Inter-Local Level and Inter-District Transfers Barred for Posts Requisitioned to Teachers Service Commission
The Centre for Education and Human Resource Development has written to all local levels and Education Development and Coordination Units, instructing them not to fill posts requisitioned to the Teachers Service Commission for permanent recruitment through inter-district and inter-local level transfers.
As per the transfer-related circular issued on 2083 Asar 1 Monday by the Centre’s Teacher Management Coordination Branch, such transfers will no longer be allowed for those posts.
According to Centre spokesperson Mahendra Parajuli, transfers may be made only after managing teachers in municipalities and rural municipalities where net pool posts have been maintained.
“Up to the tenth lot, there was a situation in which 3,274 posts had to be deducted in 106 local levels of 28 districts,” he clarified, adding, “We have instructed that if any local level has net pool posts, transfers should be made only after adjusting the posts.”
The circular states that, in the case of local levels with net pool posts, meaning those subject to post reduction, teachers should not be transferred to such net pool teacher posts.
Similarly, the circular also mentions that transfer consent should not be given to potential candidates who have submitted applications for promotion based on 75 percent performance evaluation until the promotion results are published.
Sabita Dangal, Chief of the Education Development and Coordination Unit, Sindhupalchok, said that inter-municipality transfers have been restricted so that problems do not arise later in the placement of new, fresh human resources coming from the Commission.
Stating that vacant posts are collected from local levels, she said, “Vacant posts from Baisakh 2082 to the end of Chaitra are sent to the Teachers Service Commission. Vacant posts have been sent every year in Shrawan. We will also send the details of vacant posts from Baisakh 2083 to the end of Chaitra to the Centre around the coming Shrawan.”
Meanwhile, Tula Bahadur Thapa, General Secretary of the Nepal Teachers’ Federation, said that this circular would personally deprive teachers of transfer opportunities. He said information on how many teachers will retire in which district within a year should be provided in Baisakh itself, and such a notice should not be issued in the middle of the academic session.
However, he also said the government may have taken this step as per the procedure because when the demand for permanent teacher recruitment is made for a particular place, it is not clear where the vacancy will remain if teachers come from elsewhere.
Provision in the Teacher Post Adjustment and Management Procedure, 2076
The already issued “Teacher Post Adjustment and Management Procedure, 2076” includes provisions related to net pool posts.
As per the procedure, in the local level’s pool posts, if there is a shortage of teachers in schools where higher levels are taught, the pool posts counted at the higher level are deducted, and the remaining saved posts are considered net pool posts. Such posts remain in the district’s pool posts.
The Unit confirms the details of posts and net pool posts of local levels within its district based on the list published by the Centre.
As per the procedure, the local level must adjust the posts confirmed for its level from one school to another school within its area. While making such adjustments, teachers with disabilities and women teachers must be placed, as far as possible, in convenient locations.
Similarly, the net pool posts confirmed to remain in the district pool will be transferred by the Unit from one local level to another within the district in coordination with the local levels.
The procedure mentions that such redistribution must be carried out proportionately on a priority basis for local levels where the need is extremely high.
If remaining posts are to be distributed from one district to another within the same province, the provincial ministry will do so in coordination with the Unit of the concerned district. In cases where inter-provincial distribution of posts is required, the Centre will carry it out on the basis of need.
