Ramaroshan Rural Municipality Launches Student Incentive Package

Ramaroshan Rural Municipality of Achham has introduced an incentive package for students. This initiative is part of the municipality’s strong emphasis on the “Educational Transformation Campaign,” which aims to ensure quality education and enhance students' academic standards.

Under this campaign, students who perform exceptionally well in this year's Secondary Education Examination (SEE) will be encouraged through recognition, cash prizes, and orientation programs.

A special event will be held on Asar 21 to honor graded SEE students. During the event, students will be recognized and provided with orientation related to future career planning.

Chief Administrative Officer Ram Bahadur Bhandari stated that the municipality is committed to bringing change in the education sector. He believes the campaign will significantly improve the quality of education in the region.

Cash Incentives for SEE Performers

According to the municipality’s decision:

  • Students who studied in the municipality from grades 6 to 10 and scored A Plus in SEE will receive NPR 20,000

  • Students scoring an A grade will receive NPR 10,000

Support for Non-Graded Students

To assist students who did not receive grades in SEE, the municipality will provide financial support worth NPR 50,000 per school within the municipality to help organize preparatory exams.

Background and Implementation Approach

Earlier, the municipality had launched the "Ramaroshan Educational Transformation Campaign" to improve outcomes based on educational investments. The campaign focused on accountability among teachers, students, and parents to raise the standard of education.

Addressing Low Return on Educational Investment

Bhandari noted that despite heavy investment in education by the federal, provincial, and local levels, the outcomes remain low. To address this, the municipality is implementing this targeted campaign to ensure meaningful, quality education.

Performance-Based Agreements for Accountability

He shared that performance agreements have been signed between the municipality and the principals of each school. In turn, principals are entering into agreements with their teachers. These agreements make principals accountable for addressing basic school needs, and subject teachers responsible for ensuring academic quality.

Bhandari’s Perspective on Quality Education

Bhandari added, “What are our exams like? What kind of human resources do we have? Even after clearing the bachelor’s level, students often don’t know what they are qualified to do. Whether they aim for the Teacher Service Commission, the army, police, or civil service, they must pass. That’s why we must focus on real quality education.”

Vision for Sustainable Reform

He stressed that quality education is a right for all and that this campaign is being intensified to fulfill that vision.

The program, initiated in coordination with the Education, Youth, and Sports Section, is expected to become a strong pillar of Ramaroshan Rural Municipality’s education reform plan. The municipality is actively implementing policies focused on educational discipline, teacher accountability, and student motivation.
