CTEVT Classified Scholarship Notice for Pre-Diploma Level 2082/083

 Council for Technical Education and Vocational Training (CTEVT), Examination Control Office, Sanothimi, Bhaktapur, has issued this urgent notice regarding online applications for the classified (free) scholarship quota in various pre-diploma programs for the academic session 2082/083.

This opportunity is open to applicants who passed the SLC/SEE from government or community schools, in accordance with the "Directive for Trainee Selection, Scholarship Distribution, and Admission in Pre-Diploma Level 2082."

Eligible Nepali citizens can apply online through the ITMS Online Portal of the Examination Control Office by 11 Shrawan 2082.

Applicants must pay the application fee online and select the program, province, and institute of preference. They must also choose their eligible quota group before submitting the application.

Applicants can apply for only one province’s program and will compete at the provincial level only. Admission recommendations and merit lists will also be based on the same. 

Scholarship Quota Details for Classified (Free) Category

Nepali citizens will be granted scholarships under the approved quota for each academic program in pre-diploma level institutions run by CTEVT’s constituent, partnership, TECS, and private levels. The number of scholarships will be based on the approved quotas as detailed below: 

Classified (Free) Scholarship Distribution

  • For each academic program with 20 approved quota:

    • 1 scholarship will be provided

  • For each academic program with 30 approved quota:

    • 2 scholarships will be provided

  • For each academic program with 40 approved quota:

    • 3 scholarships will be provided

  • For each academic program with 48 approved quota:

    • 4 scholarships will be provided 

Note: The distribution will be maintained as per the details of institutions approved by the respective divisions and TECS directorate.

Additional Notes on Classified (Free) Scholarship Allocation

If a teaching institution is unable to operate a full-fee program, the number of scholarships mentioned above may be reduced. Likewise, if additional institutions receive approval for new programs, the number of scholarships may increase accordingly.

For each program approved to operate under CTEVT for the academic session 2081/082, scholarships will be provided to eligible Nepali citizens in accordance with Clause 7 (2.1)(Ka) of the Admission Directive. The total number of seats will be maintained at 100 percent, and these will be equally divided into two categories: General Group and Targeted Group. Scholarships will then be awarded based on the division mentioned in Clause 7 (2.1)(Ka)(Aa). 

(A) General Group

Eligible Nepali citizens will be granted classified (free) scholarships under 100 percent of the seats allocated for the General Group. 

(B) Targeted Group

Eligible Nepali citizens belonging to the specified targeted groups will be awarded classified (free) scholarships based on the percentage reservations maintained at 100 percent for each program as outlined below.

Additional Conditions Regarding Classified (Free) Scholarship

 (A) If the designated program is not conducted, scholarships under this provision will not be provided. If a program receives too few full-fee applications and cannot run, the institution must inform the relevant CTEVT or Provincial Office without fail.

(B) Students who receive scholarships from CTEVT must agree to serve at a location designated by the Government of Nepal after completing their studies, if required. A formal commitment must be signed in the application form.

(C) Any candidate will be entitled to receive only one scholarship under this directive, either from CTEVT or any other government agency, for the academic program they choose.

(D) If a student is found to have received a scholarship by submitting fake documents, CTEVT and the Examination Control Office will cancel their registration and recommend legal action according to the prevailing law. Such individuals will be barred from participating in any CTEVT examinations for five years.

(E) For candidates admitted under the classified (free) scholarship, institutions are not allowed to charge any fees for training, practicals, registration, regular exam forms, library, or local transport to practical sites, as per Clause 7 (2)(Cha) of the directive. However, students must manage their own expenses for food, accommodation, uniforms, and stationery during the study period.

(F) Candidates recommended for the classified (free) scholarship will not be allowed to change their program later.

Minimum Educational Qualification Required

  • Before the Letter Grading System: Passed SLC or equivalent from a recognized institution.

  • After the Letter Grading System: Must have received a minimum 'E' grade in all subjects of the SEE exam or equivalent.

  • Students must have appeared in all subjects of the SEE or equivalent examination.

  • Students who received a Non-Graded (NG) result in the SEE exam are also eligible to apply for pre-diploma level programs. 

Note on Pre-Diploma Programs Not Listed Above

For any pre-diploma level programs not mentioned above, eligibility and requirements will be as prescribed by the respective curriculum. 

Documents Required to Submit Along with the Application Form

Applicants for the Classified (Free) Scholarship must submit their online application within the specified deadline. The application fee must be paid online through Connect IPS or Khalti Wallet, as directed. 

Required Documents (Scanned Copies in JPG Format):

(A) Nepali citizenship certificate (or birth certificate in the case of minors).

(B) Educational certificate showing minimum required qualification or equivalent.

(C) For public or community schools: a letter from the local government certifying the type of school; for TECS schools: a verification letter from the concerned institution.

(D) For Dalits: if listed, proof according to Schedule 3; if not listed, a verification letter from the local government.

(E) For Madhesi/Muslim applicants: verification letter from the local municipality or district administration office.

(F) For Indigenous Nationalities: if listed under Schedule 4 of the National Foundation for Development of Indigenous Nationalities Act, a verification letter from the local government. If multiple surnames exist within a listed group, the municipality must verify the specific ethnic identity.

(G) For Khas Arya: verification letter from the local municipality.

(H) For Tharu: verification letter from the local municipality.

(I) For applicants from backward/remote regions: those who have completed minimum qualifications and reside in Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, or Humla must provide educational certificates and a letter from the local government verifying permanent residence.

(J) For families of the disappeared, martyrs, injured individuals, or those affected by movements like the People’s Movement, People's War, Madhesh Movement, etc.: a verification letter from the district administration office and a relationship certificate.

(K) For persons with disabilities: disability identity card issued by the Government of Nepal.

(L) A recent passport-size color photo (35x45mm) with a clearly visible face. No edited photos allowed.

(M) All required documents must be uploaded with the online form. Incomplete or fake documents will result in automatic rejection of the application. 

  • A single online form is used for both General Group and Targeted Group scholarship applicants. Applicants must choose the correct category while filling out the form.

  • Applicants eligible for the Targeted Group will also be automatically considered under the General Group.

  • Applicants can compete only at the provincial level where the application is submitted.

How to Submit the Online Application Form

  • (A) Applicants must fill out the form themselves on time as scheduled by the CTEVT Examination Control Office. Clearly mention the intended program, province, category, and preferred institution.

  • (B) Application fee of NPR 1,000 for the entrance examination must be paid directly via Connect IPS or Khalti. 

Step-by-Step Submission Process

  1. Open a browser and go to:

    • www.ctevt.org.np or

    • www.ctevtexam.org.np

  2. Click on Classified Online Form

  3. Choose program level: Diploma/PCL, then click New User

  4. Enter full name, surname, and mobile number → click Proceed

  5. Select Pay Now, choose payment provider → click Proceed

  6. After payment verification, create a password

  7. Once created, the Classified Scholarship Online Application Form will open

  8. Fill in all required information as per the form instructions

Document Upload Format and Size

  • Passport-size color photo (35x45mm): Min 8 KB – Max 50 KB

  • Signature: Min 3 KB – Max 20 KB

  • Other documents: Min 80 KB – Max 300 KB 

(C) Upload the recent photo and all required documents as instructed. Refer to Schedule 2 of the directive for detailed guidance.

(D) Applications missing required fees, documents, or photos will be automatically rejected.

(E) Once the online process is completed and approved by the Examination Control Office, applicants can immediately print their Online Application Acceptance Card. This printed card must be safely kept as it is mandatory for admission and registration.

6. Regarding Verification of Online Application Forms

(A) For programs under the classified (free) scholarship category, the responsibility of verifying applicants’ minimum academic qualifications and submitted documents through the Web-Based Online Integrated Training Management System (ITMS) lies with the concerned CTEVT provincial office.

From the date online applications open, the provincial offices must begin verifying forms without delay. In case of technical issues, they must immediately inform the ITMS branch of the Examination Control Office for resolution.

(B) Upon verification, provincial offices must Accept or Reject applications based on eligibility and document validity as per the directive. Only applicants whose applications are accepted and receive an Application Acceptance Card Number will be included in the merit list.

(C) Based on merit, the provincial office will publish results according to applicants' preferred institutions. The final admission recommendation list will be published on the websites of the CTEVT Provincial Office, Examination Control Office, and www.ctevtexam.org.np.

(D) Admissions under the classified (free) scholarship quota must strictly follow the Directive 2082. Any irregular admission or recommendation will be subject to disciplinary action per the Council’s Act, Rules, and Regulations.

7. Selection Process Criteria

  • Applicants will be ranked based on the average Grade Point (GPA) obtained in the SEE exam.

  • One additional point will be awarded to those who passed SEE/SLC or pre-diploma level from government/community schools or CTEVT's constituent institutions.

  • For applicants with letter grading, GPA will be used. For those from earlier systems, SLC marks will be converted into GPA using the formula:

GPA = (Sum of Grade Point × Credit Hour) / Total Credit Hours

Tie-breaking Conditions:

  1. If GPAs are equal, priority will be given based on final grades in Mathematics, Science, and English.

  2. If still equal, preference will go to applicants from remote districts.

  3. If still equal, older applicants (by date of birth) will be given priority.

  4. For SEE letter grading, grades in Math, Science, and English must be entered.

  5. For earlier grading systems, marks in all subjects must be entered.

7.1 Regarding Applicants with NG (Non-Graded) Results

  • Applicants with NG results in SEE will be placed below those who passed the exam in the merit list.

  • Priority will be given to those who have grades in Math, Science, and English.

  • If equal, priority goes to those with grades in any two of the three subjects.

  • If still equal, priority goes to those with grades in any one of the three.

  • If still equal, priority will be based on older age.

8. Admission Recommendation, Result Publication, and Enrollment

(A) Merit-based recommendation lists with assigned institutions will be published by the respective CTEVT provincial offices and on www.ctevtexam.org.np.

Within 10 days of result publication, applicants must visit the recommended institution for enrollment with the following original documents:

  • Online Application Acceptance Card

  • Published result printout

  • Academic certificates

  • Citizenship or Birth Certificate

(B) If seats remain vacant, candidates from the merit list may be recommended again. Applicants must stay updated through provincial office notices and maintain contact.

9. Additional Information

(A) During enrollment, each applicant must submit a self-declaration form (Schedule 11), agreeing to attend all theoretical and practical classes as per the curriculum.

(B) Students listed in the scholarship merit list who enroll under the full-fee quota cannot later be transferred into the scholarship quota, even if seats remain vacant.

Note: Any provisions not mentioned in this notice will follow the CTEVT Act, Regulations, and the “Pre-Diploma Trainee Selection, Scholarship Distribution, and Admission Directive 2082” issued by the Examination Control Office.
