Phulbari Multiple Campus

Phulbari Multiple Campus (फूलबारी क्याम्पस) was established in 2010 AD (2066 BS) as a community-owned campus located in Dhangadhi-18, Kailali District, Nepal. It is affiliated with Tribhuvan University and the University Grants Commission of Nepal. It offers bachelor’s degree programs in Bachelor of Business Studies (BBS) and Bachelor of Education (B.Ed.).

Located in Ward No. 18 of Dhangadhi Sub-Metropolitan City, Phulbari, Kailali, Phulbari Campus was established in 2066 BS (2009 AD). It is a community campus affiliated with Tribhuvan University (TU).

The institution is a non-profit organization established to provide higher education in the Phulbari area. It is a community-based public campus founded through the joint efforts of intellectuals, professionals, educationists, businesspeople, political leaders, social workers, parents, and local residents.

The campus’s main objective is to produce energetic, capable, and competitive human resources who possess knowledge, civic values, responsibility, and ethics by providing access to quality education at reasonable and affordable fees.

Phulbari Campus is located in the eastern part of Dhangadhi city and offers a peaceful academic environment. It is situated 18 kilometres east of Dhangadhi and 12 kilometres west of the Kailari Rural Municipality Office.

The main service area of Phulbari Campus includes Wards No. 14, 18, and 19 of Dhangadhi Sub-Metropolitan City and Kailari Rural Municipality. Students from Doti, Bajura, Bajhang, and Darchula districts also enrol at the campus.

Phulbari Campus has been conducting the Bachelor of Education (B.Ed.) program under the Faculty of Education and the Bachelor of Business Studies (BBS) program under the Faculty of Management.

The campus provides quality education through a complete academic environment, a modern education system, and contemporary teaching and learning methods.

1. Background of the Campus

Phulbari is located approximately 18 kilometres east of Dhangadhi, the district headquarters of Kailali, in the former Far-Western Development Region. The area has a significant population of Dalit, Indigenous, and other communities.

Because of limited educational awareness and economic hardship, thousands of students who had completed the Proficiency Certificate Level or Grade 12 were deprived of access to quality higher education.

The need for a campus was recognized to provide affordable, accessible, and quality higher education at the local level; produce skilled human resources; contribute to the fulfilment of the national objectives of education; promote education as the foundation of human development and the light of equality; and put slogans such as “My Education, My Future” and “Quality Education in Our Own Community Is Our Commitment” into practice.

Phulbari Campus, Phulbari, Kailali, was established to meet this need and fulfil the long-standing aspiration of thousands of local residents and education enthusiasts to establish a campus in the Phulbari area.

The campus received permission to conduct bachelor’s-level classes under the Faculty of Education on 19 Shrawan 2066 BS and bachelor’s-level classes under the Faculty of Management on 10 Shrawan 2067 BS. It has been conducting these classes regularly.

As a non-profit community campus that reinvests its income in its own development, the campus obtained membership in the Nepal Public Campus Association on 15 Jestha 2067 BS.

To increase its sources of income, construct buildings, and upgrade the campus, it organized a week-long Dhanyanchal Gyan Mahayagya from 23 to 29 Kartik 2066 BS, with recitations by Vachan Praveen Pandit Dinbandhu Pokharel.

The campus has designated the former Village Development Committees of Phulbari, Gadariya, Hasuliya, Urma, Pabera, and Ratanpur—now Wards No. 14, 18, and 19 of Dhangadhi Sub-Metropolitan City and Kailari Rural Municipality—as its service area.

It has been conducting classes in its own well-equipped building since 7 Mangsir 2072 BS.

Phulbari Campus was established as a non-profit community campus following a long struggle and the determined efforts of local intellectuals, education enthusiasts, and community members.

Access to higher education was extremely limited in the Phulbari area of Dhangadhi Sub-Metropolitan City-18. After completing Grade 12, students from the area were required to travel to Dhangadhi or other cities for further study. This created significant economic and social challenges.

For students from economically disadvantaged families in particular, the costs of transportation, accommodation, and tuition made higher education appear to be a dream beyond their reach.

As local stakeholders sought a solution, intellectuals, parents, teachers, and social workers began holding discussions. They collectively agreed that a community campus was necessary to provide quality education at affordable fees.

As a result, Phulbari Campus was established in 2066 BS through a community initiative.

Financial resources were inadequate during the initial stages of campus construction. However, voluntary labour, awareness campaigns, financial and material contributions of different sizes, and active community participation created a strong sense that it was “our campus.” This strengthened both community ownership and a sense of responsibility.

The establishment of Phulbari Campus was not limited to opening an educational institution. It was also a movement for social transformation.

The campus embraced the belief that education is the foundation of change. Along with educational access, it aimed to increase economic awareness, community consciousness, and employment opportunities.

The campus continues to provide higher education based on its core value of “quality education for all.”

Since its establishment, the campus has regarded education as a means of social development, human-resource production, improved living standards, and economic empowerment.

For this purpose, the campus has continued to maintain affordable fees, provide different scholarship schemes, and ensure equal opportunities for everyone.

As an institution established by the community, local residents, parents, and stakeholder bodies continue to participate actively in campus management, decision-making, and planning.

Phulbari Campus is therefore not merely an educational institution. It has become a symbol of the community’s self-respect, aspirations, and investment.

2. Institutional Introduction of the Campus

Phulbari Campus is a community-based, non-profit higher education institution affiliated with Tribhuvan University and operated in the public interest.

The campus currently conducts Bachelor of Education (B.Ed.) and Bachelor of Business Studies (BBS) programs and is moving forward with plans to expand its academic programs in the near future.

The campus has a clear objective: to provide students with quality higher education at affordable fees.

ICT-based teaching methods have been introduced in classrooms, and capacity-development training has been conducted regularly. Short-term ICT courses have also been operated, creating an environment in which teachers and students can develop their skills.

The use of the Moodle Learning Management System allows students to access learning materials, assignments, and notes digitally.

The campus also provides a computer laboratory, free Wi-Fi, and digital teaching materials. These facilities help students acquire not only theoretical knowledge but also digital skills, which are highly important in today’s competitive market.

The campus is working to make student-centred learning the foundation of its teaching process.

Rather than relying only on lecture-based teaching, the campus emphasizes participatory methods such as group work, project work, presentations, case studies, and feedback systems. It believes these methods help students develop confidence, analytical ability, and leadership skills.

To strengthen the practical aspects of theoretical education, the campus also conducts co-curricular and extracurricular activities.

Sports, cultural programs, health-awareness activities, career counselling, and inter-club activities contribute to students’ overall personality development.

The campus also believes in continuous cooperation with the community. It intends to work with parents, local authorities, industries, businesses, and social workers to make the teaching and learning environment more effective.

3. Vision, Mission, and Objectives

3.1 Vision

The vision of Phulbari Campus is to produce skilled, ethical, and responsible human resources who can contribute at the local and national levels by providing quality, accessible, and practical higher education.

This vision focuses not only on academic achievement but also on students’ personalities, leadership abilities, and capacity to make a positive social impact.

The campus believes that education is not merely a basic necessity of life but also a means of social transformation.

Under this vision, the campus centres every activity, curriculum, and plan on student development and community strengthening.

3.2 Mission

The mission of the campus is to ensure student-centred education that supports development in line with contemporary needs and provides professional competence.

Under this mission, the campus applies measures to provide quality education at affordable fees to students from all sections of society, ensure equal access to education, and reduce inequality in opportunities.

The mission is not limited to classroom learning. It emphasizes the development of leadership, problem-solving, coordination, and innovation skills required in students’ practical lives.

The campus also works to ensure modern and competitive education through the use of ICT and digital teaching methods.

3.3 Objectives

Phulbari Campus has established the following objectives:

1. Expand access to education: Provide opportunities for higher education to students who are economically, socially, and geographically disadvantaged.

2. Ensure quality education: Improve academic quality through teacher-capacity development, curriculum revision, and the use of ICT-based teaching methods.

3. Develop practical and employment-oriented skills: Build practical capabilities based on industrial and professional needs, rather than providing theoretical knowledge alone.

4. Develop leadership and life skills: Help students develop leadership and social skills through group work, projects, presentations, case studies, and interaction.

5. Develop the campus through community cooperation: Work with parents, local authorities, industries, businesses, and social workers to develop educational services and infrastructure.

6. Promote digital teaching and systems: Make the teaching and learning process faster, more transparent, and more effective through extensive use of information technology and other digital tools.

The clear definition of its vision, mission, and objectives has guided the campus in long-term planning, academic improvement, administrative transparency, and student-centred activities.

Every decision, program, and improvement is determined on the basis of these principles. This has supported the campus’s stability, quality, and competitiveness.

1. Expansion of New Academic Programs

In addition to the BA program, the campus plans to introduce other professional and vocational programs.

It is preparing to launch new courses in the coming year, including the Humanities BA program, Social Studies Education under the Faculty of Education, and an 18-month PGDE program.

These additions will provide students with multidimensional choices and opportunities to develop professional skills. The new programs are expected to benefit teachers, students, and the community.

2. Digital Education and Smart Classrooms

In line with international educational trends, the campus plans to expand its digital teaching system.

The Moodle LMS will be fully implemented to strengthen student-centred education, online assessment, project tracking, and feedback systems.

The campus also plans to establish smart classrooms and develop facilities and materials such as projectors, digital boards, and e-learning resources to create a modern teaching environment.

These initiatives will increase the efficiency of both teachers and students. Arrangements are being developed to make it possible for students to pursue higher education from home or during their free time while working.

3. Establishment of a Research and Innovation Centre

To encourage students and teachers to engage in research and innovation, the campus plans to establish a Research and Development (R&D) Cell.

The centre will support project work, case studies, research reports, and practical exercises involving business models.

The research centre will help make the campus’s academic standards more competitive.

4. Infrastructure Improvement and Energy Management

The campus plans to invest in improving its buildings, expanding ICT equipment, upgrading library facilities, and developing sports areas.

It is also preparing to install a solar energy system, which will help meet the campus’s energy needs in a sustainable and economically manageable manner.

5. Capacity Development for Teachers and Staff

The campus plans to conduct regular training, workshops, and orientation programs for teachers and staff members.

These activities will strengthen teachers’ ICT skills, participatory teaching methods, assessment practices, and capacity for academic innovation.

6. Cooperation With the Community and Parents

The campus plans to strengthen its cooperation with the community and parents.

Efforts will be made to provide direct benefits to students and the community through regular parent-student interactions, social-service programs, health and sanitation campaigns, tree-planting activities, and community service.

7. Scholarships and Social Support

Additional scholarships and support programs for economically disadvantaged students will continue.

These initiatives will help students continue their studies and support the development of their talents.

Overall, the upcoming action plan focuses on the campus’s long-term development, academic quality, student capacity, and administrative efficiency.

12. Social Progress

Following the establishment and operation of the campus, positive effects have been observed in the following areas:

1. Students no longer need to travel outside the area for higher education or bear the burden of expensive costs.

2. The provision of higher education under the Faculties of Education and Management contributes to the production of trained educational human resources.

3. Public awareness in rural areas has increased, strengthening community unity.

4. Employment opportunities have been created for educated human resources within rural areas.

5. Cordial relationships have been established with various educational and other institutions.

6. The campus has contributed to fulfilling the national objectives of education.

13. Prospects of the Campus

The campus has the following prospects:

1. It may be developed as a constituent campus of Far Western University.

2. It may be developed as a major academic institution providing accessible and quality education in rural areas.

3. Additional faculties and subjects may be introduced in the future to contribute to educational development.

4. As no other institution in the area, including the former six Village Development Committees, has provided higher education, the campus may be developed as an educational heritage institution.

5. Memoranda of Understanding may be signed with neighbouring local governments to advance cooperation in educational activities.

6. The campus may expand beyond bachelor’s-level education and introduce master’s-level programs, contributing to the production of highly qualified human resources for rural communities and students.

7. It may be developed as a major instrument for the comprehensive development and advancement of all social classes, ethnic groups, communities, and historically disadvantaged groups through education.

8. It may be particularly effective for students who are economically disadvantaged, deprived of educational opportunities, or unable to continue their studies for various reasons.

9. It may be developed as an educational institution providing affordable, accessible, and quality education in rural areas.

10. It may be developed as a platform for preparing the human resources required for rural development.

14. Policies and Programs of the Campus

The following policies and programs will be implemented to develop the campus into a well-equipped institution that provides accessible and quality higher education at the local level:

1. As students are the campus’s primary source of income, enrolment campaigns, publicity activities, meetings with parents, and similar programs will be conducted to increase student numbers.

2. Periodic examinations will be conducted to maintain educational quality, and coaching arrangements will be made for students who need additional academic support.

3. Further discussions and interactions will be held with all relevant stakeholders to establish sustainable sources of income.

4. Grants and support will be sought from local authorities, the District Coordination Committee, provincial and federal governments, the National Planning Commission, and the University Grants Commission (UGC) to establish a well-equipped library.

5. Efforts will be made to obtain regular grants from the University Grants Commission.

6. Discussions and initiatives will be undertaken with community forests, political parties, and relevant stakeholders to request that community forests provide a certain percentage of their annual income to the campus as a grant.

7. Efforts will be made to collect the donations pledged by contributors during the Mahayagya.

8. Initiatives will be taken to appoint the full-time teachers required by the campus and to ensure employment stability for teachers and staff members.

9. Efforts will be made to construct a student hostel.

10. Tree-planting programs will be conducted to make the campus greener.

11. Safe drinking water will be provided.

12. Initiatives will be undertaken for QAA.

13. The shopping complex currently under construction will be completed.

14. Efforts will be made to arrange a student vehicle or bus.

15. Initiatives will be taken to add academic subjects and levels at the campus.

16. Efforts will be made to establish an examination centre.

17. Initiatives will be taken to obtain a land ownership certificate in the campus’s own name.
