Legal Reforms for Landless and Informal Settlers
Land-related laws will be amended to permanently resolve the issues of landless Dalits, squatter families, and unplanned settlers. Within the upcoming fiscal year, ownership certificates will be distributed to 500,000 families after record collection and verification. There will be no shortage of resources, tools, or personnel for this task.
Updating Land Records and Utilizing Arable Land
Records of government and public land will be updated and protected. A policy will be enforced to prohibit keeping cultivable land fallow. Legal and institutional arrangements will be introduced for land banks to ensure productive land use. At least 100 local levels will establish land banks in the next fiscal year. Landowners who wish to lease their land can enter into lease agreements with local governments. Land registered in the land bank can be leased by local levels for commercial agriculture.
Land Use Planning and Advanced Survey Technology
Land use zones will be classified through local governments, and land use plans will be developed. LIDAR-based survey mapping will be expanded. Data from LIDAR surveys will be used in infrastructure project feasibility and design. A national network of satellite-based control points will be strengthened to organize cadastral mapping.
Digitization of Land Records and GIS Upgrades
Land reform, land revenue, and survey office records will be digitized. The land information system will be upgraded and expanded to all offices. Processes related to freezing and unfreezing of land via banks, financial institutions, and cooperatives will be conducted through an online system.
Reform and Regulation of Cooperatives
Cooperative institutions will undergo classification, consolidation, and structural reform. The National Cooperative Regulatory Authority will oversee effective regulation of savings and credit cooperatives.
Protection of Deposits in Cooperatives
Deposits up to Rs. 500,000 in cooperatives will be protected through the Deposit and Credit Guarantee Fund. A revolving fund will be created using seed capital to refund savers from proceeds of seized assets of individuals who misused cooperative funds. A Cooperative Loan Recovery Tribunal will be established. The assets and passports of problematic cooperative executives and defaulters will be frozen.
National ID for State Benefit Access
Families must self-declare their details for the State Benefits Identity Card, which will be updated every five years and integrated with the National ID system. Legal action will be taken against those who provide false information to access state benefits. Conditional grants have been allocated to complete data collection and ID distribution within the next fiscal year.
Targeted Programs to End Absolute Poverty
Targeted programs to eliminate absolute poverty will be implemented through coordinated efforts between federal, provincial, and local governments.
Total Allocation for the Ministry
Rs. 7.49 billion has been allocated for the Ministry of Land Management, Cooperatives, and Poverty Alleviation.
