Province Public Service Commission (PPSC Koshi), Koshi Province, Biratnagar, Nepal, (Information, Communication Technology and Publication Section), Open and Inclusive Competitive Written Examination for Various Officer-Level Posts under the Local Government Service.

Payment and Submission Method:
The application fee must be submitted electronically through the Commission’s online application system. Candidates may either pay directly online or by printing the bank voucher that includes their Master ID and Transaction Reference Number and submitting the payment in cash at the designated bank.
Final date to complete payment:
All application or double fees must be fully paid by 2082/07/24.

Applications for all open and inclusive posts must be submitted only through the online system.

Age Limit
-
By 2082/07/17, the candidate must have completed 21 years of age and not exceeded 35 years.
-
For women and persons with disabilities, the upper age limit is 40 years.
-
For health service posts, candidates must be between 21 and 45 years of age.
-
The age limit does not apply to permanent employees of the Federal Civil Service, Provincial Civil Service, or Local Government Service.
Required Documents
Candidates must upload the following in the specified sections of the online application system:

Certificates as per the advertisement and eligibility requirements.

Certificates related to inclusive group categories.
-
Citizenship certificate (both sides) scanned and uploaded in JPG format.

All other supporting certificates in PDF format.
Candidates themselves are fully responsible for the accuracy of the information submitted in their applications.
Interview and Further Notices:
Dates and venues for interviews and post-examination processes will be published together with the written examination results.

Minimum Educational Qualifications
For Internal, Open, and Inclusive Competitive Examinations
1. Medical Officer – Level 8 (Health Service, General Health Services Group):
Must have completed MBBS or an equivalent degree from a recognized educational institution and must be registered and renewed with the concerned professional council.
2. Engineer – Level 7 (Engineering Service, Civil Group):
Must have completed a Bachelor’s degree in Civil Engineering or an equivalent qualification from a recognized educational institution.
3. Environmental Engineer – Level 7 (Forest and Environment Service):
Must have completed at least a four-year Bachelor’s degree or equivalent qualification in Environmental Engineering from a recognized educational institution.
4. Education Officer – Level 7 (Education Service, Education Administration Group):
Must have completed a Bachelor’s degree or equivalent qualification in Education from a recognized educational institution.
5. Public Health Officer – Level 7 (Health Service, Health Inspection Group):
Must have completed a Bachelor’s degree in Public Health from a recognized educational institution and must be registered and renewed with the concerned professional council.
6. Section Officer – Level 7 (Administration Service, General Administration Group):
Must have completed a Bachelor’s degree or equivalent qualification from a recognized educational institution.
7. Accounts Officer – Level 7 (Administration Service, Accounts Group):
Must have completed a Bachelor’s degree in Management, Commerce, or Business Administration, or a Bachelor’s degree with Economics, Mathematics, or Statistics as a major subject from a recognized educational institution.
8. Internal Audit Officer – Level 7 (Local Administration Service, Internal Audit Group):
Must have obtained a Bachelor’s degree in Management, Business Administration, or Commerce from a recognized educational institution.
9. Women Development Officer – Level 7 (Administration Service, Miscellaneous / Women Development):
Must have completed a Bachelor’s degree or equivalent qualification from a recognized educational institution.
10. Legal Officer – Level 7 (Local Law Service, Law Group):
Must have completed a Bachelor’s degree in Law from a recognized educational institution.
Eligibility Criteria for Open and Inclusive Competitions
-
Must not be disqualified under Section 16 of the Local Government Service (Formation and Operation) Act, 2080.
-
The first phase of the written examination for both open and inclusive categories will be conducted on the same date and time.
-
The results of candidates selected from both open and inclusive examinations will be published together in alphabetical order.
-
The inclusive group category of each candidate will be determined according to the Commission’s prevailing rules based on the information entered in the application form.
-
Candidates selected through written examinations (open and inclusive) for Computer Skill Test, Group Test, and Interview will be allowed to participate only once, even if shortlisted under multiple groups.
-
Marks obtained in these tests will be counted in all groups (open and inclusive) in which the candidate has passed.
-
-
Final recommendation for appointment will be based on merit order, considering the total marks obtained across all stages.
-
Appointment will follow the priority order of service/group/sub-group as selected by the candidate.
-
Special Instructions for Inclusive Category Applicants
Candidates applying under inclusive categories must upload and later produce the following supporting documents.
If the required documents are found invalid or missing at any stage, the application shall be canceled immediately, even after the written test.
a) Indigenous/Nationalities (Adivasi/Janajati):
Based on the list specified in the National Foundation for the Development of Indigenous Nationalities Act, 2058.
Candidates must provide a certificate verifying that their surname (thar) belongs to the listed group, issued by the Chief District Officer.
b) Tharu:
Based on the list issued by the Tharu Commission.
If the list or community name has not yet been published, candidates must present a certificate issued by the Chief District Officer, endorsed by the concerned local level, confirming their surname belongs to the listed Tharu group.
c) Madhesi:
Based on certification from an institution designated by the Government of Nepal or the Provincial Government through publication in the Nepal Gazette or Provincial Gazette.
If such institution is not yet designated, candidates must obtain a certificate from the Chief District Officer based on a recommendation from the local level, confirming Madhesi identity.
d) Muslim:
Based on the list published by the National Muslim Commission.
If the list or institution is not yet finalized, candidates must present a certificate issued by the Chief District Officer, endorsed by the concerned local level, verifying their surname belongs to the listed Muslim group.
e) Persons with Disabilities:
Must submit a valid Disability Identity Card issued under existing laws along with the application.
Note:
According to Section 10 of the Provincial Civil Service Act, 2079, Sub-section (4) of Section 10 of the Local Government Service (Formation and Operation) Act, 2079, and Sub-rule (4) of Rule 21 of the Provincial Civil Service Regulation, 2081, a person may receive appointment only once each in the assistant level and officer level during their entire service period.
Additional Notes and Important Instructions
a) For all posts under the Health Service, applicants must be registered with the relevant professional council and possess a valid practice license within the date of application submission.
b) For positions that require work experience, candidates must have completed the minimum required duration by the last date for submitting the single application fee.
c) The extended period (double fee deadline) will not be counted for the purpose of calculating age, educational qualification, experience, or other eligibility requirements.
d) Applications for equivalent level positions that are not permitted under Section 9 of the Local Government Service (Formation and Operation) Act, 2080 will be automatically canceled at any stage.
e) Only female candidates may apply for the posts under the Women Development category.
f) Applications submitted after the deadline, without minimum qualifications, missing required documents, or without the prescribed fee will not be accepted.
Candidates requiring an assistant writer (for disability or special reasons) must contact the Commission’s office at least 10 days before the written examination begins.
The Commission will not be responsible for providing an assistant writer if contact is not made within the specified time.
g) Candidates must have completed the required educational qualification by the final date of application submission (2082/07/17).
However, candidates from Nepali universities who have completed all required examinations by that date but have not yet received their transcript or degree certificate may still apply by paying the single fee, provided that:

The university has already published the examination results by the deadline, and
-
The candidate submits a letter from the concerned university certifying that they have passed all required examinations, along with mark sheets of all semesters.
Such candidates will be considered to have met the minimum qualification requirement.
h) When submitting the online application form, candidates must clearly indicate the service, group, and category they are applying for.
i) Candidates must update their mobile number and email address accurately in the online application form.
Notifications regarding approval or rejection of applications will be sent directly via mobile or email.
If a candidate fails to receive information or misses the examination due to incorrect contact details, the candidate will be solely responsible.
j) The Commission will not be liable to make corrections in cases where candidates select incorrect advertisement numbers, subjects, or exam centers.
k) Candidates must use black ink only during the written examination.
Answer sheets written with other colors will be automatically canceled.
l) Detailed information regarding minimum qualifications, syllabus, and examination subjects for each advertised post can be obtained from the Commission’s official website: https://psc.koshi.gov.np.
Important Legal References
As per Provincial Civil Service Act, 2079 (Section 10) and Local Government Service (Formation and Operation) Act, 2079 (Section 10 Sub-section 4), and Provincial Civil Service Regulation, 2081 (Rule 21 Sub-rule 4), an individual may be appointed only once in both assistant level and officer level posts throughout their service period.
