Tribhuvan University and ANNISU-R Agreement on Fee Adjustment
Tribhuvan University (TU) administration and the All Nepal National Independent Students’ Union (Revolutionary), affiliated with the CPN (Maoist Centre), have reached a four-point agreement regarding the adjustment of fees in four upgraded departments. Following the agreement, the Revolutionary wing has withdrawn its 34-day-long protest.
Background of the Protest
The Revolutionary had been staging a protest for the past 34 days, demanding a reduction in fees charged to students of four upgraded departments. These departments were earlier operated under a program but later transformed into departments under the Faculty of Humanities and Social Sciences:
-
Department of International Relations
-
Department of Peace, Conflict and Development
-
Department of Gender Studies
-
Department of Social Work
Points of Agreement
According to the agreement, the following measures will be implemented:
-
The current fee charged to students will be reduced and fixed at NPR 110,000.
-
This revised fee will be applicable starting from the ongoing second semester.
-
Scholarships to be provided to students as per TU regulations will be implemented.
-
The upgraded status of the four departments will be maintained.
With this understanding, the Revolutionary has officially called off its agitation.
Agreement Signatories
The agreement bears the signatures of:
-
Vishnu Prasad Khanal, Executive Director, TU Monitoring Directorate
-
Representatives of the protesting students
Reason for Student Agitation
Previously, when these programs were operated under a special framework, the administrative, educational, and financial management was covered by the fees collected from students. This led to comparatively higher fees than in other departments.
Although TU later transformed these programs into regular departments, the fee structure remained the same as before. This triggered dissatisfaction among the Revolutionary wing, which subsequently launched the protest.
The agitation had caused significant disruptions to the daily functioning of TU officials until the agreement was reached.
