Lok Sewa Aayog Vacancy for Saha Sachiv, Upa Sachiv and 9th Level Technical and Non-Technical Positions 2080

The Public Service Commission, Central Office, Kamalpokhri, has announced job vacancies through its official notice no. 389/080-81, dated 2080/7/2. These are for the gazetted positions of the first and second class (Non-Technical / Technical) and ninth-level posts of health services.

The commission had issued a special notice dated 2080/6/25 regarding open inclusive vacancies and legal provisions for inclusive groups.
Currently, the advertisement is in line with the Civil Service Act, 2049, even for inclusive groups.

Special Notice on the Advertisement:

The commission, on 2080/6/25, highlighted open inclusive vacancies based on an order dated 2079/10/24 which preserved certain positions. This followed a directive from the honorable Supreme Court through writ number 078-WO-0660. The court ordered these positions to be filled as per legal provisions tailored for the inclusive group.

Despite prior discussions on the Civil Service Bill, 2080, with the Government of Nepal on 2080/5/4, the bill hasn't reached the Federal Parliament. As a result, the annual commission schedule, aligned with Rule 63 of the Public Service Commission Regulations, 2079, faces delays. The filling of positions awaits clarity from the upcoming Federal Civil Service Act, guided by the Supreme Court. Meanwhile, under the Civil Service Act, 2049, ads are still rolling out for inclusive groups.

Public Service Commission, Nepal: Qualification Requirements

A. Civil Service Qualifications:

Gazetted Second Class Position:
- Educational Requirement: Must possess a Master's degree in a relevant subject from a recognized institution.
- Experience Requirement: Must have an experience of 5 years in an official level position of an organized institution or international association. However, for candidates with a Bachelor's degree, the required experience is reduced to 3 years.
Gazetted First Class Position:
- Educational Requirement: Must possess a Master's degree in a relevant subject from a recognized institution.
- Experience Requirement: 7 years of experience in an official level position. If possessing a Bachelor's degree, the required experience is 5 years.

B. Healthcare Qualifications:

General Requirements:
- Educational Requirement: Must fulfill the qualifications mentioned in Schedule-6 of Nepal Health Service Regulations, 2055.
- Experience Requirement: 5 years of authorized level experience in the relevant field. For Bachelor's degree holders, the experience is reduced to 3 years.
- Registration: Permanent registration with the relevant professional council is mandatory.
- Other Requirements: Adherence to Section 12 of the Nepal Health Service Act, 2053.

Detailed Minimum Educational Qualifications:

1. Gazetted First Class, Joint Secretary or Equivalent Positions:

Nepal Administration Service: Master's degree from a recognized institution in subjects like Arts, Sanskrit, Management, Commerce, Business Administration, Public Administration, Education, Law, or Science.
Nepal Audit Service: Master's in Management, Business Administration, or Commerce.
Nepal Engineering Service, Civil Group, Sanitary Sub-Group: Master's degree in Civil Engineering, Sanitary Engineering, or Public Health Engineering.

2. Gazetted Second Class, Upa Sachiv or Similar Positions:

Nepal Justice Service: A Master's Degree in Law.
Nepal Administration Service, General Administration Group: Bachelor's degree in subjects such as Arts, Management, Science, and more.
Nepal Administration Service, Accounts Group: Bachelor's degree in Management, Commerce, Business Administration, Economics, Mathematics, Statistics, or Public Administration.
Nepal Administration Service, Revenue Group: Bachelor's in Administration, Commerce, Business Administration, Law, Economics, etc.
Nepal Audit Service: Postgraduate degree in Business Administration or Commerce.
Nepal Agricultural Service: Postgraduate or equivalent in Animal Science or related fields.
Forest Service: Master's degree in Forest Science, Wildlife Management, or Natural Resource Management.
Nepal Education Service, Education Administration Group: Master's degree in Education.

3. Ninth Level of Health Services:

The various positions such as Consultant Nephrologist, Consultant Cardiologist, Consultant Pulmonologist, Consultant Surgeon, etc., have specific postgraduate degree requirements in their respective fields of specialization. Additionally, certain positions necessitate registration with professional councils in Nepal.

Inclusive Group-Specific Documents:

Tribals/Adivasi:
- Document for castes listed in the Nepal Adivasi/Tribal Upliftment National Foundation Act.
- If multiple surnames exist within a caste, a certification by the Chief District Officer is needed based on the local level head's recommendation.
Madhesi:
- A document certified as Madhesi by a designated organization as notified in the Nepal Gazette. If no organization is designated, then certification by the Chief District Officer based on the local level head's recommendation is required.
Dalits:
- Document for castes listed by the National Dalit Commission.
- If multiple surnames exist within a caste, a certification by the Chief District Officer is needed based on the local level head's recommendation.
Backward Areas:
- Certification of citizenship obtained from the respective district mentioning permanent residence in the district.
- Documentation confirming current permanent residency from the relevant local level.
- If citizenship is from another district, a justification letter from the issuing district administration office is required.
- Marriage or migration-based documentation, if applicable.

Experience Requirements:

Candidates should provide:

Verification of the appointment or contract letter and service period for authorized level work in:
1. Civil and other government agencies.
2. Government-owned or part-owned entities.
3. Development Committee as per the Development Committee Act, 2013.
4. Bodies established by Act.
5. UN and its specialized agencies.
6. Intergovernmental international organizations.
7. Universities' physical campuses.
8. Community schools or campuses.
If experience is from non-governmental organizations (national/international), supporting documentation is required to prove the position's legitimacy and service conditions.
Government employees providing experience from other organized bodies must provide prior approval from the Government of Nepal and leave approval for that duration.

Experience-related Special Conditions:

Only full-time experience from one agency will be counted if worked at multiple agencies simultaneously.
Part-time work or contracts will not be counted.
Service of less than a year is not recognized.
Experience at an assistant level while holding an official post will not be counted.
Experience is only recognized post minimum educational qualification achievement.
If the designation isn't clear, a clarifying letter from the concerned body is required.

Special Instructions for Health Services Applicants:

Attach the verified copy to the application and submit to the Application Management Center, Anamnagar.

Additional Notes:

Ensure all qualifications and experience periods are met by the last application date.
Double application fee periods won't be counted for age, qualifications, or experience.
Submit applications on time, and incomplete applications won't be accepted.
Those needing an assistant writer must contact the commission office 10 days before the written test.
Written test passers must provide certified copies of educational qualification, citizenship, and experience before the interview.
Foreign education candidates must provide a degree equivalence.
Only black ink should be used in the examination.
