CTEVT Pre-Diploma Full-Fee Admission Notice 2083/084

Very urgent notice regarding full-fee admission to various pre-diploma level programs for the academic session 2083/084, issued by the Council for Technical Education and Vocational Training (CTEVT), Office of the Controller of Examinations, Sanothimi, Bhaktapur.

For the academic session 2083/084, this notice is published for the information of all concerned, requesting eligible applicants to duly fill in or have filled in the online application form through the ITMS online system of the Office of the Controller of Examinations by the end of Ashad 2083 for starting the entrance process and admission in the following educational institutions and programs under the pre-diploma level academic programs conducted by CTEVT.

For admission to the programs and quotas of this level, the online application form may be filled in and admission may be taken on the same day. Detailed information regarding this matter has also been placed on www.ctevtexam.org.np under the CTEVT Examination Regulations, 2083/Guidelines. All concerned are requested to study it.

Minimum Educational Qualification

To study in pre-diploma level programs, the applicant must have passed the SEE or an equivalent examination, or must have appeared in the examination of all subjects. Students who have received Non-Graded (NG) in the SEE result may also participate in this level of program.

2. Full-Fee Open Quota

(a) Vacant seats other than scholarship seats shall fall under this quota. Anyone who has the required educational qualification may fill in the application form under this quota.

(b) CTEVT constituent schools and schools operated in partnership shall not be allowed to change the quota headings differently from the previous academic session after the publication of this notice.

(c) For the academic session 2083/084, an online application form must be filled in for only one program at one educational institution under the full-fee category of the pre-diploma level. If admission is not taken in the educational institution for which the application form was filled, admission may be taken in the vacant quota of another program or educational institution on the basis of the same application form.

3. Full-Fee Targeted Group Quota

From among targeted groups with entrance eligibility, including persons with disabilities, backward remote areas, Dalit, women, indigenous nationalities, Muslim, Madheshi, families or children of those affected by the Gen Z Movement/People’s Movement/People’s War/Madhesh Movement/conflict victims/displaced/missing persons/martyrs’ families/injured persons or their children, full-fee targeted group quotas have been determined in each academic program as follows:

For an academic program with 20 approved quotas: 2 persons

For an academic program with 30 approved quotas: 3 persons

For an academic program with 40 approved quotas: 4 persons

4. CTEVT Employee or Family Reservation Quota

In each program of CTEVT constituent and partnership schools, one seat shall be determined under this quota for CTEVT employees and their dependent family members.

5. Merit Scholarship

One trainee securing the highest marks from among the trainees admitted to each program of the school shall be provided a merit scholarship.

6. Classified (Free) Scholarship

For the classified (free) scholarship quota, schools that have received affiliation approval must allocate 10% seats, including merit scholarship seats, in the programs they operate. For this, examinees who studied in government or community schools and CTEVT constituent schools must fill in a separate online application form. A separate notice will be published regarding this, and trainee selection and admission recommendation will be carried out by the concerned CTEVT provincial office.

7. Special Scholarship

For the Special Scholarship Program in technical education for students from poor, Dalit, Muslim, and marginalized communities, and for students permanently residing in local levels where access to technical education has not reached, 10% quota has been reserved only in CTEVT constituent schools. A separate notice will be published regarding this, and trainee selection and admission recommendation will be carried out by the Office of the Controller of Examinations. The notice for the special scholarship will be published after Jestha 15, 2083, following the publication of the Government of Nepal’s budget.

8. Documents to Be Attached While Applying Online

The online application form may be filled in by the applicant themselves or by the concerned educational institution. While filling in the online application form, the candidate must scan and upload the following documents from the originals under the full-fee open and targeted quotas. If the prescribed documents are not uploaded online, the application form will be automatically cancelled.

When uploading documents, they must be scanned from the original documents. The original copies of the scanned documents submitted must be mandatorily presented at the school at the time of admission.

(a) A recent passport-size photo, 35mm x 45mm, showing the face clearly.

(b) A scanned copy from the original mark sheet/certificate of educational qualification showing participation in SLC, SEE, or an equivalent examination.

(c) A scanned copy from the original birth registration certificate/Nepali citizenship certificate.

(d) In the case of those who have appeared in or passed SLC or an equivalent examination from a country other than Nepal, a scanned copy from the original certificate of equivalence determined by the body prescribed by the Government of Nepal.

(e) In the case of foreign citizens, a scanned copy from the original document proving citizenship of the concerned country or the document issued by the embassy of the concerned country in Nepal.

(f) In the case of refugee students residing in Nepal, a scanned copy from the original refugee card provided by the Government of Nepal or the prescribed bodies.

(g) A scanned copy from the original documents proving the targeted group to which the applicant belongs must also be attached.

9. Provisions Regarding Admission

The school must fill in the ITMS online form and admit applicants who have appeared in the examination of all subjects of SEE/SLC for the academic session 2083/084.

(a) The school must conduct the admission process for applicants and carry out tasks including trainee registration entry as per the system prescribed by the Office of the Controller of Examinations within the specified time in accordance with the notice and guidelines of the Office of the Controller of Examinations. The school must also safely keep all records and documents related to the admission process.

(b) The principal of the school shall be responsible for admitting applicants only after verifying the photo and documents submitted in the online system with the originals at the time of admission.

(c) If any information, claim, objection, complaint, or written inquiry or investigation request regarding trainee admission is received from stakeholders or from judicial or quasi-judicial bodies of the Government of Nepal, a response must be sent to the concerned body.

(d) If it is proven that a school admitted trainees in bad faith during the admission process, the scholarship quota shall be increased in the next academic session by the same number of trainees admitted in bad faith. The matter shall also be written to the concerned body for action against the concerned school. In the case of CTEVT constituent schools, the matter shall be written to the CTEVT central office for departmental action against the head of the school.

10. Verification of Online Application Forms

(a) For full-fee programs, the concerned school shall be responsible for verifying and approving the online application forms by checking the minimum educational qualification and other documents of online applicants through the web-based Online Integrated Training Management System (ITMS) provided by the Office of the Controller of Examinations. From the date online form submission begins, the concerned school must mandatorily verify and approve applicants’ forms on an ongoing basis. If any problem arises during verification, the IT branch of the concerned CTEVT provincial office must be informed immediately and the problem must be resolved.

(b) While verifying the applicants entered online from the school, the required qualifications and documents must be checked and the applications must be accepted or rejected. If any problem arises during verification, the IT branch of the concerned CTEVT provincial office must be informed immediately and the problem must be resolved. After verification and acceptance, an Application Acceptance Card Number will be maintained, and admission must be made only from applicants whose number has been maintained.

(c) If schools are found to have admitted trainees irregularly, action shall be taken in accordance with the CTEVT Act, rules, regulations, guidelines, and prevailing law.

11.1. Admission Within Approved Quota

The concerned schools must admit students only in the seats other than the quota specified for scholarship from among the quotas prescribed for the mentioned academic program. If students are found to have been admitted in excess of the mentioned quota, CTEVT registration will not be maintained. The concerned schools, students, and parents are hereby informed through this notice.

12. Provisions Regarding Filling In and Submitting Online Application Forms

12.1. Application Form Fee

Application Form Fee: Rs. 500 only.

No school shall be allowed to charge more than the prescribed fee. If it is proven that more than the prescribed fee has been charged, the concerned applicant must be paid compensation at the rate of Rs. 10,000 per examinee. If the compensation amount is not paid, action shall be taken in accordance with prevailing law.

12.2. Online Form Opening Date

Date: Tuesday, Baisakh 29, 2083.

12.3. Online Form Closing Date

Date and Time: Until 11:59 p.m. on the last day of Ashad 2083.

12.4. Online Form Submission

The online application form must be filled in and submitted through ITMS Online made available at www.ctevtexam.org.np.

12.5. Help Desk

The school must mandatorily operate a help desk regarding filling in or having the online application form filled in and admission, and must facilitate applicant students.

12.6. Same-Day Verification by Schools

The concerned school must make arrangements to verify the online application forms filled in by applicants themselves on the same day. The school must verify the online application form and accept or reject it. Applicants whose forms are accepted must be processed for admission. However, if any documents are insufficient, time must be given to attach them and admission must be carried out.

Applicants rejected after verification by the school must be immediately informed along with the reason for rejection. If any dispute arises due to rejection of an applicant’s form without reason, the concerned school shall be responsible.

12.7. Payment of Online Application Fee

The fee for the online application must be paid at the time of filling in the form using Connect IPS or Khalti Digital Wallet.

(a) For the pre-diploma level, the publication fee must be paid at the rate of Rs. 5,000 per program. If more than one program of the same level is operated in the same school, an additional amount at the rate of Rs. 3,000 per additional program must be paid in a lump sum. No other expenditure amount shall be reimbursed by the Office of the Controller of Examinations or the concerned CTEVT provincial office for publication of merit order and admission recommendation.

(b) Schools that have received affiliation/approval from CTEVT to operate programs at the private level must pay the registration fee at the rate of Rs. 500 per student and institutional development fee at the rate of Rs. 500 per student in a lump sum. In the case of students studying in academic programs operated under CTEVT constituent, partnership, and government/community schools, the registration fee must be paid in a lump sum at the rate of Rs. 500 per student.

13. Bank Account Details for Publication Fee

The school must deposit the fee for publication of the notice into the bank accounts of the CTEVT provincial offices and upload the voucher to ITMS Online. The said amount may also be paid through the online payment gateway available in ITMS. The bank account details of the CTEVT provincial offices are as follows:

The CTEVT provincial offices must distribute the certified copy of the merit order list and admission recommendation to the school only after confirming that the amount for the publication fee has been deposited.

14. Fee Payment for Students Admitted in 2083/084

All concerned schools are hereby informed through this notice to conduct transactions in installments as per the fees determined by the CTEVT office for students admitted in the academic session 2083/084. No additional fee of any kind may be charged beyond the fee determined by CTEVT. If any such fee is charged, the concerned schools shall be subject to action in accordance with the CTEVT Act, rules, and regulations. All concerned stakeholders are also informed of this through this notice.

As per the decision of the 173rd meeting of the Council for Technical Education and Vocational Training, schools operated in partnership by academies, trusts, cooperatives, local bodies, and government bodies must set fees not exceeding 70% of the fee determined for privately operated institutional technical schools.

15. Financial Transactions with Students

While conducting any financial transaction with students, the educational institution must mandatorily conduct it through a bank. If CTEVT deems it necessary, it may request bank transactions. It shall be the responsibility of the educational institution to submit the documents of the requested banking transactions.

16. Username and Password for Newly Affiliated/Approved Schools

Schools that have received affiliation/approval from CTEVT for the first time to operate programs in the academic session 2083/084 may obtain a username and password for verifying, accepting, and rejecting online application forms in ITMS by sending an official letter of the office to info@ctevtexam.org.np.

The letter must mandatorily mention the principal’s name, mobile number, and email, and must be sent as soon as possible. If the school does not obtain its username and password within that time and the online application forms of applicants are not verified in ITMS Online, the school itself shall be responsible.

17. Provisions Regarding Admission and Registration

(a) At the time of admitting applicants, the school must admit them only after obtaining a self-declaration that they will attend theoretical and practical classes as prescribed by the curriculum.

(b) At the time of admission itself, the registration form must also be filled in and online entry must be made in ITMS. While carrying out the registration process, the procedure under Section 3 of the “Operational Guidelines on Entrance Process, Admission and Registration for the Academic Session 2083/084” must be completed.

(c) At the time of admission, the admission and registration process must be carried out only after verifying the applicant’s original Online Application Acceptance Card, citizenship/birth registration certificate, minimum educational qualification certificate, result sheet, self-declaration, and other documents, as well as the applicant’s photo.

(d) The school must complete the process of filling in or having the online application form filled in, trainee admission, and online entry of registration in the approved program by the end of Ashad.

(e) Schools may begin teaching-learning along with admission.

(f) The period for examinee admission and registration shall remain valid only until the end of Ashad 2083. Schools must mandatorily deposit the registration fee in a lump sum online into the CTEVT account or into the account of the concerned provincial office by Shrawan 3, 2083, and must mandatorily submit the registration file by 2083/04/07.

(g) Applicants who have filled in the online form for diploma and certificate level programs may be admitted and study in a pre-diploma level program if seats are vacant.

(h) After the trainee’s registration has been maintained, the program may not be changed.

Admission-related provisions not included in this notice shall be as per the CTEVT Act, rules, Examination Regulations, 2083, and guidelines/notices issued by the CTEVT Office of the Controller of Examinations. Examinees filling in the online application form, parents, and schools operating programs are requested to mandatorily download and study the Examination Regulations, 2083/Guidelines from www.ctevtexam.org.np.

  2. Students, parents, and stakeholders are sincerely requested to remain fully alert if anyone attempts to create false assurances or confusion by saying that they will secure admission and tries to exert undue influence.
