Council for Technical Education and Vocational Training (CTEVT) Services

CTEVT is not only an educational body; it is also a service delivery center for building a skills-based society. Its services can be understood procedurally and sector-wise as follows.

Curriculum and Standards Services

CTEVT’s first and primary service is to set standards for what to study in which subject and how much to learn.

• Curriculum formulation and revision: Prepares curricula for diploma, pre-diploma, and short-term training programs based on market demand.

• Determination of occupational standards: Sets nationally recognized skill standards for specific occupations (for example, electrician or cook).

• Reference materials and textbook management: Provides services to prepare lists of curriculum-based reference materials and study guides.

Admission and Selection Services

This is the first point of contact for students.

• Entrance exams: Conducts an integrated annual entrance examination nationwide for diploma and pre-diploma levels.

• Online application portal: Software service (ITMS Portal) that allows applicants to fill entrance exam forms from home.

• Counseling services: Provides information on what kinds of jobs are available after studying specific subjects and what qualifications are required.

Scholarship and Equity Services

This is a key state service for citizens who are economically and socially disadvantaged.

• Classified (free) scholarships: Provides fully free education each year to thousands of talented students and students from targeted groups.

• Special scholarship programs: Provides educational opportunities with additional financial support for remote districts, extremely disadvantaged groups, and Muslim/women students.

• Quota management: Determines reservation quotas and ensures transparent selection for women, Dalit, indigenous nationalities, persons with disabilities, and disadvantaged areas.

Institutional and Affiliation Services

CTEVT provides regulatory services for institutions that want to operate technical schools/colleges.

• Affiliation and permission: Grants affiliation as per law to those who want to open technical schools/colleges in private, community, or partnership models.

• Renewal and upgrading: Assesses the capacity of operating colleges and provides regular renewal and permission to add programs.

• Infrastructure standards: Checks and approves physical standards for laboratories, workshops, and libraries.

Monitoring and Quality Assurance

Regulates whether institutions are delivering quality education.

• Regular and surprise monitoring: Inspects physical conditions and compliance with the academic calendar.

• Institutional grading (ranking/grading): Measures institutional quality based on performance.

Examination and Certification Services

This is among the most important service areas for students.

• Regular and chance examinations: Conducts examinations under semester or annual systems.

• Result services: Provides fast result information through the official website and SMS.

• Marksheet and transcript distribution: Provides official academic records to passed students.

• Issuance of original certificates: Distributes permanent certificates after convocation or after the prescribed time.

Authentication and Equivalency Services

Works to confirm document authenticity and align foreign certificates within Nepal’s system.

• Certificate verification: Verifies certificates (stamp and signature verification) for students going for foreign study or employment.

• Equivalency determination: Decides which level foreign technical certificates are equivalent to in Nepal and issues an equivalency certificate accordingly.

• Data correction: Provides services to correct errors in name, surname, address, or date of birth on certificates.

• Duplicate certificate: Issues duplicate certificates as per law if a certificate is lost or torn.

National Skill Testing Services (NSTB)

This service is not only for those who studied formally, but also for those who have skills.

• Skill testing examinations: Tests competency of workers who learned skills through informal means and issues certificates.

• Skill certification (RPL): Recognizes prior work experience and validates vocational qualifications from Level 1 to Level 4.

• Services for returnees from foreign employment: Identifies and certifies skilled youths returning from abroad.

Human Resource Development

Services focused on capacity development of trainers and staff.

• Training of Trainers (TOT): Provides training on teaching methods to teachers who teach technical subjects.

• Training Institute for Technical Instruction (TITI): Provides training services through a separate institution to enhance staff and trainer competence.

VET Projects

Services operated in coordination with foreign donor agencies.

• Apprenticeship model: Arranges learning in industry with pay while studying in college.

• Job placement support: Acts as a bridge between industry and institutions and supports students in finding jobs.

 RTI and Grievance Services

• Information officer: An information desk for citizens who want to obtain information related to the institution.

• Complaint and grievance mechanism: A system to file complaints and ensure hearings if there is injustice from a college or the examination office.

• Public information portal: Provides public information through newspapers and online channels regarding admissions, examinations, and results.

Provincial Outreach

Decentralized services after federalism, accessible outside Kathmandu:

• Services through provincial offices in all seven provinces for monitoring provincial institutions, scholarship distribution, and academic coordination.

User Guide for Efficient Services

If you are unsure where to go, whom to meet, and how to start the process as a service user, follow these five major pathways.

For new admission, scholarship, and curriculum-related information

• Task: Find admission opening time, eligibility, quota, and syllabus information.

• Where to go: Regularly visit the official website www.ctevt.org.np and check the “Notice” or “Information” tab.

• Practical tip: In addition to the central office, check the information board or Facebook page of your provincial office. For scholarships, applications must be submitted via an online portal, so use “Tutorial Videos” on YouTube or get support from a college help desk.

For checking results and marksheet-related work

• Task: View results of regular or back examinations.

• Process: Go to the “Results” menu on the website and enter your symbol number and date of birth.

• Practical tip: If the result shows “Withheld” or any error, take a printout of the online copy and immediately contact your college to fill the “marksheet absent correction form.” A college recommendation is mandatory before going to Sanothimi.

For certificate verification and equivalency

• Task: Obtain an official stamp for documents for going abroad or for jobs in Nepal, or get recognition for studies completed abroad.

• Where to go: Office of Controller of Examinations (OCE), Sanothimi, Bhaktapur.

• Required documents: Copy of citizenship, copy of admit card, and marksheet.

• Important information: If you studied abroad, keep the related university syllabus and documents proving “accreditation” in the relevant country ready in advance; otherwise, the equivalency process can extend for months.

For name/date of birth correction and duplicate certificate issuance

• Task: Correct spelling errors or re-issue a lost certificate.

• Where to go: Directly to the inquiry and application registration section at Sanothimi.

• Process: If the certificate is lost, proof of “notice published” in a national daily (paper cutting) and a police report are required. For name correction, the name must match the SEE or SLC marksheet.

For skill testing and national certificates (Level 1–4)

• Task: Certify skills of individuals who are working (garage, beauty parlor, plumbing, and similar fields).

• Where to go: National Skill Testing Board (NSTB) office at Sanothimi.

• Practical tip: Many skill tests are conducted in different districts through local levels or major projects. You can also register through your ward office or the nearest constituent technical institute and take the exam when your turn comes.

The four rules to follow when taking services

1. Secure site: Always use the official domain with .org.np only. Stay alert to Facebook groups that spread fake news.

2. Originality: When going to Sanothimi, carry original citizenship and original certificates; sensitive work cannot be done based only on copies.

3. Timing: Because of token systems and crowding, service delivery can take time. Reaching the office by 10:30 AM is appropriate. Service hours are shorter on Fridays, so keeping that day as an alternative is better.

4. Verification: If someone says, “I will fix your certificate from outside” or “I will issue a certificate without a license” and asks for money, that is 100% fraud. All CTEVT fees must be paid only through banking vouchers; do not give money to individuals.

Counclusion

The Government of Nepal recognizes that these CTEVT services must be “accessible and inclusive.” If you face difficulties while taking services, or if anyone asks for undue benefit (bribe), it is both your right and duty to immediately file a complaint to the Council’s administration or the “Vigilance Center.” Every technical education process is based on merit and rules, so do not fall into the trap of intermediaries and maintain contact only through official service centers.
