Women, Children, and Senior Citizens Budget 2082/83 in Nepal

Women’s Role and Leadership Strengthening

Women’s roles across all aspects of national life will be made more effective. Emphasis will be placed on ending gender discrimination, enhancing leadership capacity, and empowering women. Policy and structural reforms will be undertaken to ensure 33% women’s participation in executive positions in the public sector.

Ending Discrimination and Promoting Equality

Programs will be implemented to eliminate all forms of discrimination and oppression against women and ensure equal economic, social, and cultural rights. Efforts will focus on improving women's educational and economic status to build confidence and dignity.

Nutrition Programs and Emergency Rescue for Women

Nutrition programs targeting pregnant and postpartum women, as well as children, will be implemented. The National Women’s Upliftment Program will continue to fund emergency air rescue for pregnant and postpartum women in remote areas.

Promoting Women’s Entrepreneurship

Employment and self-employment opportunities for women will be increased through the promotion of entrepreneurship. Women will be exempt from fees for registering or renewing businesses or companies under their names. Programs will be implemented to link housewives’ labor and skills with small and home-based enterprises through capacity-building.

Comprehensive Development of Children

Children’s constitutional rights will be ensured through access to education, health, nutrition, recreation, and social protection. Child parks will be built in partnership with local levels.

National Campaign for Street Child-Free Society

The national campaign to eliminate street children will continue. Provisions will be made for the protection, family reunification, social reintegration, and alternative care of abandoned and orphaned children. Juvenile reform centers will be expanded. Psychosocial and career counseling will be provided for children engaged in harmful behavior. The child helpline service will be integrated with the citizen app.

Knowledge Transfer and Welfare for Senior Citizens

The knowledge, skills, and experience of senior citizens will be transferred to younger generations. Social security and healthcare arrangements for senior citizens will be ensured. Philanthropic organizations working to remove the homeless elderly from the streets will be supported.

Identification and Support for Persons with Disabilities

Standards for identifying and classifying persons with disabilities will be updated, and the ID card distribution system will be organized. Public services will be made disability-friendly. Community-based rehabilitation services will be expanded for unsupported, severely disabled individuals.

Zero Tolerance on Human Trafficking and Gender Violence

Programs for information collection, monitoring, and awareness will be implemented to control the risks of human trafficking and transportation. A zero-tolerance policy will be adopted against all forms of violence and oppression against women, including acid attacks.

Service and Rehabilitation Centers for Victims

Construction of service centers for women, children, and senior citizens will be completed. Rehabilitation centers for women victims of violence will be established in Madhesh, Sudurpaschim, and Kathmandu Valley. Rs. 620 million has been allocated for this.

National Campaign Against Caste Discrimination

A national campaign will be conducted to eliminate untouchability and discrimination, building an equal, civil, and cultured society. Special programs for social interaction and cohesion will be launched. The National Day for the Elimination of Caste-Based Discrimination and Untouchability will be observed annually on Jestha 21.

Ending Harmful Practices Against Women and Children

Programs will be launched to raise family and social awareness to eliminate child labor, gender violence, sexual abuse, witchcraft accusations, Chhaupadi, menstrual discrimination, and child marriage. Legal action will be taken against perpetrators of such crimes.

Restructuring of Welfare Councils

The Social Welfare Council and the National Child Rights Council will be restructured. Non-governmental organizations will be mobilized according to national priorities and local needs. A robust system will be established for documentation, monitoring, and evaluation of programs run by national and international NGOs.

Empowerment of Gender and Sexual Minorities

Programs for empowerment, awareness, and social inclusion will be implemented to ensure a dignified life for gender and sexual minorities.

Total Allocation for the Ministry

Rs. 2.08 billion has been allocated for the Ministry of Women, Children, and Senior Citizens.
