
Important Notice on School Infrastructure Construction
Regarding school infrastructure construction (addition of floors to existing buildings and construction of new school buildings).
Repeated inquiries have been made via phone, email, and letters regarding school infrastructure construction. In this context, as per Rule 77 of the Education Regulation, 2059, the required number of students based on geography, minimum floor area per student according to the National Building Codes, provision of drinking water, toilets with water supply, electrification, and other facilities must be ensured as listed below.
Accordingly, as per the decision of this Centre dated 2079/11/21, the type design prepared by the Centre for school infrastructure construction should not be contrary to the provisions mentioned herein. Construction must be approved and implemented in accordance with Section 11(6) of the Local Government Operation Act, 2074, or as per prevailing regulations.
Provisions
Compliance with Existing Laws and Codes:

Construction must comply with prevailing laws, regulations, directives, building codes of conduct, Nepal Building Codes (NBC), geography, climate, population, and student numbers.

Physical infrastructure should accommodate class size needs, allowing temporary partitioning of rooms for classrooms, storage, accounts, principal’s office, health room, and other educational or administrative purposes.

Infrastructure must be disability-friendly, child-friendly, environment-friendly, equipped with drinking water, toilets with water facilities, sanitary pad disposal, changing rooms, cleanliness, quietness, and adequate natural/artificial lighting.
Modern and Multi-Purpose Infrastructure:

Classrooms must support new and long-term teaching methods, with book corners and safe electrification.

Comprehensive safety infrastructure is designed not only for schools but also for broader community needs during disasters (floods, landslides, fires, earthquakes, etc.).
Design Standards:

As per Education Regulation, 2059 (Rule 77), required student numbers must be maintained.

Nepal National Building Code (NBC 206:2015, Section 6.3) sets minimum floor space per student.

Nepal National Building Code (NBC 208:2003) provides sanitary requirements.

Designs must comply with all relevant regulations and laws.
Optional Advanced Facilities:

If schools wish to construct additional advanced facilities (technology-friendly, air-conditioned, multi-storey disability-friendly, interior decorations, etc.), designs must comply with IS 1893:2016 (Part 1), NBC 105:2020, NBC 206:2015, and NBC 208:2003.

Such designs must be approved by the local level before construction.
Environmental and Social Responsibility:

Construction must minimize negative impacts on the environment and society, with proper management measures in place.
Planning and Approval:

Bill of Quantity (BOQ), Abstract of Cost (AOC), and External Work Plan must be prepared and approved as per approved district and local rates.
Technical Supervision:

Appoint technical personnel for supervision or assign responsibility to existing technical staff.
Monitoring and Reporting:

During construction, follow the construction schedule and Quality Assurance Plan (QAP).

Upon completion, submit a technical supervision report for approval and inform the concerned authorities.
