Property Disclosure Notice for Civil Servants FY 2081/82

Ministry of Federal Affairs and General Administration, Kitabkhana (Nijamati), Harihar Bhawan, Lalitpur, Urgent Notice Regarding Submission of Property Details Fiscal Year 2081/82

As per Sub-section (1) of Section 50 of the Prevention of Corruption Act, 2059, Sub-section (1) of Section 31(a) of the Commission for the Investigation of Abuse of Authority Act, 2048, and Rule 118(1) of the Civil Service Regulations, 2050, all civil servants—including those who retired in FY 2081/82—must submit their property details through their office to the National Library (Nijamati) within 60 days from the end of the fiscal year. The responsibility for submission lies with the respective employee.

Format and Submission Details

According to the notice published in Nepal Gazette, Part 5, Volume 60, Number 1, dated 6 Baisakh 2067, the property form must be filled out and sealed in a 4x9 inch envelope. The envelope must clearly mention the following details:

  • Employee Symbol Number

  • Full Name

  • Post/Rank

  • Service/Group

  • FY 2081/82 Property Details

  • Level/Grade

  • Office Name

  • Mobile Number

  • Email Address

Designated Offices for Submission

As per Nepal Gazette, Volume 68, Ashadh 20, 2075 (Supplement 11), Part 5, employees must submit the property statement to the designated office mentioned in the notice.

For Reassigned Employees

Civil servants reassigned under the Civil Servant Adjustment Act, 2075 to the federal, provincial, or local levels must still submit property details to the National Library (Nijamati) according to their previous arrangement.

For Newly Appointed Local Employees

Employees appointed at local levels through recommendations based on advertisements issued by the Public Service Commission in FY 2075/76 or later must submit their property details to the Provincial Chief Minister’s Office via the local level.

For Other Reassigned Employees

Other service employees reassigned under the Civil Servant Adjustment Act, 2075—whether or not they have received a symbol number—must submit their property details to the Provincial Chief Minister’s Office via their current working office.

Property Collection and Recording

As per clause 2,425 of the notice, the District Coordination Committee, Rural/Municipalities, and provincial ministries must retain records of submitted property forms and submit sealed forms to the Provincial Chief Minister and Council of Ministers' Office within 30 days. The provincial government will be responsible for safekeeping and managing these records.

Obligation for Employees on Leave

Employees on study leave, extraordinary leave, training, deputation, or suspension are still considered public officeholders and must submit their property details within 60 days of the fiscal year’s end in accordance with Section 50(1) of the Prevention of Corruption Act, 2059.

Submission Through Office

As per Rule 118(1) of the Civil Service Regulations, 2050, civil servants must submit their property details via their respective office to the National Library (Nijamati). Individual submission is not required.

Each office must collect and send the property forms in bulk to the National Library (Nijamati) between Shrawan 1 and Bhadra 29, 2082 through fast and reliable means.

Postal and Late Submissions

Property forms received by postal or other means within the deadline will be recorded in the PIS system and archived.

However, any property form received after the 60-day deadline will be considered as not submitted and will not be archived.

Civil servants failing to submit within the deadline will be subject to a fine of NPR 10,000.
