RVWRMP Phase III invites applications from qualified professional Nepalese citizens for the post of Technical Specialist (PSU Dadeldhura Based) in the Technical Assistance team.

The Job Description below which provides more information on qualifications, minimum working experience, main duties, and responsibilities: 

Duration: The initial annual performance-based contract is for one year period (with three months' probation period), renewable possibly till the end of the project period (July 2022).

qualifications

Master’s   degree in Civil Engineering (Registration in Nepal engineering Council is mandatory)

 Professional experience:

  • Minimum 10 years of work experience  in  rural  water  supply  and  sanitation,  water  resources  management, irrigation, renewable energy technologies in planning, management, and coordination;
  • Experience in capacity building and training at the local level;
  • Experience in community management of rural infrastructure facilities, including participatory working methods.

Other skills:

  • Fluency in written and spoken English and Nepali;
  • Ability to work in a team and to deal with local government staff and other development partners;
  • Strong management ability, facilitation, communication, team building, and leadership skills;
  • Good computer skills (MS Office, AutoCAD, GIS, GPS);
  • Demonstrated ability to work with communities and in multi-cultural teams as well as a willingness to work in difficult field conditions are essential;
  • Demonstrated reference for a strong sense of discipline and high moral conduct.

Duties:

- Review the RVWRMP modality of implementing water supply and other water infrastructure (irrigation, micro-hydro, multiple uses) and sanitation to fit the rural municipality structure;

- Design and organize capacity development interventions to RM level technical and Project staffs.  Follow the national policies, guidelines, and innovations in terms of water supply coverage and technologies;

- Design policies and contribution patterns for joint implementation of Project/RM of water supply and other water infrastructure;

- Develop and supervise technical aspects of the gravity water supply, rainwater harvesting, sanitation, irrigation, and renewable energy schemes 

- Coordinate and monitor technical training, including the intern program. 

- Ensure that disaster risk reduction and climate change-related risks are addressed in the scheme planning and in the Water Safety Plans.

- Analyze the lessons learned and develop further appropriate rural technologies and systems which can be planned, designed, built and maintained by UCs and RMs.

- Contribute to the development of the Water Safety Plan methodology and format. Supervise technical teams in water quality-related activities, including the development of Water Safety Plans and related training & IEC materials ensuring WSPs done in all completed schemes. 

- Contribute to further strengthening and mainstreaming of GESI principles; facilitate group formation, service delivery, and other project-related activities ensuring that women and DAGs are benefitting equally and proportionally;

- Contribute to the development of the M&E system and Post-Construction activities in the RM; Plan, manage, monitor and report the technical training related TA budget. 

Others:

- Supervise relevant technical staffs of the project;

- Participate RM and Scheme level monitoring as project representatives as per agreed plan; Any other duties towards the achievement of project objectives assigned by the supervisor.
