National Qualification Test Now Mandatory for University Teaching as UGC Enforces New Regulations
Kathmandu — The University Grants Commission (UGC) has brought into force the 'National Qualification Test Operation Regulations, 2082' to improve the academic quality of higher education. Approved by the Ministry of Education, Science and Technology on Ashoj 31, 2082, the regulation now makes the qualification test mandatory for entry into the university teaching profession and for currently serving temporary and contract teachers.
According to the public notice issued by the Commission, this step has been taken to assess the qualifications of human resources involved in higher education teaching professions and to enhance quality. This provision will be mandatory for all teaching personnel other than those already appointed to permanent positions, as well as for new candidates who wish to enter the profession in the future.
The main provisions of the regulation include arrangements related to serving teachers under Rule 17, the provision under Rule 18 that the qualification test must be made the main basis for appointment, and the duties of universities and higher educational institutions under Rule 20. To implement these provisions effectively, the Commission had already written to all universities on Chaitra 16, 2082, requesting them to make the necessary revisions to their respective acts, rules, and regulations.
The Commission has requested all concerned universities and higher educational institutions to implement and enforce the 'National Qualification Test Operation Regulations, 2082' by treating this notice itself as the official basis in case the formal communication has not been received for any reason.
