Executive Summary

Formed under Article 242 of the Constitution of Nepal, the Public Service Commission (PSC - Lok Sewa Aayog) operates within its constitutional mandate to select and mobilize qualified, capable, and skilled human resources with a long-term national Vision of overall progress and a Mission to supply competent personnel through fair and impartial procedures that promote merit in public service.

With a 75-year institutional history, the Commission has, since its inception, recruited civil servants through clean, impartial, competitive processes. Under Article 243(2) of the Constitution (2015), the PSC additionally conducts written examinations for the Nepal Army, Nepal Police, Armed Police Force, other federal government services, and organized institutions (beyond posts in the civil service).

It also advises on general principles for promotions in the Nepal Army, Nepal Police, Armed Police Force, and other federal government services, and on service-condition laws, promotion, and departmental action principles in organized institutions.

To test job-related competencies during candidate selection, the Commission applies several globally used Assessment Center methodologies. In line with its expanded constitutional jurisdiction, the PSC remains highly sensitive to and compliant with the principles it has established for performance.

As in previous years, in FY 2081/82 the PSC carried out diverse tasks per its annual schedule, including recruitment for various public institutions and security bodies in addition to the civil service, and prepared this 66th Annual Report. During the reporting period, 2,592 candidates were recommended for appointment in the civil service.

Likewise, 21,670 candidates were selected through written examinations for security bodies and organized institutions and forwarded to the concerned bodies for interviews and recommendation. A summary of activities from advertisement publication to recommendation, as well as consultations and curriculum development/revision, is presented below.

1. Advertisements

In response to requisitions from bodies conducting services, during the reporting period the Commission published 496 promotion advertisements, 149 internal competitive examinations, 286 open competitive examinations, and 2,590 notices for various inclusive groups, totaling 9,513 advertisements and promotion notices.

From these advertisements, applications were invited for a total of 3,381 posts: Promotion (excluding internal competition): 1,050; Internal Competition: 332; Open Competition: 150; Inclusive Competition (women, indigenous/nationalities, Madhesi, Dalit, persons with disabilities, backward region): 849.

2. Applications

For internal, open, and inclusive advertisements published during the reporting period, a total of 459,834 applications were received through the Commission’s online application system.

As in previous years, applications were filed from all districts in FY 2081/082. The five districts with the highest numbers of applications were Sarlahi, Dhanusha, Bara, Mahottari, and Rautahat, totaling 80,168 (17.43%) applications. The five districts with the lowest numbers were Manang, Mustang, Rasuwa, Rukum East, and Dolpa, totaling 2,182 (0.47%) applications. The average age of applicants this year was 28 years.

Out of 3,281 civil service advertisements published by the Commission, 44 received no applications.

3. Examinations

To select suitable candidates, the Commission prepared and used 1,411 revised sets of question papers during the reporting period.

In civil service written examinations conducted in this period, First Phase: 62,962 women and 74,379 men participated, total 137,341. Second Phase/Main Examination: 17,735 women and 36,886 men participated, total 110,154. For examination irregularities, 51 candidates ( 7 women and 44 men ) faced action.

4. Answer Sheet Encoding and Testing

During the reporting period, answer sheets were encoded and evaluated by experts as follows: Civil Service: 421,587; Security Bodies: 16,337; Organized Institutions: 550,432; Universities: 7,792; Total: 1,076,148.

5. Interviews and Recommendations

During the reporting period, 2,583 candidates in the civil service and 9 candidates in the National Human Rights Service—total 2,592—were recommended for permanent appointment. Of these, women: 102 and men: 2,690. The five districts with the highest numbers of recommended candidates were Jumla, Syangja, Gulmi, Dhanusha, and Kathmandu. By district, Mustang had only one recommended candidate, and Manang had none. The average age of recommended candidates (including internal competition) was 29 years.

Among the 2,592 recommended candidates, the numbers by advertisement fiscal year were: 2076/077: 1; 2077/078: 44; 2078/079: 246; 2079/080: 2,063; 2080/081: 238; 2081/082: (as stated in the report). Recruitment for posts in advertisements from previous years that had been stayed by court orders was resumed during the reporting period and recommendations were made. (Paragraph 7)

6. Inclusive Recruitment

Since 2064, the Commission has filled posts through competition among candidates from inclusive groups specified by law. In FY 2081/082, advertisements were published for 849 posts across six inclusive groups. From inclusive advertisements during this period, 1,056 candidates were recommended for permanent appointment: Women: 365; Indigenous/Nationalities: 273; Madhesi: 233; Dalit: 96; Persons with Disabilities: 46; Backward Region: 43.

From the reporting period back through 18 years, a total of 26,274 candidates from all inclusive groups have been recommended for permanent appointment. In FY 2081/082, candidates from all inclusive groups were also recommended under open competition. (Paragraph 8)

7. Security Bodies and Organized Institutions

Since 2073/074, the Commission has been conducting written examinations for security bodies and organized institutions. The Commission currently has representation in the recruitment processes of five security service commissions/assemblies, four security bodies, and 15 organized institutions.

During the reporting period, the Commission provided consent to publish advertisements for 17,492 posts for three security bodies and 40 organized institutions. For written examinations conducted in this period for advertisements of four security bodies and 32 organized institutions that had received consent in the previous fiscal year, attendance was 67.34% in security bodies and 43.83% in organized institutions. From examinations for 728 advertisements across 36 bodies, 21,670 candidates were selected and sent to the respective recruitment committees for interviews. (Paragraph 6)

8. Consultations

During the reporting period, 22 consultations were provided to various bodies on employee service-condition laws and departmental penalties. Of 209 promotion recommendations received from various promotion committees, 59 complaints were filed; after handling these complaints, decisions were made to amend three promotion recommendations.

Advice was also provided for departmental penalties against six civil servants: Gazetted Class: 2; Non-Gazetted Class: 4. Among those advised for penalties, the highest number—three—were Nayab Subba (or equivalent) posts.

9. Curriculum Development and Revision

During the reporting period, curricula were created/revised for 10 posts: Engineering Service: 8; Health Service: 2. Similarly, for security bodies and organized institutions, 4 curricula for three security bodies and 435 curricula across 25 organized institutions were created/revised, totaling 449 curricula.
