Nepal Government Civil Service Salary Scale 2082/83
As the backbone of Nepal’s public administration, the Civil Service is not only the mechanism that runs the state’s day-to-day operations, but also a bridge between citizens and the government. Career development and the economic security of employees are central to good governance.
Prepared on the basis of the FY 2082/83 budget statement and the Ministry of Finance’s latest official decisions, this article is designed to serve as a complete reference guide, especially for youths who want to enter the civil service, serving public officials, policymakers, and academic institutions. It contains no speculative figures and includes analysis of fully official sources along with experience-based knowledge.

FY 2082/83 Update: What Changed?
The FY 2082/83 (AD 2025/26) budget has introduced some important shifts in employees’ financial management.
Significant increase in dearness allowance
The dearness allowance, which had remained unchanged for the past few years, has been set at NPR 5,000 per month through this year’s budget. This increase applies equally across all categories and levels, providing some relief to lower-level employees against market inflation.
Basic pay scale
The existing basic pay scale implemented from Shrawan 2079 BS has been continued this year as well. Since the government has adopted a policy of gradually implementing the recommendations of the salary review commission, there has been no major change in the main scale.
Incentives and additional facilities
In some specialized technical sectors and foreign-aid projects, arrangements for performance-based allowances have been made more systematic.
How to Understand the Civil Service Salary Structure
To understand civil service salary, it is necessary to understand its technical structure. Most new learners look only at the “starting salary,” but real income includes the following components:
-
Basic pay - The starting salary of the post.
-
Grade - After completing one year of service, an employee receives an additional amount equal to the post’s grade rate. This can be up to 8 grades (varies by post).
-
Dearness allowance (DA) - A mandatory NPR 5,000 per month for all.
-
Local/geographic allowance - Additional amounts provided based on the posting location.
-
Gross salary - Basic pay + (grade count × grade rate) + allowances.
-
Net take-home pay - The amount received after deducting EPF, pension fund, insurance, and tax from gross income.

Allowances and Facilities
Allowances are a very important part of Nepal’s civil service. They address posting conditions and work-related responsibilities.
A) Dearness allowance
For FY 2082/83, this is maintained at NPR 5,000 per month. It is deposited into the bank account every month along with salary.
B) Geographic/remote allowance
This is classified from “Ka” to “Nga.”
“Ka” category (extremely remote)
For postings such as Humla or Dolpa, up to NPR 10,000 per month.
“Nga” category (accessible)
In accessible areas, this allowance is generally not provided.
C) Uniform allowance
Civil service employees receive a lump sum uniform allowance of NPR 10,000 once a year. This is generally paid with the salary of Shrawan or Bhadra.
D) Meeting and additional work allowance
When working in various committees or task forces, allowances are paid at a prescribed rate per meeting. However, in recent years, the government has adopted a policy to reduce unnecessary meeting allowances.
E) Dashain expense
Civil servants receive an amount equal to one month’s starting basic salary once a year as Dashain expense.
6. Mandatory Deductions and Taxes
How much money is received in hand depends on deductions.
-
Employees Provident Fund (EPF) - 10% of basic salary is deducted from the employee, and the government adds another 10%.
-
Pension fund - For employees appointed after Shrawan 1, 2076, 6% of basic salary is deducted.
-
Term life insurance - Around NPR 400 to NPR 800 per month depending on post.
-
Citizen Investment Trust (CIT) - This is an optional deduction. Many employees deposit funds here to reduce income tax.
-
Income tax (TDS) - Based on annual income, 1% (social security tax) and then income tax is deducted as per slab rates.
Net Pay Calculation Method
For ease of readers, the following formula can be used:
Gross income
Starting basic + (grade count × grade rate) + dearness allowance + other allowances
Total deductions
EPF 10% + pension 6% + insurance + income tax + CIT
Net pay
Gross income − total deductions
Example: Newly appointed Section Officer (no grade)
-
Starting basic salary: NPR 43,689
-
Dearness allowance: NPR 5,000
-
Gross income: NPR 48,689
-
EPF + pension deduction (16%): about NPR 7,000
-
Insurance + income tax: about NPR 1,000
-
Estimated net (take-home): NPR 40,689
Explanation of Province and Local Level Salary Structure
After Nepal adopted a federal structure, there is often confusion regarding salaries of province and local level employees.
Harmonization
The salary scale set by the federal government is the basic standard for province and local levels.
Additional facilities
Some local levels or provinces provide “incentive allowance” from internal resources, but this is not mandatory and varies by local unit.
Level-based increment
There is a special legal provision in local levels for “level increment” after 6 months or 1 year of service, which can make their salary slightly higher than federal employees.
Impact of Career Progression and Promotion on Salary
In the civil service, salary increases not only with time, but also with promotion.
Promotion
When a Kharidar is promoted to Nayab Subba, the employee receives the starting basic salary of the new post. If the final salary (including grades) in the previous post is higher than the starting salary of the new post, the employee is “fixed” at a higher grade step.
Time-bound promotion
In some technical and local services, there is a provision for automatic level increment after completing a fixed period, providing financial security.
Frequently Asked Questions (FAQs)
Has civil service salary increased in FY 2082/83?
No increase has been made in basic pay. However, the dearness allowance has been raised to NPR 5,000, and annual grades have been added, which increases total salary.
What is grade rate?
It is the fixed amount added after completing one year of service. It differs by post (see the tables).
When can EPF money be withdrawn?
It can be withdrawn in a lump sum after resignation or retirement. While in service, up to 80% can be taken as a loan.
Are Section Officer and Police Inspector salaries equal?
Yes. The basic salary for all Gazetted Third Class posts is NPR 43,689. However, due to ration allowance received by police, their take-home pay can be slightly higher.
Do local-level employees receive pension like federal civil servants?
Yes. Under the contributory pension system, permanent employees at all levels are included.

Conclusion
A civil service job in Nepal is not only about financial benefit, but also an opportunity to represent the “presence of the state.” The FY 2082/83 salary and allowance structure attempts to reduce inflation pressure to some extent. However, employees must maintain competence and integrity and remain dedicated to citizen service.
If you are preparing for the Public Service Commission, this salary structure will help you plan your future. Along with financial security, government service offers social standing and strong career development opportunities.
