Morgan International School Under Kathmandu Metropolitan Monitoring

Kathmandu Metropolitan City (KMC) conducted a monitoring inspection at Morgan International Secondary School located in Basundhara. The monitoring was carried out on Thursday by a team from the Metropolitan.

Serious Irregularities Found Based on Complaints

Shailendra Jha, a member of the Urban Planning Commission, stated that the inspection—conducted based on complaints received by the Education Department—revealed serious operational irregularities at the school.

Kathmandu Metropolitan has instructed the school to submit documents related to 22 different areas within three days. If the documents are not submitted, legal actions will be initiated, Jha added.

Joint Inspection Team and Main Objectives

A joint inspection was conducted by representatives from the Urban Planning Commission, Revenue Department, Agriculture and Livestock Department, Public Construction Department, Urban Management Department, and Education Department.

The primary objectives of the inspection were to assess:

  • Scholarship programs

  • Fee structures

  • Compliance with regulatory standards

Issues Identified During the Inspection

Jha noted that while the inspection began by checking the scholarship program, several other issues were discovered.

"Based on the complaints received by the Metropolitan, we had earlier inquired verbally. But when no action was taken, we proceeded with the inspection. After we began, various irregularities came to light. The school’s operation, infrastructure, and legality were all called into question,” Jha said.

He also noted that although the school calls itself ‘International’, it does not meet international standards.

“A school using the name ‘International’ must ensure an equivalent level of curriculum, teachers, and infrastructure—but this was not found,” he added.

Financial Complaints and Infrastructure Weaknesses

Keshav Gyawali, Acting Chief of the Education Department, shared details of the problems found at the school.

“We received complaints that students entitled to scholarships were being charged fees ranging from NPR 24,000 to NPR 30,000,” he said.

The monitoring also revealed weaknesses in:

  • Physical infrastructure

  • Canteen operation

  • Operational approval documents

“We had previously directed the school to refund unauthorized fees. But due to repeated complaints, a joint monitoring had to be conducted,” Gyawali explained.

Relocation and Permission Issues

The school claims it was relocated from Budhanilkantha to Basundhara three years ago and that it obtained permission from the then-Higher Secondary Education Board to run Grades 11 and 12. Kathmandu Metropolitan has now demanded documentation to verify this claim.

Mandatory Document Submission Within Three Days

The school has been directed to submit certified copies of the following documents to the Education Department within three days:

  • Operational license

  • Fee structure and scholarship details

  • Physical infrastructure documents (classrooms, safety, canteen)

  • Revenue and tax records

  • School relocation-related documents

If documents are not submitted within the specified time, legal proceedings will be initiated, said Gyawali.

Monitoring of Private Schools Prioritized

“We have prioritized the monitoring of private schools. The Education Department is active in addressing complaints from students and parents and in checking the legality of schools,” Gyawali added.

He further stated that once the requested documents are obtained, the school’s legal status and irregularities will be studied in detail.

“Based on the documents we have requested, we will decide on the school’s legality and irregularities. If the school fails to submit the documents on time, legal action will proceed,” he warned.

Transparency and Accountability in Focus

Kathmandu Metropolitan has recently launched a special monitoring campaign to ensure the effective implementation of scholarship programs in both community and private schools.

According to Assistant Expert Sasmita Pokhrel of the Urban Planning Commission, this case involving Morgan International has further highlighted issues of transparency and accountability in private schools.
