Koshi Pradesh Lok Sewa Aayog Vacancy for 4th and 5th Level Technical, Agriculture, Health, Engineering

Koshi Pradesh Lok Sewa Aayog (PPSC Koshi Pradesh) Advertisement of open and inclusive competitive written examination for assistant level 5th and 4th level posts on the technical and non-technical side of various service groups under State Civil Service.

As the following service, group, sub-group and level posts (open and inclusive) are to be filled through competitive examination, applications are invited from candidates who have qualified as follows. Candidates who meet the prescribed minimum qualifications should apply through the commission's online application system psconline.p1.gov.np. The conditions of service and salary and other facilities will be as per the prevailing law.

Place and method of submission of application fee:

Directly through financial means through the online application system of Application Fee Commission or Master ID (ID) and transaction code no. The mentioned bank voucher can be printed and cash can also be paid from the specified bank.

Application fee submission period:

The prescribed examination fee or double fee must be submitted by 2081/01/03 at the latest. All the advertised posts have to apply through the online system only. Detailed information regarding the method/method of submission of application through online can be viewed at psconline.p1.gov.np.

Mode of Application:

Candidate Age Limit:

2080/12/25 completed 18 years of age and not exceeding 35 years of age and in case of women and disabled candidates not exceeding 40 years of age. There will be no age limit in case of permanent employees of civil service, state civil service, and local government service.

Documents to be submitted:

Candidates have to upload the minimum educational qualification, training, experience, business permit certificate, inclusive group opening documents, and other documents specified in the relevant advertisement in the designated place of the online application system in PDF format. All the candidates have to scan both parts of their Nepali Citizenship Certificate and upload it in JPG format at the designated place.

Responsibility of Candidate:

The candidate should be fully responsible for the details mentioned in the application.

Pre-Interview Exam Schedule and Date and Venue of Interview:

Province Engineering Service, Civil Group

Sub-Engineer, Level 5, General Sub-Group: Certificate level or equivalent in civil engineering from a recognized educational institution.
Sub-Engineer, Level 5, Highway Sub-Group: Certificate level or equivalent in a relevant engineering subject from a recognized educational institution.
Sub-Engineer, Level 5, Sanitary Sub-Group: Certificate level or equivalent in civil engineering from a recognized educational institution.
Sub-Engineer, Level 5, Irrigation Sub-Group: Certificate level or equivalent in a relevant engineering subject from a recognized educational institution.
Sub-Engineer, Level 5, Building and Architecture Sub-Group: Certificate level or equivalent in civil or architectural engineering from a recognized educational institution.
Lab Technician, Level 5, General Sub-Group: Certificate or equivalent in civil engineering and one-month training as a Soil Laboratory Technician, from a recognized educational institution.

Technical Assistant, Level 5, Agricultural Extension Group: Proficiency Certificate in Agricultural Science (ISc Agri), or S.L.C. with Diploma in Agriculture (Major in Plant Science) of minimum 3 years duration, or JTA in Agricultural Sciences.
Technical Assistant, Level 5, Agri.Eco. and Marketing Group: Same qualifications as above.
Animal Service Technical, Level 5, Livestock Production and Dairy Development Group: Proficiency Certificate in Animal Science (ISc Agri), or S.L.C. with Diploma in Animal Science of minimum 3 years duration, or JTA in Animal Science.
Animal Health Technician, Level 5, Veterinary Group: Same qualifications as above for animal science.
Technical Assistant, Level 5, Fishery Group: Proficiency Certificate in Agriculture or Animal Science, or S.L.C. with Diploma in Agriculture or Animal Science of minimum 3 years duration, or JTA in the respective field.

Province Administration Service

Assistant, Level 5, General Administration Group: Proficiency certificate from a recognized educational institution.
Women Development Inspector, Level 5, Miscellaneous Group: Proficiency certificate from a recognized educational institution.
Statistical Assistant, Level 5, Miscellaneous Group: Graduation with core subjects in Administration, Semiology, Sociology, Public Policy and Administration, Statistics, Mathematics, Commerce, or Administration.
Assistant, Level 4, General Administration Group: Passed Entrance Examination (SLC) or above from a recognized educational institution.

Province Education Service

Technical Assistant, Level 5, Education Administration Group, Inspection Subgroup: Certificate level or equivalent in Education Shastrama from a recognized educational institution.

Province Health Service

Public Health Nurse, Level 5, Community Nursing Group: P.H.N. or Certificate Level in Nursing from a recognized educational institution.
Lab Technician, Level 5, Medical Lab Technology Group: Certificate Level in Health Lab or SLC plus a 2-year and 6-month Lab Technician course from a recognized educational institution.
Cold Chain Assistant, Level 4, Health Inspection Group: A.H.W. or CMA course from a recognized educational institution.

Additional Qualifications

KhaPaSaTe, Level 5, Province Engineering Service, Civil Group, Sanitary Sub-Group: Civil Engineering certificate level or equivalent from a recognized educational institution.
KhaPaSaTe, Level 4, Province Engineering Service, Civil Group, Sanitary Sub-Group: S.L.C. or equivalent, trained in water supply and sanitation, or 2 years of related experience.
Association Organizer, Teh, Province Engineering Service, Agricultural Irrigation Engineering Group: TSLC or SLC from a recognized institution, with training in the related subject.
Junior Animal Service Technical, Floor 4, Province Agricultural Service, La.P.O. and de.de. Group: S.L.C. passed from a recognized educational institution with at least one year of J.T.A. in Animal Science or T.S.L.C. for Agriculture (Animal Husbandry/Animal Health).
Junior Animal Health Technical, Level 4, Province Agricultural Service, Veterinary Group: Same qualifications as above for animal science.

Note

For candidates who passed the Entrance Examination (S.L.C. or equivalent) after the implementation of the grading system, and for candidates who passed the Secondary Education Examination (S.L.C.E.) in each subject of class 11th and 12th (Theoretical & Practical) with a minimum of D* and C.G.P.A. 1.6, a GPA of 2 or above shall be deemed to have attained the relevant educational qualification.

Open and Inclusive Examination Notice

Eligibility: Candidates must not be disqualified as outlined in section 16 of the State Civil Service Act, 2079.
Examination Stages: The recruitment process involves two stages. Only those candidates who pass the first stage will be eligible to participate in the second stage.
First Phase of Examination: To pass the first phase of the three-phase examination, candidates must secure at least 40% of the total marks. The written examination results will be published based on the percentage marks obtained in the first phase and the total marks from the second phase.
Written Examination Timing: The written examination for both the first stage open category and the inclusive category will take place concurrently, on the same date and time.
Results Publication: The results of the selected candidates from the open and inclusive written test will be listed in alphabetical order.
Inclusion Groups: Candidate inclusion groups, as indicated on their application forms, will be maintained in accordance with the prevailing rules of the Commission.
Selection Program: The program will be designed such that candidates qualifying in both the open and inclusive categories, as well as more than one inclusive group, will undergo the computer skill test and interview only once. The score obtained will count across all groups (open and inclusive) for which the candidate has qualified.
Merit Order and Appointment: The final merit order, established after all stages of examination and based on the priority of the service/group/subgroup chosen by the candidate, will be the basis for the recommendation for appointment.

Special Instructions for Candidates Applying to Inclusive Group:

Document Preparation:

Candidates applying for posts under the inclusive group must prepare and submit the following documents at the time of application:

Original copies of the necessary documents
Self-attested copies to be presented at the time of the interview

Note: The application may be cancelled if the documents are not maintained as required.

Specific Cases:

a) Adivasi Janajati: For castes listed under the Nepal Adivasi Janajati Upliftment National Foundation Act, if there is more than one surname within the caste, verification is required from the chief district officer based on the recommendation of the local level head concerned, along with a document certifying the surname.

b) Dalits: For castes listed by the National Dalit Commission, if there is more than one surname within the caste, a document certified by the Chief District Officer as a surname within the caste listed by the National Dalit Commission, based on the recommendation of the local level head, is required.

Provincial Health Service Application Guidelines

a) Registration: Candidates must register with the relevant professional council and obtain a business permit certificate before applying for positions in the provincial health service.

b) Experience Requirement: For posts requiring an experience period, candidates must complete the minimum service period by the last date of receipt of application for the respective post.

c) Double Duty: Time counted as double duty is not applicable towards age, educational qualification, or experience calculations for women development positions.

e) Eligibility for Same Level Posts: Candidates cannot apply for the same level posts as per Section 9 of the State Civil Service Act, 2079. Applications may be rejected if not submitted by the deadline, do not meet the minimum qualifications, or lack required details.

g) Inquiry and Assistance: Candidates requiring assistance should contact the Commission office at least 7 days before the written examination. The Commission is not obligated to provide a co-author.

h) Document Submission: Candidates who pass the written test must submit their educational qualification certificates, Nepali citizenship certificate, and service experience certificates (if needed), all certified by the relevant office head. Copies of these documents must be provided during the skill test and interview.

j) Educational Qualification: Candidates must have obtained the prescribed educational qualification by the last date of application submission. For those with foreign qualifications, verification by the relevant authority is required. Local university graduates must submit the minimum educational certificate or transcript that must be submitted with the application by the last day of submitting the single application fee.

j) Online Application Details: Candidates must specify their type of candidacy and service group cluster when submitting online applications.

k) Contact Information: Update mobile number and email address during the online form submission. Notifications will be sent directly to the provided contact details.

d) Ink for Written Tests: Only black ink is allowed for answering in the written examination.

D) Viewing Qualification Details: Details on minimum educational qualification required for the post can be viewed while filling out the online form.

n) Syllabus Access: The syllabus for examinations can be obtained from the Commission website psc.koshi.gov.np.
