The Leprosy Mission Nepal Vacancy Announcement

The Leprosy Mission (TLM) is present in more than 30 countries around the world and is working in Nepal since 1967 with its Health and Disability interventions, Inclusive Development, Research, and Advocacy activities. TLM Nepal is leading a consortium implementing the “FOUND Project” in 5 districts - Kapilvastu, Rupandehi, Lalitpur, Kathmandu, and Morang over 4 years with support from UK Aid. The goal of the project is to contribute towards full and productive employment and decent work for all women and men, including for persons with disabilities, and equal pay for work of equal value.

Position: Consultancy Service to conduct Baseline Survey and Business Case Development

Location: Rupandehi, Kapilvastu, Morang, Kathmandu, Lalitpur

TOR for Consultancy Service to conduct baseline survey and develop a compelling business case to establish fueling opportunities to end unemployment for Nepalis with a disability, FOUND project, The Leprosy Mission Nepal

Background:

The FOUND (Fueling Opportunities to end Unemployment for Nepalis with Disability) Project aims to support 2,500 unemployed skilled people with disabilities from five economic hub districts of Nepal – Morang, Kathmandu, Lalitpur, Rupandehi and Kapilvastu to find and thrive in formal or self-employment. Targeting 875 business owners and employers, will improve knowledge, confidence, skills, and attitudes so they understand the abilities of people with disabilities. For people with disabilities, it will improve employability skills and self-confidence, pilot inclusive job search and hiring practices and collate evidence of what works.

The project was designed with envision to improve the physical and emotional capacity of people with disabilities to increase their confidence and employability skills so that they can enter into and retain formal and self-employment. Besides, there is limited evidence on the successful experiences of people with disabilities in employment to celebrate. It is not clear what works in supporting skilled people with disabilities to succeed at work, and the contribution of people with disabilities to business in the Nepali context. In this context, we have the following objectives to meet:

  1. Employers’ increased understanding of disability
  2. Increased skills and understandings of people with disability to gain employment and succeed in chosen occupations
  3. Entry and retention of people with disability into formal or self-employment
  4. Generate Robust evidence of what works in supporting people with disability to enter and thrive in formal and self-employment in Nepal

The project has 4 years starting from December 2019. The approach includes mapping existing skills and income of people with various disabilities, mapping businesses, type of skills required by organizations, their interest to improve facilities to hire people with disabilities with appropriate skills.

The objective of the study:

The overall objective of the study is to assess and identify the baseline status of

  1. People with the disability of age group 18-45 years, their academic and vocational skills, current income status, job type, career aspirations and areas to grow.
  2. Business owners and employers who have currently hired people with disabilities in their job, those who are willing to hire people with disabilities with appropriate skills they required, willingness to improve the accessibility of workplace, types, and level of job opportunities currently available and those filled within the last year.

The study will have a special focus to generate a compelling business case for disability in employment showcasing robust and accessible evidence of the benefits of employing people with disabilities in the context of Nepal will be critical for galvanizing employers, government officials and the public.

The following is presently out of the scope of this phase of FOUND but open explore: Providing accessible public transport or commute to work options is currently out of the scope of this phase of the project due to cost. We are exploring a partnership with varied small and large private companies. To remain in line with the project logical framework, the following are key indicators that will provide benchmarking to assess future changes and achievements of the project.

Outcome Indicators:

  1. Number of disabled people entering formal or self-employment (80% of all disabled people engaged in the project)
  2. Number of disabled people who sustain employment for a minimum of 12 months
  3. Number of disabled people with raised income levels as a result of their employment
  4. Number of disabled people who do not secure employment but who have increased their distance traveled score

Output indicators:

  1. Total CVs or applications submitted by disabled people to job portals which are shortlisted for interview
  2. Number of business plans submitted by disabled people selected for self-employment
  3. The number of target unemployed disabled people demonstrating above 10 on TLMN Employability Skills Scale tracking: 1. Communication, 2. Initiative and enterprise, 3. Self - management 4. Planning and Organizing, and 5. Technology and Techniques.
  4. Number of disabled people who received health support and claimed that it has improved their chances of securing employment
  5. Number of targeted business owners or employers that offer employment to disabled people
  6. Number of targeted business owners or employers who have made adaptations to their work environments to accommodate disabled people
  7. Number of targeted business owners or employers who have increased knowledge of employment law related to disabled people
  8. Learning reports on the employment of disabled people published
  9. The number of stakeholders who receive learning reports so that they have access to evidence of what works in supporting disabled people to enter and thrive in formal and self-employment in Nepal.
  10. Number of stakeholders who provide positive feedback on learning reports

Scope of the study:

The study must cover baseline information of the people with disabilities and the businesses that have hired or willing to hire people with disabilities. Based on social research methods, the study shall adopt participatory methods and analyze information to fulfill the requirement of the project's monitoring and evaluation. This study should identify and assess people with disabilities and business owners/employers.

The study should:

  1. Assess and analyze demographic information that helps to target of people with disability in terms of men, women within age 18-45 years, type of disability and severity, academic and vocational qualification, employment and income status, use of supportive devices, satisfaction at the workplace, active in the job market
  2. Identify and analyze the work and income diversity of people with disabilities due to the types of work.
  3. Analyze the capacity of people with disability, level of work they are currently involved in and assess to potentials for improvement of the job quality and income.
  4. Assess and analyze knowledge attitude and practice of businesses and employers that help target the type of organization in terms of the number of people with disabilities currently working in the business, existing business with the accessible workplace, willingness to improve access at the workplace, sensitization to staffs about disability, etc.

Methodology:

The study will be designed as comprehensive research for the disability sector. In the course of the study, the consultant will have to use participatory approaches, methods, and processes as far as possible. The study will be carried out mostly on quantities methods of information and data analysis.

In order to understand better and keep uniformity while bidding, the FOUND project team proposes that the sampling for the survey would be drawn on the stratified basis and the following sampling size might serve the purpose of the survey. If bidder has any pertinent suggestions other than the proposal made than bidder could suggest that with a note of points. This will be further discussed accordingly in the pre-bid meeting(s).

Expected Output:

The research should prepare two comprehensive reports

  1. Baseline report that
    1. Guides to identify targeting right holders
    2. Illustrates the work and income status
    3. Highlights current job diversity and possible jobs to fit in people with disability
    4. Identify the most vulnerable people with disability with high potentials and skills
    5. Has KAP of businesses/employers and hiring practices encompassing hiring, job retention, compensation, promotions, and other conditions.
  2. Business Case Report that
    1. Visually represent encouraging knowledge and skill status of people with disabilities.
    2. Visually represent the encouraging status of employers’ on how familiarizing accessibility into the workplace has increased their growth, reputation, and visibility in the market.
    3. Showcase robust and accessible evidence of the benefits of employing people with disabilities
    4. Highlight urgency to hire skilled people with disability to compete in the glocal market
    5. Display how getting engaging in a project like FOUND would support businesses and employers smoothly transition into the next level of competency.

Study team

The baseline and business case team will be led by senior professionals with more than seven-year experience and expertise in research, preferably experience working with people with disabilities. The composition of a team should have an expertise in socio-economic survey, KAP of people with disability, KAP of employers and businesses and other social researches. The team members should have relevant previous experience in M&E and conduct similar types of surveys.     

Reporting deadline:

Baseline Report: 15-March-2020

Business Case Infographic Report: 15-May-2020

Budget: The budget for the task will be finalized after the selection of a firm/individual. The project team will negotiate with a consulting firm on the budget.

Requirement

Interested consultant/consulting firms should submit the following documents while sending their expression of interest

Payment:

The organization will provide funds on an installment basis. 40 percent of the budget will be paid after signing the agreement and inception report. Next 30 percent of the budget will be provided to the consultant after receiving the first draft and the remaining 30 percent amount will be paid after submission of the final report.
