Advertisement of Open and Inclusive Competitive Written Examination for the post of Gazetted Third Class (Non-Technical), Section Officer or similar

Since the posts in the following services, groups, sub-groups, and categories in the civil service have to be filled through competitive examination in open and inclusive posts; Applications are invited from the following qualified candidates. Candidates who have reached the prescribed minimum qualification will have to apply through the Commission's online application system www.psconline.psc.gov.np.

Types of exams: - Written, skill test, group test, and interview.

Exam Date: - Will be published later.

Examination Center:

  • First Phase: All the offices of the Commission.
  • Second Phase: As prescribed by the Commission's Dhankuta, Jaleshwor, Kathmandu, Pokhara, Butwal, Surkhet, and Dipayal offices.

Application Fee: The application fee for each advertisement is Rs. 1,000 (one thousand). In case of a candidate applying for additional advertisement on behalf of an inclusive group for the same service/group/subgroup post, Rs. 400 (four hundred) additional fees will have to be paid.

Last date to apply: 2077-9-14 and double fee paid till 2077-9-21.

The age limit of the candidate:

  • Completed 21 years of age and not exceeding 35 years by 2077-9-14 and not exceeding 40 years in the case of women and disabled candidates.
  • There will be no age limit for permanent civil servants.

Method and place of submitting the application fee:

After submitting the form from the online application system of the Commission, click on the View Applied Advertisement of the Payment Tab and click on the “Pay‌” link in the list you have applied for. Then tick the check box to accept the condition that appears. Then you have to click on one of the Rastriya Banijya Bank / Global IME Bank / NIC Asia Bank / Kumari Bank.  After that, after choosing one of the methods of payment from online or bank voucher, the application fee can be paid from the following options.

How to submit application fee through bank voucher: Tick on the check box given to pay from bank voucher, click on the print out to be active, go to the nearest branch of the bank and submit the voucher and pay the amount. Since the banks will not understand the cash without the voucher, the voucher will have to be printed and taken along. Cash payment can be made from all the branches of the said bank across Nepal.

How to submit application fee online: To pay online, you can log in to the Connect IPS system, select your bank account and pay the fee directly. Before using the Friend Connect IPS service, you should go to www.connectips.com once to sign up and verify your account with the bank linked to the bank connected to the system.

Application Fee Payment Period: After submitting the application online, the candidate has to pay a double fee along with the voucher mentioning the Master ID and business code number received within the office hours of the last day of application (first day of office after that if there is a public holiday). The prescribed examination fee / double fee must be paid.

Documents to be uploaded: Candidates should upload the documents specified in the relevant advertisement including educational qualification, training, experience, business permit certificate, inclusive group opening the document in the specified place of the online application system in PDF format. All candidates should scan the front of their citizenship certificate and upload it in JPG format. The candidate himself should be fully accountable for the details mentioned in the application.

Minimum qualifications required:

Must be not disqualified as per Section 10 of the Civil Service Act, 2049 BS and must have obtained the following minimum educational qualifications as prescribed under Rule 15 of the Civil Service Rules, 2050 BS.

(1) For Nepal Foreign Service and Nepal Administration Service (Revenue and General Administration Group): Passed Bachelor level or equivalent from a recognized educational institution.

(2) For Nepal Administration Service, Accounting Group: Bachelor level in Management, Commerce or Business Administration from a recognized educational institution or Bachelor level or equivalent in Economics, Mathematics, Statistics or Public Administration.

(3) For Nepal Judicial Service (Justice, Law, Government Advocates Group): Graduated in law from a recognized educational institution.

(4) For Nepal Audit Service: Bachelor's degree in Business Administration or Commerce from a recognized educational institution or Chartered Accountancy or similar examination

Additional instructions to be submitted by the candidate and special instructions regarding experience:

Candidates who want to apply for the inclusive group and open side posts should prepare the following documents at the time of application. After being selected for the interview from the results of the written test, when you come to give the interview, you will have to bring along the original of such documents as well as a self-certified copy. If the mentioned documents are not with the candidate at the time of application, the application can be canceled at any time.

A) Inclusive documents

(A) In case of Adivasi / Janajati: On the basis of the same list in case of castes listed in Nepal Adivasi / Janajati Utthan Rashtriya Pratisthan Act but if there is more than one caste within the caste listed in Nepal Adivasi / Janajati Utthan Rashtriya Pratisthan Act, on the recommendation of Chief District Officer. Document certified as a surname within the caste.

B) In the case of Madhesis: The Government of Nepal has published the information in the Nepal Gazette. Documents certified as Madhesi by the following organization,

But until the organization is not registered by publishing a notice in the Nepal Gazette: Document certified as Madhesi by the Chief District Officer on the recommendation of the concerned local level chief.

C) In the case of Dalits: In the case of castes listed by the National Dalit Commission on the basis of the same list

However, if there is more than one surname within the caste listed by the National Dalit Commission, a document certified as a surname within the caste listed by the Chief District Officer on the recommendation of the concerned local level chief.

D) In ​​case of disability: Disability identity card issued by the Social Welfare Council or disability identity card issued by the concerned local level mentioning the classification of disability as per sub-section (3) of section 4 of the Rights of Persons with Disabilities Act, 2074 BS.

(E) In case of backward areas: Certificate of citizenship obtained from the concerned district mentioning the permanent residence in the district mentioned in sub-section (7) of section 7 of the Civil Service Act, 2049 BS and the application form certifying that the permanent residence is present in the same place from the concerned local level. Based on the recommendation up to 3 months before the filling day.

If the citizenship is obtained from a district other than the district of permanent residence, the reason for doing so is obtained from the District Administration Office issuing the citizenship, if married or relocated to the district mentioned in sub-section (7) of section 7 of the Civil Service Act, 2049.  Note:

(A) In the case of candidates who require a period of experience, the minimum service period should have been completed by the last date of application for the relevant post. (B) According to the Employees Adjustment Act, 2075 BS, the civil servants working on the official level before the adjustment will not be allowed to be candidates in this advertisement.

(C) Applications that have not been submitted within the time limit prescribed by the Commission or have not met the minimum qualifications or have not disclosed other specified details or have not paid the prescribed fee will not be accepted.

(D) Candidates seeking Assistant Writer should contact the concerned office of the Commission at least 7 (seven) days before the commencement of the written examination. Otherwise, the commission will not be obliged to provide an assistant author.

(E) Candidates who pass the written test must submit a copy of the certificate of educational qualification, citizenship, service experience certified by the head of the concerned offices before giving the interview and a copy along with the copy of the documents mentioned for an inclusive and open application.
