CTEVT Diploma and Certificate Level Classified Scholarship Online Application Notice
The Council for Technical Education and Vocational Training (CTEVT), Office of the Controller of Examinations, Sanothimi, Bhaktapur, has issued an urgent notice regarding online application forms for classified (free) scholarship quotas in diploma and certificate level programs for the academic session 2083/084.
For admission to classified (free) scholarship quotas determined in constituent, partnership, and privately operated institutions affiliated with or approved by the Council, applications are invited from Nepali citizens who have passed SLC/SEE from government or community schools, or the pre-diploma level from CTEVT constituent institutions, as per the Examination Regulations, 2083.
Eligible applicants must submit the online application form through the ITMS Online system of the Office of the Controller of Examinations by 2083/02/13. Applicants who meet the minimum qualification must pay the application fee online and submit the Online Application Form by selecting the program, province, preferred institution, and quota category applicable to them.
A Nepali citizen may submit an Online Application Form for only one program in one province under the classified (free) scholarship quota. Competition, merit list publication, and admission recommendation will be conducted only at the level of the same province. For the academic session 2083/084, an applicant may apply online for only one program under the diploma/certificate level classified (free) scholarship.
Classified Scholarship Quota Details
Classified (free) scholarships will be provided to Nepali citizens in each academic program at CTEVT constituent, partnership, and privately operated institutions on the basis of approved quotas at the diploma and certificate levels.

If full-fee programs cannot be conducted in any educational institution, the above quota numbers may decrease. If additional institutional programs are approved, the above quotas may increase. The concerned CTEVT Provincial Office will recommend trainees for admission under the classified (free) scholarship quota only after it is confirmed that the program will be conducted at the institution.
For each academic program approved for operation in the academic session 2083/084 under CTEVT institutions, the total number of scholarships will be treated as 100 percent and divided equally into two groups: general group and targeted group.
General Group
The number of seats allocated for the general group will be treated as 100 percent, and classified (free) scholarships will be provided to qualified Nepali citizens. For the Certificate Level Nursing program, 15 percent of the quota under this group will be reserved for male nursing candidates.
Targeted Group
Classified (free) scholarships will be provided to Nepali citizens from the following targeted groups who meet the prescribed qualifications. The reserved percentage specified below will be treated as 100 percent and applied to the number of seats available under each program within the province.
Women: 25 percent
Dalit women: 3 percent
Muslim women: 2 percent
Dalit: 9 percent
Indigenous nationalities: 15 percent
Khas Arya: 17 percent
Madhesi: 9 percent
Madhesi Dalit: 3 percent
Tharu: 4 percent
Muslim: 2 percent
Persons from backward regions: 4 percent
Persons with disabilities: 2 percent
Families of martyrs, families of disappeared persons, families of injured fighters, conflict victims, and families affected by the People’s Movement: 2 percent
If a prescribed program is not conducted, scholarships under that program will not be provided. If an institution cannot conduct a program because the minimum number of full-fee applications has not been received, the institution must compulsorily inform the concerned CTEVT Provincial Office.
Students studying under a CTEVT scholarship must, after completion of study, serve at a place assigned by the Government of Nepal for the prescribed period if required by the government. For this purpose, applicants must make the declaration included in the online application form.
A trainee who has once received a scholarship from a CTEVT institution will not be provided another scholarship.
If it is established at any time that a trainee obtained a scholarship by submitting fake documents, the scholarship or registration will be cancelled, and the trainee will be recommended for action under the prevailing law. Such trainees will not be allowed to participate in any examination conducted by CTEVT for five years.
Institutions may not charge any fee from trainees recommended and admitted under scholarship, including training, practical, registration, regular examination application, library, practical, gold medal, or transportation fees.
Academic Programs and Minimum Educational Qualifications
For Examinations Before the Letter Grading System Was Implemented
Certificate Level Nursing/Midwifery
Applicants must have passed SLC or an equivalent examination from a recognized educational institution with compulsory Mathematics, English, and Science in at least the second division, or must have obtained 45 percent of the total marks, or must have passed SLC and completed Technical SLC/Pre-Diploma level with 68.33 percent of the total full marks.
All Programs Other Than Certificate Level Nursing/Midwifery
Applicants must have passed SLC or an equivalent examination from a recognized educational institution with compulsory Mathematics, English, and Science, or must have passed Technical SLC/Pre-Diploma level with 68.33 percent of the total full marks.
For Examinations After the Letter Grading System Was Implemented
Diploma/Certificate Level Health Programs
Applicants must have passed the entrance-level or SEE examination from a recognized educational institution with compulsory English, Mathematics, and Science, with a minimum GPA of 2.0 out of 4.0 overall, or an equivalent qualification; or must have passed Technical SLC/Pre-Diploma level from CTEVT with 68.33 percent of the total full marks.
All Diploma/Certificate Level Programs Other Than Health Programs
Applicants must have passed the entrance-level or SEE examination from a recognized educational institution with compulsory English, Mathematics, and Science, with a minimum GPA of 1.6 out of 4.0 overall, or an equivalent qualification; or must have passed Technical SLC/Pre-Diploma level from CTEVT with 68.33 percent of the total full marks.
Applicants who meet the entrance qualification may participate in the admission process for programs in any faculty.
Documents to Be Submitted with the Application Form
Candidates must personally fill out the Online Application Form for the classified (free) scholarship within the deadline specified in this notice. The prescribed application fee must be paid online through designated service providers, Connect IPS or Khalti wallet.
Applicants must upload scanned copies from the originals of the following documents:
Nepali citizenship certificate or birth registration certificate.
Minimum educational qualification certificate or equivalent academic certificate.
For government or community school applicants: Letter from the concerned local level certifying the type of school.
For applicants from CTEVT constituent institutions: Letter certified by the concerned institution.
For Dalit applicants: In the case of Dalits with different surnames not listed, a letter from the concerned local level.
For Madhesi/Muslim applicants: Letter certified by the concerned local level or District Administration Office.
For indigenous nationality applicants: For castes listed under the National Foundation for Development of Indigenous Nationalities Act, a letter from the concerned local level; and where there is more than one surname within a listed caste, an indigenous nationality certificate issued by the concerned local level office.
For Khas Arya applicants: Letter certified by the concerned local level office.
For Tharu applicants: Letter certified by the concerned local level office.
For backward remote area applicants: Letter issued by the concerned local level office certifying that the applicant studied at a community school, obtained the minimum educational qualification, and is a permanent resident of Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, or Humla district.
For disappeared persons, martyr families, injured persons and their families, and affected persons from the People’s Movement, People’s War, Madhes Movement, Tharuhat Movement, and other movements within the country: Letter certified by the concerned District Administration Office and relationship certificate.
For persons with disabilities: Disability identity card issued by the concerned Government of Nepal office.
Photograph: One recent passport-size photograph clearly showing the face, sized 35x45 mm. The photograph cannot be corrected later.
All necessary certificates required in the Online Application Form must be compulsorily included. Applications of candidates who do not include the required educational certificates and documents proving the relevant category, or who submit fake documents, will be automatically cancelled.
There will be one Online Application Form for both the general group and targeted group under the classified (free) scholarship. Applicants must select the category applicable to them in the form. Applicants eligible to apply under the targeted group will automatically be applicants under the general group as well. Applicants applying for the classified (free) scholarship will compete only at the provincial level where they submit the application form.

Online Application Form Submission Process
Applicants must enter the Online Application Form for the classified (free) scholarship themselves or by visiting an institution within the deadline prescribed by the CTEVT Office of the Controller of Examinations. While filling out the Online Application Form, applicants must clearly mention the program, province, and category in which they wish to study and prioritize the institutions where they wish to study.
Applicants must upload a recent passport-size photograph of 35x45 mm and the required documents as prescribed. The process for filling out the online application form for the classified (free) scholarship can be viewed on the Classified Scholarship website at www.ctevtexam.org.np.
Online application forms that do not include the prescribed fee, photograph, and documents will be automatically cancelled.
After applicants complete the online process for the classified (free) scholarship application form and the Office of the Controller of Examinations approves it, the Online Application Acceptance Card can be printed immediately. The printed Acceptance Card is mandatory for admission and registration at the institution and must be kept safely.
Online Application Verification
The concerned CTEVT Provincial Office will be responsible for verifying the minimum educational qualifications and other documents of online applicants for classified (free) scholarship programs through the Web-Based Online Integrated Training Management System (ITMS) provided by the Office of the Controller of Examinations.
The concerned Provincial Office must begin verifying applicants’ forms from the date the online form opens. If any problem occurs during verification, the ITMS Branch of the Office of the Controller of Examinations must be informed immediately for resolution.
While verifying online entries, the CTEVT Provincial Office must check the qualifications and documents prescribed by the directive and accept the application accordingly. If applicants have insufficient details or documents, they must be given notice and time to re-upload them.
After verification and acceptance, the Application Acceptance Card Number will be generated. Only applicants whose number has been generated will be included in the merit list.
The CTEVT Provincial Office will prepare the result through the above process, publish the result on the basis of the highest marks according to the institutions prioritized by applicants, and recommend candidates for admission. The result will be published on the websites of the CTEVT Provincial Office, the Office of the Controller of Examinations, and CTEVT.
Institutions may admit only those candidates recommended for admission by the CTEVT Provincial Office under classified (free) scholarship quotas. If any recommendation or admission is found to have been made irregularly, action will be taken as per rules. The registration of such students will not be maintained.
Selection Process
The merit list will be determined on the basis of the marks derived from the average Grade Point Average (GPA) obtained in the SEE examination, with one additional mark added as weightage for candidates who passed SEE, SLC, or Pre-Diploma level from government schools, community schools, or CTEVT constituent institutions.
For SLC examinations conducted before implementation of the letter grading system, obtained marks will be converted into average grade points to determine the applicant’s merit list.

If the SLC/SEE results are also equal, the merit order will be published on the basis of the Final Grade in compulsory Mathematics, Science, and English in the SLC/SEE examination, respectively.
If marks are still equal, priority will be given to candidates who passed SLC or SEE from backward remote areas. If the tie still remains, date of birth will be considered, and the older candidate will be given priority.
While filling out the online application form, applicants whose SEE was under the letter grading system must enter the Grade Point of Mathematics, Science, and English. For applicants who passed SLC before the letter grading system was implemented, the marks obtained in all SLC subjects must be entered.
For examinations before the letter grading system was implemented, GPA will be calculated using the following formula:
GPA = Σ(Grade Point × Credit Hour) / Total Credit Hour of the Grade
For recommending trainees for admission to programs under the diploma and certificate level classified (free) scholarship, the following working team will be formed at the CTEVT Provincial Office:

Duties of the Admission and Selection Working Team
The admission process and admission-related working team will have the following duties:
Conduct and manage the entrance or selection process in a regular, systematic, transparent, and dignified manner.
Examine and verify the qualifications, entrance qualifications, certificates, and required documents of candidates participating in the admission process.
If any document is missing or unclear, immediately give the applicant time to re-upload the document with remarks.
If an applicant’s form is rejected, the reason must be clearly stated.
After completion of verification, the working team must prepare and certify a report containing the decision book, total number of applications, number of accepted applications including reverted applications, and number of rejected applications including reverted applications, and keep it on record.
After completion of the admission process, prepare and publish the main list and passed alternative list with merit order according to the criteria determined by the examination committee.
If an applicant recommended as a main candidate does not come for admission within the prescribed admission period, the next recommendation must be made from the candidates on the passed list according to merit order.
Institutions must admit successful candidates recommended for admission by the concerned CTEVT Provincial Office on the basis of merit order. Trainee registration entry and other related tasks must be carried out according to the system prescribed by the Office of the Controller of Examinations, and admission recommendation must be made within the time prescribed by the notice and guidelines of the Office of the Controller of Examinations. All records and documents related to results and admission must be kept safely.
If any stakeholder submits information, claims, objections, complaints, or if any judicial or quasi-judicial body of the Government of Nepal writes for inquiry or investigation regarding the selection and recommendation of trainees for admission, the matter must be investigated, finalized, and a reply sent to the concerned body.
Admission Recommendation, Result Publication, and Admission
Admission recommendation and result publication, including merit order and institution details, will be carried out by the concerned CTEVT Provincial Offices. The published results will be placed on the website of the concerned CTEVT Provincial Office and on the website of the Office of the Controller of Examinations at www.ctevtexam.org.np.
Within 10 days of result publication, candidates must go to the recommended institution for admission with the Online Application Acceptance Card, result details published on the website, original academic qualification certificates, and original citizenship certificate or birth registration certificate.
If seats remain vacant, candidates from the passed list may be recommended as main applicants to institutions. Therefore, candidates are requested to check the notices of the concerned CTEVT Provincial Offices and contact the Provincial Office for information.
Other Information
At the time of admission, the main candidate must submit a declaration of commitment stating that they will attend theoretical and practical classes throughout the study period as prescribed by the curriculum.
Students included in the scholarship merit list who are admitted under the full-fee quota and whose registration is maintained will not be transferred to the scholarship quota even if scholarship seats remain vacant.

Admission provisions not included in this notice will be as per the CTEVT Act, rules, Examination Regulations, 2083, and guidelines/notices issued by the CTEVT Office of the Controller of Examinations.
Trainees filling out the online application form, guardians, and institutions conducting the programs are requested to compulsorily download and study the Examination Regulations, 2083/guidelines from www.ctevtexam.org.np.
Students, guardians, and stakeholders are sincerely requested to remain fully alert against anyone who creates false assurances or confusion by claiming to arrange admission or attempting to exert undue influence.
