Education Budget Allocation Aligned with Federal Structure
Minister for Education, Science, and Technology, Raghuji Pant, has clarified that the allocation of the education sector budget aligns with Nepal's federal structure.
Responding to questions raised during Wednesday’s session of the National Assembly regarding the appropriation bill of the Ministry of Education, the Minister stated that most of the education sector budget will be implemented through local governments.
No School Is Directly Selected for Budget from the Federal Government
He emphasized that the federal government has not designated any specific schools for budget allocation.
Local governments have the authority to allocate their budgets according to their own priorities.
He further explained that the Ministry's sub-sectoral allocations of resources have also been determined based on priorities and needs.
Budget Based on Student Count and Policy Guidelines
The Minister mentioned that the budget of the Ministry of Education, Science, and Technology is formulated based on:
-
Number of schools
-
Student population
-
Policy directives
He assured that no geographical region has been excluded in this process.
Minister Pant's Clarification
Minister Pant stated:
“When analyzing the budget allocation of the Ministry of Education, Science, and Technology, it is clear that most of the budget lies at the local level. The budget has been allocated under each level’s respective responsibilities. No school has been selected by the federal government directly. Since local levels can use the budget according to their priorities, this allocation is in line with federalism.”
Priority-Based Sub-Sectoral Allocation
He reiterated that the sub-sectoral allocation of available resources has been made on a priority basis.
The budget for the education, science, and technology sectors has been determined based on school count, student numbers, and regional policies.
This allocation does not ignore any specific geographical region, nor does it concentrate the budget in any one district or electoral constituency.
Education to Remain a Top Priority
Minister Pant added:
"Based on the available resources, the maximum possible budget has been allocated to this sector. As state resources grow, I want to assure that education will continue to be prioritized."
He reaffirmed the government’s commitment to prioritizing education as national resources increase.
