Nucleus for Empowerment through Skill Transfer (NEST) Vacancy Announcement:

The Nucleus for Empowerment through Skill Transfer (NEST) a professional Nepali NGO birthed by the former Rural Development Center (RDC) of UMN (United Mission to Nepal) in 2003. NEST is powered by the belief that skill is basic for livelihood, the skill can challenge poverty and a better world is possible through the transfer of skill. It is registered in District Administration Office, Kaski, affiliated with Social Welfare Council (SWC) and head office is in Pokhara. It is also registered under the Internal Revenue Department in a VAT system. NEST an autonomous, non-governmental, non-political and non-religious organization dedicated to uplift socio-economic status and dignity of poor and socially excluded people in Nepal through skill transfer, implementing different social and community development programs and projects, community mobilization, capacity enhancement, triggering, researching and advocacy.

NEST invites qualified and interested candidates to apply for the position of Finance and Admin Officer (FAO) to undertake the following job responsibilities.

Location: Pokhara (when necessary should travel to project areas)

Duration of contract: Initially three months on the probation period (yearly basis)

Reports to: Program Director (PD)

Major Responsibilities:

In close coordination with the Program Director (PD) Finance and Administration Officer (FAO) will be overall responsible for financial management, accounting and administration for the smooth operation of the organization responsibly maintaining a transparent, accountable and internal control system within an organization. FAO will work closely with PD, and the program management team to implement financial and administrative planning in an acceptable standard.

1. Task-specific to financial management: I

  • Carry out all aspects of financial transactions according to NEST financial and admin policy.
  • Maintain the financial documentation both in hard copy and computer system.
  • Ensure timely payment of all liabilities and payables and update bookkeeping.
  • Ensure all supporting documents are attached to all bills and vouchers fully complying NEST financial and admin policy, and standard procedures.
  • Ensure all supporting documents are attached to all bills and vouchers as per the national and international donors funded program/project documents and requirements.
  • Assist the project finance team to meet the project finance requirements and standards.
  • Ensure organizational financial rules, regulations standard practices are adhered to.
  • Keep in touch with NEST Treasurer, auditor, and project finance staff to ensure the perfection of the financial transactions.
  • Handle cash (including petty cash) properly and cash management on a daily basis.
  • Provide support to check and update the partner's files and documents when required.
  • Ensure timely and quality financial reporting to NEST management and its donors.
  • Perform other duties as requested and maintain the confidentiality of sensitive issues.

2. Task-specific to Administrative management:

  • Hold overall responsibility in day to day office administrative management.
  • Maintain staff files, leave records and attendance sheets for all staff (including project staff).
  • Manage and take care of office equipment and office facilities (email, internet, computers, printers, photocopiers, canners, motorcycle, vehicle, cameras, and other accessories).
  • Perform regular stock take, maintain office inventory (including fixed assets) up-to-date (maintaining both physical and electronic records).
  • Manage and maintain office management and administration documents system in a standard and acceptable manner.
  • Handle and maintain professional communication using phone, mobile, e-mail and another way.
  • Maintain good working relationships with banks, partner organization and other stakeholders.
  • Organize/attend program management committee meetings on a regular basis to create a conducive working environment to provide effective and efficient administrative and financial services including for effective planning, budgeting, monitoring, evaluation, and reporting.
  • Involve in-field program and project-related activities as per need and as requested by PD.
  • Identify reliable and honest suppliers/vendors in consultation with PD and make sure that the quality of service and goods is good and delivers in a timely manner.
  • Work as a receptionist when needed and answer incoming calls.
  • Maintain appropriate records to ensure that procurement processes, decisions, and contractual agreements are accurately documented for accountability and audit purpose.
  • Assist Program Director in all program and project administration and management work.
  • Others as requested by the Program Director.

3. Required qualifications, knowledge, skills, experience and attitude:

The applicant must have a bachelor's degree with at least 2 years of solid work experience in finance and administration. S/he must have a sound working knowledge of accounting standards and tax policies of Nepal with knowledge of TDS. High proficiency in computer skills (word and excel) and related software is desirable. Masters is preferred.

The ideal candidate should have a strong belief in NEST's vision and mission with good team working attitude, able to work independently, skills for stress management, able to work under pressure, easy-going, flexible, openness and trustworthy.
