Rajarshi Janak University, UGC and TU Central Library Sign E-Resource Sharing Agreement

Kathmandu — Rajarshi Janak University (RJU), the University Grants Commission (UGC), and Tribhuvan University Central Library (TUCL) have signed a Memorandum of Understanding (MOU) on academic e-resource sharing with the objective of expanding digital learning, research, and access to academic resources in higher education. The MOU was signed in Kathmandu on Bhadra 30 (15 September 2026).

The partnership aims to promote digital library systems, remote access, shared repositories, cloud-based preservation, metadata, and interoperability.

Key Points of the MOU

  • Resources including journals, e-books, research and citation databases, open educational resources, theses, and dissertations will be shared.

  • Access to academic resources will be expanded to make them easier and more equitable for students, faculty members, researchers, and staff.

  • Beneficiary universities and institutions will designate institutional focal persons, provide user email addresses, and facilitate remote access and e-resource sharing.

  • The University Grants Commission (UGC) will provide annual e-resource grants and technical support.

  • Tribhuvan University Central Library (TUCL) will carry out activities related to management, remote access, training, and research support.

Implementation Mechanism and Duration

A seven-member National Steering Committee has been formed for the effective implementation of the MOU. The committee will meet at least twice a year.

The MOU will remain in effect until 15 July 2032.

The partnership is expected to strengthen access to digital knowledge, research collaboration, open science, academic resource sharing, and library networks.

Participating Universities and Institutions

Various universities, higher education institutions, and health sciences academies in Nepal are participating in this e-resource sharing initiative along with Rajarshi Janak University.

  • Lumbini Buddhist University

  • Agriculture and Forestry University

  • Mid-West University

  • Far Western University

  • Nepal Open University

  • Madan Bhandari University of Science and Technology

  • Nepal University

  • Vidushi Yogmaya Himalayan Ayurveda University

  • Shahid Dasharath Chand University of Health Sciences

The published notice states that the initiative is being carried forward with the slogan:

“Shared Resources. Empowered Higher Education — Access to Digital Knowledge, for All.”
