
Property Submission Notice for Teachers FY 2081/2082

Submission Obligation
According to Section 50(1) of the Prevention of Corruption Act, 2059 and Section 31(a) of the Commission for the Investigation of Abuse of Authority Act, 2048, every teacher is legally required to submit an updated property statement—detailing the source or declaration of property held in their or their family's name—within 60 days of the end of the fiscal year.
Therefore, all permanent teachers working in community schools must complete the property statement for FY 2081/82 using the format prescribed in the Nepal Gazette, Part 5, Volume 60, Number 1, dated 6 Baisakh 2067, issued by the Office of the Prime Minister and Council of Ministers. The completed form must be sealed in an envelope with the following details clearly written on the outside and sent to the National Library (Teachers):

Submission Procedure
Permanent teachers are not required to submit their property statement individually at the National Library (Teachers). Instead, schools or local units should collect the forms and submit them to the Education Development and Coordination Units (EDCU) of the respective districts.
The EDCUs must ensure that all teacher property forms for their district reach the National Library (Teachers) through a fast and secure method from Shrawan 1 to Bhadra 29, 2082.
Teachers employed on contract, relief quota, Early Childhood Development programs, or as school staff must submit their property details to their working local level. The local level must then register and securely store this information.
Even if the last submission date falls on a public holiday, the National Library (Teachers) will remain open for the purpose of property registration.
Teachers on Leave or Special Status
Teachers on study leave, extraordinary leave, other forms of leave, long-term deputation, or suspension are still considered to be holding public office. Therefore, they are required to submit their property statement within the specified time frame.
Teachers Who Retired Within the Fiscal Year
Teachers who retired between Shrawan 1, 2081 and Ashadh end, 2082 must also submit their property statement as per the above instructions.
Invalid Submissions
Property statements will not be recorded if:

The teacher’s symbol number is missing

The envelope lacks complete external details
-
The form is received after the deadline
Postal Submissions
Property statements received via post within the prescribed period will be entered into the PIS system and archived. However, forms received after the 60-day period will be considered as not submitted and will not be archived.

Teachers will receive confirmation of property form registration via SMS on the mobile number they provide.
