamala Paudel, who has remained absent from office for a prolonged period.

The ministry has directed her to submit a defense and clarification within 30 days, stating why she should not be removed from service without being disqualified from future government service.

This notice relates to Paudel, Employee Code No. 194084, who is serving in the approved organizational structure of the Education and Human Resource Development Centre, Sanothimi, Bhaktapur, under the Nepal Education Service, Education Administration Group, Inspection Sub-group, Gazetted Third Class, Section Officer (School Inspector) post.

Service Record and Leave Details

According to the ministry, Paudel had obtained approval for extraordinary leave until August 27, 2020 (2077/05/11 BS), based on the decision dated August 19, 2020 (2077/05/03 BS).

However, the ministry stated that even after the expiry of the extraordinary leave on August 28, 2020 (2077/05/12 BS), she did not report to the centre for a period exceeding ninety days.

Earlier Notice and Legal Basis

The notice states that action had earlier been initiated under Section 61(1)(cha) of the Civil Service Act, 2049. In accordance with Section 66(1) of the Act and Rule 110(ka) of the Civil Service Rules, 2050, a 15-day notice had already been published in Gorkhapatra Daily on January 1, 2026 (2082/09/17 BS).

According to the ministry, no defense or clarification was submitted on her behalf within the time provided under Section 66 of the Act.

After no clarification was received within the deadline of the earlier notice, the ministry has now sought clarification under Section 59(kha)(1) for the purpose of Section 67 of the same Act, asking why she should not be removed from service without being disqualified from future government service.

As per Rule 110(kha) of the Civil Service Rules, 2050, this second notice requires her to submit her defense and clarification within 30 days.
