CTEVT Diploma and Certificate Full-Fee Admission Notice 2083/084

Council for Technical Education and Vocational Training (CTEVT), Office of the Controller of Examinations, Sanothimi, Bhaktapur, has published an urgent notice regarding the submission of online application forms for the full-fee admission process at the diploma and certificate levels for academic session 2083/084.

This notice has been published for the information of all concerned, inviting eligible persons to duly fill in the online application form through the ITMS Online system of the Office of the Controller of Examinations from 2083/01/29 for student selection in the approved programs and quotas under the full-fee category.

The programs are those conducted by CTEVT at its constituent, partnership, TECS, and privately operated educational institutions that have received affiliation/approval to run various diploma and certificate-level academic programs for academic session 2083/084, in accordance with Rules 3, 4, and 5 of the “Council for Technical Education and Vocational Training, Examination Regulations, 2083.”

Students who have passed SEE/SLC/Pre-Diploma/Technical SLC and have applied for programs conducted under the Council shall be selected and admitted to the programs and quotas in order of merit. The merit order shall be determined on the basis of the total marks obtained from their academic qualifications and the marks awarded according to the type of school from which they passed.

1. Academic Programs and Required Minimum Educational Qualifications

A. For Examinations Conducted Before the Letter Grading System

1. Certificate Level Nursing/Midwifery

Required Minimum Educational Qualification:

Passed SLC or equivalent examination from a recognized educational institution with compulsory Mathematics, English, and Science subjects in at least second division, or obtained 45 percent marks in total, or passed SLC and passed the relevant Technical SLC conducted by the Council by obtaining 68.33 percent marks in the total full marks.

2. All Other Programs Except Certificate Level Nursing/Midwifery

Required Minimum Educational Qualification:

Passed SLC or equivalent examination from a recognized educational institution with compulsory Mathematics, English, and Science subjects, or passed Technical SLC by obtaining 68.33 percent marks in the total full marks.

B. For Examinations Conducted After the Letter Grading System

1. Diploma/Certificate-Level Health Programs

Required Minimum Educational Qualification:

Passed the entrance-level or SEE examination from a recognized educational institution with compulsory English, Mathematics, and Science subjects and obtained a minimum GPA of 2.0 out of 4.0 overall, or equivalent; or passed the Technical SLC related to the program conducted by the Council by obtaining 68.33 percent marks in the total full marks.

2. All Diploma/Certificate-Level Programs Other Than Health Programs

Required Minimum Educational Qualification:

Passed the entrance-level or SEE examination from a recognized educational institution with compulsory English, Mathematics, and Science subjects and obtained a minimum GPA of 1.6 out of 4.0 overall, or equivalent; or passed the Technical SLC related to the program conducted by the Council by obtaining 68.33 percent marks in the total full marks.

2. Full-Fee Open Quota

a. Seats remaining after scholarships shall fall under this quota.

b. While selecting examinees for the full-fee quotas determined other than the targeted group, selection shall be made through competition only among the same group. The educational institution shall not be allowed to determine a separate sponsored quota under this quota.

c. Constituent and partnership educational institutions of the Council shall not be allowed to change the quota title after publication of this notice.

d. For academic session 2083/084, an online application form may be submitted for only one program at one educational institution under the full-fee category at the diploma/certificate level.

3. Full-Fee Targeted Group Quota

For the full-fee targeted group quota, a quota has been determined in each academic program in the numbers mentioned below from among the targeted groups that meet the entrance eligibility requirements: persons with disabilities, backward remote areas, Dalit, women, Indigenous nationalities, Muslim, Madheshi, Gen Z movement/People’s Movement/People’s War/Madhesh Movement victims, conflict victims, displaced persons, disappeared persons, martyr families, injured persons, or their children.

For academic programs with 20 approved quotas: 2 persons
For academic programs with 30 approved quotas: 3 persons
For academic programs with 40 approved quotas: 4 persons
For academic programs with more than 40 approved quotas: 5 persons

4. Full-Fee Pre-Diploma Technical SLC Quota

A 10 percent quota has been determined in each academic program of every constituent, community, partnership, and privately operated educational institution of the Council for examinees who have passed the relevant Pre-Diploma Technical SLC conducted by the Council.

5. Council Employee or Family Reservation Quota

One seat shall be determined in each program of the Council’s constituent and partnership educational institutions as a quota for Council employees and their dependent family members.

6. Male Nursing Quota

For male candidates who wish to study the Certificate Level Nursing program, 15 percent of the approved quota has been allocated as the male nursing quota under the full-fee category.

7. Merit Scholarship

Among the examinees admitted after being selected from the full-fee targeted group quota and full-fee quotas who have filled in the online application form for admission to programs at each educational institution, one examinee who obtains the highest marks shall be provided a merit scholarship.

The scholarship so provided shall apply only for the first year. For the second year, it shall be provided to the examinee who obtains the highest marks among those who passed the previous year’s examination.

8. Classified Free Scholarship

For the classified free scholarship quota, 10 percent of seats, including the merit scholarship, have been allocated in programs that have received affiliation approval.

For this, examinees who have studied from government or community schools and constituent educational institutions of the Council must fill in a separate online application form. A separate notice regarding this shall be published, and trainee selection and admission recommendation shall be made by the concerned Council Provincial Office.

9. Special Scholarship

Under the special scholarship program in technical education for students from poor, Dalit, Muslim, marginalized communities, and poor communities permanently residing in local levels without access to technical education, a 10 percent quota has been allocated only in the Council’s constituent educational institutions.

A separate notice regarding this shall be published, and trainee selection and admission recommendation shall be made by the Office of the Controller of Examinations. The special scholarship notice shall be published after 2083 Jestha 15, following the publication of the Government of Nepal’s budget.

10. Documents to Be Attached While Applying Online

The online application form may be filled in by the applicant themselves or by the concerned educational institution. While filling in the online application form, the candidate must scan the original documents mentioned below and upload them online for the full-fee open and targeted quotas.

If the prescribed documents are not uploaded online, the application form shall be automatically cancelled. While uploading documents, they must be scanned from the original documents. The original copies of the scanned documents submitted must be mandatorily presented at the educational institution at the time of admission.

a. A recently taken passport-size photo, 35mm x 45mm, clearly showing the face.

b. Scanned copy from the original mark sheet and certificate of SLC, Technical SLC Pre-Diploma, SEE, or equivalent educational qualification.

c. Scanned copy from the original birth registration certificate/Nepali citizenship certificate.

d. In the case of those who passed SLC or equivalent examination from a country other than Nepal, a scanned copy from the original equivalence certificate determined by the body prescribed by the Government of Nepal.

e. In the case of foreign citizens, a scanned copy from the original document showing citizenship of the concerned country or a document issued by the embassy of the concerned country in Nepal.

f. In the case of refugee students residing in Nepal, a scanned copy from the original refugee card provided by the Government of Nepal or prescribed bodies.

g. Scanned copies from the original documents proving the targeted group to which the applicant belongs must also be attached.

The merit list of applicants shall be determined by adding the marks calculated on the basis of the average Grade Point Average (GPA) obtained in the SEE examination and additional weightage marks according to school type: 1 for those who passed SEE or SLC from government or community schools, 0.85 for those who passed from institutional schools, and 0 for those who passed from schools abroad.

For SLC examinations conducted before the implementation of the letter grading system, the marks obtained in SLC shall be converted into average grade points and the candidate’s merit list shall be determined.

Tie-Breaking and Merit Determination

  1. If the SLC/SEE result is also equal, the merit order shall be published on the basis of the Final Grade in compulsory Mathematics, Science, and English, respectively, in the SLC/SEE examination.

  2. If the marks remain equal even after this, priority shall be given to candidates who passed SLC or SEE from a backward remote area. If it still remains equal, priority shall be given to the older candidate on the basis of date of birth.

  3. While filling in the online application form, in the case of SEE after the implementation of the letter grading system, the Grade Point Entry of Mathematics, Science, and English must be entered. In the case before the implementation of the letter grading system, the marks obtained in all SLC subjects must be entered online.

  4. In the case before the implementation of the letter grading system, the following formula shall be used to calculate GPA:

GPA = ∑(Grade Point × Credit Hour) / Total Credit Hour of the Grade

  1. To conduct and manage the entrance process, admission management, and registration under the full-fee category in a regular, systematic, and dignified manner, and to publish results with merit order, including determination of the main list and passed list merit order, and to carry out admission and registration entry, the educational institution shall have the following working team:

a. Head of the educational institution: Chairperson
b. Employee working in computer/examination-related work at the educational institution: Member
c. Deputy head of the educational institution, or a person designated by the head if there is no deputy head: Member Secretary

Note: In the case of the Certificate Level Nursing program, an officer-level employee representative responsible for education at the concerned local level and an officer-level employee representative from the District Administration Office shall be added as members of the working team. If the number of students is large, up to three additional employees may be added to this working team to carry out the work.

Duties and Responsibilities of the Entrance and Admission Working Team

a. To conduct and manage the entrance process or selection process in a regular, systematic, transparent, and dignified manner.

b. To check and verify the qualifications, entrance eligibility, certificates, and required documents of examinees participating in the entrance process.

c. If any document is missing or unclear, the applicant must immediately be given time to re-upload the document along with remarks.

d. If any applicant’s form is rejected, the reason must be clearly stated.

e. After completion of verification, a report on the total number of applications, number of accepted applications including reverted applications, and number of rejected applications including reverted applications must be prepared in the decision book and certified by the working team.

f. After completion of the entrance process, the main list and passed alternative list with merit order shall be prepared and published according to the criteria prescribed by the Examination Committee.

g. The educational institution shall conduct the admission process of successful examinees on the basis of merit order and make trainee registration entries according to the system prescribed by the Office of the Controller of Examinations. All such work shall be carried out within the prescribed time in accordance with the notice of the Office of the Controller of Examinations and the Examination Regulations, 2083. All records and documents related to the admission process must be safely preserved.

h. If any information, claim, objection, complaint, or request for inquiry or investigation is received from stakeholders regarding trainee selection and recommendation for admission, or from judicial or quasi-judicial bodies of the Government of Nepal, the matter must be investigated, finalized, and a response sent to the concerned body.

  1. If it is proven that an educational institution has acted with ill intent in publishing results with merit order or in making admissions, the scholarship quota shall be increased by the same number of trainees admitted with ill intent in the next academic session. The concerned educational institution shall also be referred to the concerned body for action. In the case of the Council’s constituent educational institutions, the head of the educational institution shall be referred to the Council Central Office for departmental action.

11. Online Application Form Verification

a. The responsibility for verifying the minimum educational qualifications and other documents of online applicants for full-fee programs through the Web Based Online Integrated Training Management System (ITMS) provided by the Office of the Controller of Examinations shall lie with the working team formed at the concerned educational institution.

From the date online form submission begins, the concerned educational institution must log in to its ITMS user account and mandatorily verify applicants’ application forms. If any problem occurs during verification, the concerned educational institution shall immediately inform the IT Branch of the Council Provincial Office, and the IT Branch of the Provincial Office shall inform the ITMS Branch at the Office of the Controller of Examinations and resolve the problem.

b. While verifying online entries of applicants by program from the educational institution, the prescribed qualifications and documents must be checked and the application must be accepted or rejected. If the required documents are not attached, the verifier must revert the application to the concerned applicant to re-enter the required details and upload the documents. If the concerned applicant attaches the documents and sends them again, the application must be approved.

If any problem occurs during verification, the concerned IT Branch of the Council Provincial Office must be informed immediately and the problem must be resolved. After verification and acceptance, an Application Acceptance Card Number shall be generated. Only applicants whose number has been generated shall be included in the merit order and result list.

12.1 Admission Within Approved Quota

The concerned educational institutions must admit students only in the seats remaining after the quota prescribed for scholarships from among the quota prescribed for the mentioned academic programs.

If students are found to have been admitted beyond the mentioned quota, Council registration shall not be maintained. Therefore, the concerned educational institutions, students, and guardians are informed through this notice. Educational institutions admitting students beyond the approved quota shall be subject to action as mentioned in the Examination Regulations, 2083, and shall also be recommended to the Council Office for further action.

1. Application Form Fee

Fee: Rs. 1,000 only

No educational institution shall be allowed to charge more than the prescribed fee. If proven to have charged more, the concerned applicant must be paid compensation at the rate of Rs. 10,000 per examinee. If the compensation amount is not paid, action shall be taken in accordance with prevailing law.

2. Online Form Opening Date

The online form shall open from Tuesday, 2083 Baisakh 29.

3. Online Form Closing Date

The online form shall close on Wednesday, 2083 Jestha 13, at 11:59 p.m.

4. Online Form Submission

The online application form must be filled in and submitted through ITMS Online made available at www.ctevtexam.org.np.

5. Help Desk

Educational institutions must mandatorily operate a help desk to facilitate applicant students in relation to filling in online application forms and admission.

6. Verification by Educational Institutions

Online application forms filled in by applicants themselves must be verified by the concerned educational institution on the same day. The educational institution must verify the online application form and accept or reject it. However, if any documents are incomplete, time must be given to attach them.

Applicants rejected after verification by the educational institution must be informed immediately with the reason for rejection. If any dispute arises due to rejection of an applicant’s form without reason, the concerned educational institution shall be responsible. While publishing results, a Rejected/Cancel list must be published, and the reason for rejection/cancellation must also be mentioned.

7. Payment of Online Application Fee

The fee for the online application must be paid at the time of filling in the form using Connect IPS or Khalti Digital Wallet.

a. A publication fee of Rs. 5,000 per program for diploma and certificate level must be paid. If more than one program of the same level is conducted in the same educational institution, an additional amount calculated at the rate of Rs. 3,000 per additional program must be paid in a lump sum. No other expenditure amount shall be reimbursed by the Office of the Controller of Examinations or the concerned Council Provincial Office for merit list publication and admission recommendation.

b. Educational institutions that have received affiliation/approval from the Council to operate programs privately must pay registration fees at the rate of Rs. 2,500 per student and institutional development fees at the rate of Rs. 2,000 per student in a lump sum. In the case of students studying in the Council’s constituent and partnership academic programs, the registration fee must be paid in a lump sum at the rate of Rs. 500 per student.

14. Bank Account Details of Council Provincial Offices

Educational institutions must deposit the fee for notice publication in the bank accounts of the Council Provincial Offices and upload the voucher to ITMS Online. The said amount may also be paid through the online payment gateway available in ITMS. The bank account details of the Council Provincial Offices are as follows:

Educational institutions must submit certified copies of the merit list and admission recommendation to the concerned Council Provincial Office after confirming that the amount payable as the notice publication fee has been deposited.

15. Fee Payment Installments

All concerned educational institutions are informed through this notice that students admitted in academic session 2083/084 must conduct transactions in installments as determined by the Council Office.

No other type of fee, except food and accommodation, may be charged in addition to the fee determined by the Council. If such fees are charged, the concerned educational institutions shall be subject to action according to the Council’s Act, Rules, and Regulations. All concerned stakeholders are informed accordingly through this notice.

Installment Schedule

1. First-Year Installment: 40 percent
Second-Year Installment: 30 percent
Third-Year Installment: 30 percent
Note: As per the decisions of the 173rd and 209th meetings of the Council for Technical Education and Vocational Training, non-profit partnership institutions and academies must maintain fees not exceeding 70 percent of the fees determined for privately operated institutional technical educational institutions, meaning 30 percent lower.

16. Bank Transactions with Students

While conducting any financial transaction with students, the educational institution must mandatorily conduct it through a bank. If the Council deems it necessary, it may request bank transaction records. It shall be the responsibility of the educational institution to submit the requested banking transaction documents.

17. Username and Password for Newly Approved Institutions

Educational institutions that receive affiliation/approval from the Council for the first time in academic session 2083/084 to operate programs may send an official letter of the office to info@ctevtexam.org.np to obtain a username and password for verifying, accepting, and rejecting online application forms in ITMS.

The letter must mandatorily mention the principal’s name, mobile number, and email and must be sent as soon as possible. If the educational institution does not obtain its username and password on time and applicants’ online application forms are not verified in ITMS Online, the educational institution itself shall be responsible.

a. Applicants listed in the merit order and recommended for admission must be admitted only after obtaining a self-declaration that they will attend theoretical and practical classes as prescribed by the curriculum.

b. At the time of admission itself, the registration form must also be filled in and entered online in ITMS. While completing the registration process, the procedure under the Examination Regulations, 2083 must be fulfilled.

c. While admitting candidates recommended for admission, admission and registration must be processed only after verifying their original Online Application Acceptance Card, photo, citizenship/birth registration certificate, minimum educational qualification certificate, result sheet, self-declaration, and other documents.

d. If seats remain vacant during admission, admission must be made after completing the guideline process.

e. If seats remain vacant under the full-fee quotas because there are no examinees in the passed list under the full-fee category, only examinees who meet the minimum educational qualification may be admitted according to the merit order of the passed list of the classified free scholarship/special scholarship.

f. Educational institutions may begin teaching and learning along with admission.

g. The deadline for examinee admission and registration shall remain only until the end of Ashad 2083. Educational institutions must mandatorily deposit the registration fee in a lump sum into the Council’s account online or into the concerned Provincial Office’s account by 2083/04/03, and must mandatorily submit the registration file by 2083/04/07.

h. After the trainee’s registration has been confirmed, the program cannot be changed.

i. Applicants who have filled in the online form for diploma and certificate-level programs may be admitted and study in another program or educational institution if the quota is vacant.

j. Applicants who meet the entrance eligibility requirements must fill in the online application form to participate in the entrance process for any one educational institution and program of any faculty they wish to study. If seats remain vacant after applicants from the passed list of another educational institution or program are admitted according to merit order, or if there are no candidates in the passed list, they may be admitted.

k. In the case of programs of faculties other than health faculty programs, the educational institution must fill in and have trainees’ online application forms filled in within the approved quota and complete registration entry along with admission by the end of Ashad.

  1. Admission-related provisions not included in this notice shall be as per the Council’s Act, Rules, Examination Regulations, 2083, and guidelines/notices issued by the Council’s Office of the Controller of Examinations. Examinees filling in online application forms, guardians, and educational institutions operating programs are requested to mandatorily download and study the Examination Regulations, 2083/guidelines from www.ctevtexam.org.np.

  2. Concerned students, guardians, and stakeholders are sincerely requested to remain fully alert if anyone attempts to create false assurances or confusion by saying they will arrange admission, or attempts to exert undue influence.

  3. For further information, applicants are also requested to contact the concerned educational institution where they wish to study or the Council Provincial Office.
