Rajarshi Janak University's 11th Senate Meeting Approves Rs. 51.17 Crore Budget
The 11th Senate meeting of Rajarshi Janak University (RJU) was held at the Mahendra Narayan Nidhi Mithila Cultural Centre in Janakpurdham.
The meeting, chaired by Minister for Education and Sports and University Pro-Chancellor Sasmit Pokharel, approved the budget and programs for the upcoming fiscal year 2083/84 BS and made several policy decisions.
Vice-Chancellor Prof. Dr. Shyam Narayan Labh delivered the welcome address, while Registrar Dr. Jivan Kafle conducted the meeting.
Budget Approval and Student Enrollment
The Senate discussed the university's annual report for the fiscal year 2082/83 BS. According to the report, a total of 5,927 students were enrolled in 20 academic programs during the previous fiscal year.
The meeting approved an estimated budget of Rs. 511,702,000 (Rs. 51 crore 17 lakh 2 thousand) and the accompanying programs for the fiscal year 2083/84 BS.
The approved budget includes the following expenditure allocations:
- Total Budget: Rs. 511,702,000
- Capital Expenditure: Rs. 210,895,000
- Operating Expenditure: Rs. 300,807,000
The university aims to mobilize the required funds from the following sources:
- University Grants Commission: Rs. 312,430,000
- Internal Revenue Sources: Rs. 199,272,000
Decision to Study Establishment of a Constituent Campus in Kathmandu
The Senate decided to initiate a study for establishing a well-equipped constituent campus in the Kathmandu Valley.
The proposed campus would offer academic programs in management, law and information technology (IT), taking into account market demand. The decision is intended to strengthen the university's academic standing and expand its educational reach.
Amendment to Dean Selection Regulations
The meeting also amended Rule 100 of the Organization Structure and Management Regulations, 2075 BS, to facilitate the selection of faculty deans.
Under the amended provision, retired professors and subject experts holding a PhD with five years of experience in their respective fields can also be considered for dean positions.
Approval of Executive Council Member Nominations
The Senate approved the nominations of the following officials as members of the university's Executive Council:
- Prof. Dr. Vidyasagar Verma: Dean, Faculty of Science, Technology and Engineering.
- Associate Professor Dr. Saroj Kumar Thakur: Acting Dean, Faculty of Management.
- Assistant Professor Rajiv Kumar Pandey: Representative of teaching faculty members.
Infrastructure Development and Academic Expansion
As part of its upcoming programs, the university plans to proceed with infrastructure development, academic arrangements and administrative preparations for Mahagadhimai Multiple Constituent Campus in Bara district, Madhesh Province.
The campus has received approval to offer academic programs in information technology. The university will undertake the necessary arrangements to ensure teaching and learning activities can be conducted there.
The university also plans to begin construction of a new academic building on land acquired in Nagarain Municipality, Dhanusha, in accordance with the Detailed Project Report (DPR).
Digitalization, Research and Second Convocation
The university has outlined plans to implement complete digitalization through a Learning Management System (LMS) and the UNI-Campus System.
It also plans to establish a Research and Innovation mechanism to support academic research and related activities.
Additionally, the university has included the organization of its second convocation ceremony among its upcoming programs.

The meeting concluded with an address by Pro-Chancellor and Education Minister Sasmit Pokharel, followed by a vote of thanks from Registrar Dr. Jivan Kafle.
The chairperson formally adjourned the Senate meeting after the completion of the scheduled proceedings.
