Labour, Employment and Social Security Budget 2082/83 in Nepal

Skill Development for Youth Based on Labour Market Demand

To address unemployment sustainably, youth skills and competencies will be developed in line with labour market needs. Rs. 1.99 billion has been allocated for implementing the National Employment Promotion Program.

Employment Portal and Job Fairs Across Provinces

An employment portal will be launched to connect skilled job seekers with labour market opportunities through an updated database. Job fairs will be organized across all provinces in collaboration with umbrella organizations of the private sector.

Enhancing Safe and Productive Foreign Employment

Foreign employment will be made safer, dignified, and more rewarding by diversifying labour destinations. Bilateral labour agreements will be signed with more countries through labour diplomacy. Additional agreements will be reached with destination countries to ensure workplace safety and benefits for women going abroad for employment.

Simplified Labour Approval and Returnee Reintegration

Labour approvals will be made simpler. Online labour-related services will be delivered from all provinces. A "Workers to Entrepreneurs" program will be implemented to promote self-employment and increase production by utilizing the skills, capital, and technology of returnee migrant workers. Concessional loan provisions have been arranged for this purpose.

On-the-Job and Apprenticeship Training for Industry Needs

Based on domestic industry demands, curricula will be revised, and “on-the-job” and “apprenticeship” programs will be launched. Technical and vocational training will be conducted in coordination with universities, technical institutes, and training centers to supply skilled manpower to industries.

Short-Term Vocational and Skill Training Programs

Vocational and skill development training programs lasting less than six months will be operated by the National Vocational Training Institute and at the provincial level. Unified standards for curriculum and practical instruction will be implemented to ensure training quality.

Promoting Decent Work and Labour Rights

Labour practices will be improved, industrial relations strengthened, and productivity enhanced while protecting workers' rights and interests.

Universal Social Security Coverage

All Nepali citizens will be gradually included in a life-cycle-based social security system. Those with regular income will be brought under contribution-based social security schemes.

Integration of Social Security Programs

Scattered social security programs will be integrated into a coordinated, sustainable, and organized system. National ID cards will gradually be made mandatory to implement social security programs. Senior citizens, persons with disabilities, and the helpless will be issued national ID cards through mobile service teams.

No Duplication of Social Security Benefits

Provinces and local levels may contribute additional funds to federal social security programs, but overlapping benefits through similar programs will not be allowed. An integrated reporting system for social security benefits will be developed. Rs. 109 billion has been allocated for all types of social security allowances.

Total Budget Allocation for the Ministry

Rs. 4.28 billion has been allocated for the Ministry of Labour, Employment and Social Security.
