CTEVT Classified Scholarship Notice for Diploma/ Certificate Programs 2082

Application Call for Classified (Free) Scholarships – Diploma and Certificate Level (Except Health) - The Council for Technical Education and Vocational Training (CTEVT), Examination Control Office, Sanothimi, Bhaktapur, has published a crucial notice regarding the online application for the classified (free) scholarship quota in diploma and certificate level programs (excluding health) for the academic year 2082/83.

Important Announcement

Eligible Nepali citizens who have passed SLC/SEE from public or community schools or passed the Pre-Diploma level from CTEVT’s constituent institutions can apply under the provisions of the "Diploma and Certificate Level Trainee Selection, Scholarship Distribution and Admission Guidelines 2082."

These classified scholarships are available in constituent, partnership, TECS, and private institutions affiliated with or approved by the Council.

Interested applicants must fill out the online form correctly in the ITMS Online system of the Examination Control Office by the end of Shrawan 11, 2082.

Applicants meeting the minimum criteria should submit their application by paying the fee online. They must prioritize their desired program, province, and institution and select the appropriate scholarship quota category.

Each applicant can apply to only one program in one province and will compete only within that province. Merit listing, selection, and enrollment recommendation will also be conducted accordingly.

A separate notice will be issued for health-related diploma and certificate programs soon.

Details of Classified (Free) Scholarship

CTEVT will provide scholarships to Nepali citizens under the approved quota in diploma and certificate-level programs run by constituent, partnership, TECS, and private institutions.

Annex: Scholarship Quota Details (Classified – Free)

Classified (free) scholarships will be provided as per the following proportions:

  • 1 seat per every 20 approved seats in each academic program

  • 2 seats per every 30 approved seats in each academic program

  • 3 seats per every 40 approved seats in each academic program

  • 4 seats per every 48 approved seats in each academic program

The distribution of classified (free) scholarship quotas is determined based on the number of approved seats in each academic program operated under institutions affiliated with:

  • CTEVT Level Determination Division

  • Polytechnic Division

  • Technical Education in Community Schools (TECS) Division

These quotas apply only to institutions officially approved or affiliated under these divisions.

Important Notes Regarding Scholarship Quotas and Conditions

  • If a teaching institution is unable to operate the full-fee program, the mentioned quota may be reduced accordingly. Conversely, if additional programs are approved in other institutions, the quota may increase.

  • For the academic year 2082/83, in each educational program approved by the Council, scholarships will be distributed to eligible Nepali citizens following Section 7 (2.1)(a) of the Admission Guidelines, maintaining 100% of the total approved seat count. These seats will be divided equally (50-50%) into two groups: General Group and Targeted Group, and scholarships will be granted based on the numbers mentioned in Section 7 (2.1)(a)(1).

General Group

  • 100% of the seats allocated under the general group will be awarded as free (classified) scholarships to eligible Nepali citizens.

Targeted Group

  • As per the prescribed criteria, scholarships will be awarded to eligible Nepali citizens belonging to specific target groups, based on the defined percentages, under each province-level program.

Reserved Target Groups and Their Quota Percentages

  1. Women – 28%

    • a. Women from Dalit community – 3%

    • b. Women from the Muslim community – 2%
      Subtotal for Women: 33%

  2. Dalit – 9%

  3. Indigenous Nationalities (Aadivasi Janajati) – 15%

  4. Unreserved Khas Arya – 17%

  5. Madhesi – 9%

    • a. Dalit from Madhesi community – 3%
      Subtotal for Madhesi: 12%

  6. Tharu – 4%

  7. Muslim – 2%

  8. People from Backward Areas – 4%

  9. Persons with Disabilities – 2%

  10. Families of Martyrs, Disappeared Persons, Wounded Warriors, and Conflict Victims – 2%

Additional Provisions

(a) If a particular program is not conducted, no scholarships will be granted for that program. In cases where full-fee applicants are too few to operate the program, the institution must inform the relevant Council or Provincial Office without delay.

(b) Students who receive scholarships from the Council are required to serve at a government-designated location for a specified period after completing their studies, if requested by the Government of Nepal. This commitment must be accepted by signing the declaration included in the online application form.

(c) As per the guideline, a student can receive only one scholarship, whether from the Council or any other government body, for studying in a diploma or certificate program.

(d) If a candidate is found to have submitted forged documents with the intent to receive a scholarship, their registration will be revoked by the Council or Examination Control Office at any time. Legal action will be recommended as per prevailing laws. Such candidates will also be barred from taking any Council-administered exams for the next 5 years.

(e) Institutions are prohibited from collecting any fees from students admitted under the classified (free) scholarship, including training, practicals, registration, regular exam applications, library, and transportation to practical sites, as per Section 7 (2)(f) of the guidelines. However, students must arrange their own accommodation, food, uniforms, and stationery for the entire study period.

(f) Students admitted under classified (free) scholarships are not allowed to change their program at a later stage.

Minimum Academic Qualification Requirements

A. For Exams Before the Implementation of Letter Grading System

  • Programs: All diploma/certificate level programs except health

  • Eligibility: Passed SLC or equivalent with compulsory Mathematics, English, and Science from a recognized institution or passed the related TSLC/Pre-Diploma level run by the Council with a minimum of 68.33% in total marks.

B. For Exams After the Implementation of Letter Grading System

  • Programs: All diploma/certificate level programs except health

  • Eligibility: Passed SEE or equivalent with compulsory English, Mathematics, and Science with a minimum GPA of 1.6 in aggregate (on a 4.0 scale) or passed the related TSLC/Pre-Diploma level run by the Council with a minimum of 68.33% in total marks.

Eligibility for Program Selection and Required Documents

Eligibility to Study Related Programs

  • Individuals who have passed the Pre-Diploma level or the Technical Stream of Grades 9–10 (or equivalent) under the Council for Technical Education and Vocational Training (CTEVT) are eligible to pursue either the same program they previously studied or another program within the same faculty.

Note:

For other diploma and certificate programs not listed above, eligibility will be determined as per the official curriculum requirements.

Candidates applying for classified (free) scholarships must fill out and submit the Online Application Form within the given deadline as stated in this notice. The application fee must be paid online through the specified service providers — Connect IPS or Khalti Wallet.

The following documents must be uploaded in scanned format from the original copies:

(a) Citizenship Certificate (or Birth Certificate in case of minors)

(b) Minimum Educational Qualification Certificate or equivalent

(c) Verification Letter issued by the respective local government certifying the applicant studied in a government or community school. For CTEVT's constituent or TECS schools, a verification letter issued by the institution

(d) For Dalit applicants: Either

  • Listed Dalit: Proof as per Schedule 3, or

  • Unlisted (by surname): Letter from the local government

(e) For Madhesi or Muslim applicants: Verification letter from the local government or District Administration Office

(f) For Indigenous Nationalities:

  • If listed in Schedule 4 of the National Foundation for Development of Indigenous Nationalities Act, submit a letter from the local government

  • If multiple surnames exist under a listed ethnicity, a separate confirmation letter must be provided by the local government identifying the ethnic group

(g) For Khas Arya: Verification letter from the respective local government

(h) For Tharu: Verification letter from the local government

(i) For applicants from backward or remote districts (Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, and Humla):

  • Academic certificate showing completion of the minimum qualification from these districts, and

  • Permanent residency verification letter from the local government

(j) For families of the disappeared, martyrs, wounded, or conflict-affected (from People's Movement, Civil War, Madhesh Movement, or other internal movements):

  • Verification letter from the District Administration Office, and

  • Relationship certificate

(k) For Persons with Disabilities: Disability Identity Card issued by the authorized government office

(l) One recent passport-size photo (35x45mm) showing clear facial features. Photo editing is not allowed

(m) All necessary documents mentioned above must be included in the online form. Applications with missing educational or target group documents, or forged records, will be automatically rejected

(n) A single Online Application Form will be used for both the General Group and Targeted Group

  • Applicants must select the appropriate group based on their eligibility

  • If eligible for the Targeted Group, the applicant will be automatically included in the General Group as well

  • Competition will be limited to the province-level based on where the application form is submitted

4. Application Form Submission Details

a. Application Fee: NPR 1,000 (One Thousand Only)

b. Online Application Opening Date: From 2082 Ashar 23

c. Online Application Closing Date: Until 2082 Shrawan 11, Sunday, 11:59 PM

5. Instructions for Submitting the Online Application Form

(a) Applicants must submit their classified (free) scholarship application themselves within the deadline set by the Council’s Examination Control Office. While filling out the online form, the applicant must clearly mention the intended program, province, target group, and preferred institution.

(b) The application fee of NPR 1,000 must be paid online via Connect IPS or Khalti, as specified by the Examination Control Office.

Steps to Submit the Online Application Form

  1. Open a web browser and go to www.ctevt.org.np or www.ctevtexam.org.np

  2. Click on "Classified Online Form"

  3. Select the desired level (Diploma/PCL) and click on "New User"

  4. Enter the applicant’s full name, surname, and mobile number, then click "Proceed"

  5. Click "Pay Now", choose the payment service provider, and click "Proceed" again

  6. After verifying the payment, create your password

  7. Once the password is set, the Classified Scholarship Online Application Form will open

  8. Fill in all the required information as instructed in the form

Document Upload Requirements

Upload scanned documents in JPG format within the following size limits:

Passport-size photo (35x45mm):

  • Minimum: 8 KB

  • Maximum: 50 KB

Signature:

  • Minimum: 3 KB

  • Maximum: 20 KB

Other required documents:

  • Minimum: 80 KB

  • Maximum: 300 KB

(c) A recent passport-size photo (35x45mm) and all required documents must be uploaded as per the instructions. The online application form submission procedure is detailed in Schedule 2 of the scholarship directive.

(d) Online application forms missing the required fee, photo, or documents will be automatically rejected.

(e) Once the online application process is completed and approved by the Examination Control Office, applicants can immediately print their Online Application Acceptance Card.

  • This card is mandatory for admission and registration at the institution, so it must be safely preserved.

6. Verification of Online Forms

(a) The respective Provincial Office of the Council will be responsible for verifying applicants' minimum qualifications and documents through the Web-Based Online Integrated Training Management System (ITMS) provided by the Examination Control Office.

  • Verification must begin from the opening date of the online application.

  • If any issues arise during verification, the ITMS section of the Examination Control Office must be informed immediately.

(b) The Provincial Office must either accept or reject each applicant’s form based on eligibility criteria and required documents as defined in the directive.

  • Once accepted, an Application Acceptance Card Number will be assigned, and only those applicants with a valid number will be included in the merit list.

(c) Based on the above process, the respective Provincial Office will prepare and publish results according to the highest score and institutional preference provided by applicants.

  • The merit list will be published on the websites of the Provincial Office, Examination Control Office, and CTEVT Central Office.

(d) Admissions under the Classified (Free) Scholarship Quotas must be conducted strictly as per the Scholarship Admission Guidelines 2082.

  • If found to be admitted or recommended through irregular means, necessary action will be taken in accordance with the Council's Act, Rules, and Regulations.

7. Selection Process Guidelines

The merit list of applicants will be prepared based on the average Grade Point (GPA) obtained in the SEE examination.

Students who passed SEE/SLC or Pre-Diploma level from government, community schools, or CTEVT constituent institutions will receive an additional 1 point.

For those who appeared in the SLC examination before the implementation of the letter grading system, their total marks will be converted into GPA to determine their merit ranking.

Additional Guidelines

  1. If two applicants have the same GPA, priority will be based on their final grades in Mathematics, Science, and English (in that order).

  2. If the grades are still equal, priority will be given to candidates from backward and remote areas.

  3. If the tie remains, the older candidate (by birthdate) will be prioritized.

  4. In the online form:

    • Applicants under the letter grading system must enter the Grade Points of Math, Science, and English.

    • Those from the old percentage system must enter marks of all SLC subjects.

  5. GPA for percentage-based results will be calculated using this formula:

Scholarship Recommendation Sub-Committee

To recommend students for classified (free) scholarships at the Pre-Diploma, Diploma, and Certificate levels, each CTEVT Provincial Office will form a sub-committee as follows:

  • Coordinator: Respective CTEVT Provincial Director

  • Member: One official appointed by the respective Provincial Ministry of Education

  • Member Secretary: One official appointed by the Provincial Director

Tasks of the Sub-Committee

(a) The sub-committee will form a working group of up to 7 members including an IT officer, to verify online forms and prepare the merit list.

(b) The team will finalize merit lists and publish results in a format categorized by program and quota, including accepted, waiting, and rejected applicants.

(c) The working group’s duties and authority are as outlined in Section 17 of the scholarship admission guideline.

8. Admission Recommendation, Result Publication, and Enrollment

(a) Each Provincial Office of CTEVT will publish the merit list and admission recommendation along with the name of the recommended institution.

  • Results will be available on both the Provincial Office website and the official portal: www.ctevtexam.org.np

  • Within 10 days of result publication, selected applicants must appear at the recommended institution with the following:

    • Printed Online Application Acceptance Card

    • Published result printout

    • Original academic certificates

    • Citizenship or Birth Certificate

(b) In case of seat vacancies, applicants on the waiting list may be recommended for admission. Therefore, applicants must regularly check the websites of the Provincial Office and stay in contact for updates.

9. Other Information

  • (a) At the time of admission, students must submit a self-declaration form (as per Schedule 11) agreeing to attend all theoretical and practical classes throughout the study period.

  • (b) Students listed in the merit list under scholarship quota will not be transferred to the scholarship seat later if they choose to enroll under the full-fee category and complete registration.

  • Any admission provisions not covered in this notice will be governed by the CTEVT Act, Rules, Regulations, and the "Diploma and Certificate Level Trainee Selection, Scholarship Distribution and Admission Guidelines 2082".

  • Special Notice to Students, Parents, and Institutions:

    • All stakeholders must download and study the official directive from www.ctevtexam.org.np before filling out the form.

    • Do not trust anyone who falsely promises scholarship placement.

    • The entire admission process must remain fair and transparent.
