With reference to the advertisements for various academic and administrative positions published by the Office of the Rajarshi Janak University Service Commission on 2082/10/02, the University Administration has taken serious note of the confusion and opposition that have arisen. This press release has been issued to clearly present the University’s official position on the matter.
Academic quality and scholarly advancement
A university is a center of learning and scholarship. To make its dignity and standards competitive in line with international benchmarks, competent, qualified, and energetic human resources are essential.
We believe that the process of filling positions through open competition—via the Rajarshi Janak University Service Commission, formed after a long time, in coordination with the Federal Public Service Commission—will bring new momentum and quality to the University. The existence and prestige of a university depend on its academic quality.
Open competition does not merely “recruit” personnel; it selects the best among the best teachers and staff and will establish the University’s reputation at both national and international levels.
Inclusive and open opportunity
This advertisement, issued in accordance with prevailing laws and procedures, has opened the door for qualified candidates from across the country—especially educated youth with strong potential—to demonstrate their capabilities and enter University service.
In a democratic system, open competition is the most effective and just method for selecting capable individuals. The University’s primary stakeholders are students. Receiving education from qualified and competent professors is the natural right of students.
If open and competent candidates are deprived in the name of internal competition, it directly affects students’ learning and future. Therefore, the University Administration remains fully conscious and responsible toward students’ futures.
Compliance with law and procedures
We respect the sentiments and contributions of contract and temporary teachers and employees currently working at the University. However, the process of filling permanent positions must, as a legal obligation and a matter of academic ethics, be carried out through “open competition” based on prevailing rules, regulations, and various precedents of the Supreme Court.
Disrupting work in the name of protest and playing with the University’s future is not in anyone’s interest.
Financial and administrative obligations and position assurance
The positions required for the administrative and academic operation of the University, and the budget allocated for them, are based on the direct consent and approval of the Ministry of Finance.
There is a situation where, unless the approved positions received by the University in 2076 BS are filled, no additional positions will be granted by the Ministry of Finance, and as a result, additional budget may also be halted.
Since the University has been receiving budget allocation only according to the approved positions to date, it is mandatory to utilize these positions through this advertisement and recruitment process to protect the institution from financial crisis and to open the pathway for additional positions in the future.
We believe this will make it easier to systematically operate and manage academic programs in the coming days, and opportunities will gradually be provided to all currently working teachers and employees as well.
Appeal
Due to the long-standing temporary and contract mechanism, instability has continued in the academic calendar and administrative work. Ending this instability and providing institutional stability to the University through permanent recruitment is an essential need of the present time.
This will also ensure career development opportunities for teachers and employees.
We sincerely appeal to all students, parents, civil society, and currently working teachers and staff to support this major campaign to develop the University into an excellent academic center.
We also request those opposing the advertisement to seek solutions through dialogue and discussion—without obstructing the academic calendar, teaching-learning activities, result publication, and administrative functions—and to participate in healthy competition.
Finally, since the arrival of skilled human resources will brighten the future of Rajarshi Janak University, we expect support and cooperation from all in this positive step.
