
Lok Sewa Aayog Recommends 1,056 Candidates from Inclusive Groups in FY 2081/82
The Public Service Commission (PSC - Lok Sewa Aayog) has recommended 1,056 candidates for permanent appointment under various inclusive groups during the fiscal year 2081/82.
According to PSC spokesperson and Joint Secretary Geetakumari Homegain, advertisements had been published for 849 positions under six inclusive categories during the fiscal year, and recommendations were made for remaining posts from the previous year as well.
Service-Wise and Group-Wise Recommendations
The recommendations cover 10 civil services as well as positions in the Federal Parliament, Health Service, and the National Human Rights Commission. Candidates recommended by security agencies and organized institutions under inclusive groups are not included in these statistics, as their own recruitment bodies handle them.
Group-wise recommendations include:

Over the past 18 years, PSC has recommended a total of 26,274 candidates for permanent appointments through all inclusive categories combined.
Overall Recommendations in FY 2081/82
In total, PSC recommended 2,583 candidates for permanent appointment to civil service positions in FY 2081/82 — including 902 women and 1,610 men. Among them, nine were recommended for the National Human Rights Commission. Women make up around 34% of the total recommended candidates.
These recommendations cover advertisements published between FY 2076/77 and 2081/82.
Vacancy Announcements and Examinations
During FY 2081/82, PSC published 1,435 vacancy announcements, including:

Recruitment calls covered a total of 3,181 posts — 1,050 through promotion, 322 internally, 950 through open competition, and 849 under inclusive groups.
PSC received 459,834 online applications through its e-application system. The highest numbers came from:

The lowest applications came from Manang, Mustang, Rasuwa, Rukum East, and Dolpa, with a combined total of 2,182 applications.
Security Agencies and Organized Institutions
Last year, PSC also approved advertisements for 17,412 positions in three security forces — Nepal Army, Nepal Police, and Armed Police Force — and 40 organized institutions.
From 728 advertisements across four security forces and 33 organized institutions, 21,670 candidates were selected through written exams and sent to recruitment committees for interviews.
Top Five Districts for Recommendations
According to PSC, the five districts with the highest number of recommended candidates are:

Mustang had only one recommended candidate, and Manang had none. PSC’s annual report states that 15 candidates from Manang and 53 from Mustang had applied for internal, open, and inclusive group positions during the fiscal year.
Annual Report Submitted
PSC has submitted its annual report for FY 2081/82 to President Ramchandra Paudel.
Key Suggestions
The report highlights the urgent need for the issuance of a Federal Civil Service Act to ensure effective implementation of administrative federalism.
It notes that although the Federal Civil Service Bill was corrected and sent to the House of Representatives after rectifying issues in the National Assembly, legislative proceedings were disrupted due to protests in the Baneshwor area. As a result, the bill became inactive following the dissolution of the House. The newly elected House, to be formed after the upcoming general elections, will need to restart the bill drafting process from scratch.

Establishing a single service commission for all universities (as each currently has its own recruitment body)
Integrated Examinations
PSC has started conducting integrated pre-qualification examinations for positions of the same level or category in organized institutions.
This includes integrated pre-qualification tests for positions equivalent to Assistant Level Second Class, Kharidar (or similar), and Fourth Level posts. Only those who pass this pre-qualification test will be eligible to sit for the main examination for Fourth Level posts. The upcoming pre-qualification exam is scheduled for Kartik.
PSC has also amended its regulations to allow future integrated pre-qualification examinations for positions such as Assistant Level First Class, Nayab Subba (or similar Fifth Level posts), and Section Officer (or equivalent Sixth and Seventh Level posts).
According to Rule 23 of the Public Service Commission Regulations, 2079, integrated pre-qualification exams can be conducted for posts at the Fourth, Fifth, Sixth, and Seventh levels or equivalent.
