Important Note
If any institution is unable to run a full-fee program, the number of scholarships may decrease accordingly. Conversely, if additional programs are approved in more institutions, the quota may increase.
Group Division
(a) General Group

The total allocated seats for the general group will be treated as 100%.

Classified (free) scholarships will be provided to eligible Nepali citizens.
-
For the Certificate Level Nursing Program, 15% of seats under this group are reserved for male nursing candidates.
(b) Targeted Group
-
Reserved scholarships are provided as per the allocated percentage based on provincial program seats.

Only eligible candidates belonging to the specified targeted categories will receive these scholarships.

Additional Conditions
(a) If a program is not approved for operation, scholarships under that program will not be granted. If a full-fee program receives too few applications and cannot be operated, the concerned institution must inform the respective CTEVT Provincial Office.
(b) Students who receive a scholarship must, upon Nepal Government’s requirement, serve at designated locations for a specified period after completion of studies. An online agreement form must be signed accordingly.
(c) A candidate can only receive one scholarship among those provided by CTEVT or any other government agency.
(d) If any candidate is found to have submitted fake documents to obtain a scholarship, their registration will be cancelled. Legal action will be taken, and they will be barred from any CTEVT exam for 5 years.
(e) Institutions must not charge students admitted under the classified (free) scholarship quota any fees related to training, practicals, registration, exam forms, libraries, or lab visits. However, students must bear their own expenses for food, accommodation, uniforms, and stationery.
(f) Once admitted under a classified (free) scholarship quota, students cannot change programs later.
Academic Programs and Required Minimum Educational Qualifications
This section outlines the minimum educational qualifications required to enroll in diploma and certificate level health programs conducted by the Council for Technical Education and Vocational Training (CTEVT) for the academic year 2082/83.
(a) For Examinations Conducted Before Implementation of the Grading System
Certificate Level Nursing / Midwifery Program
Must have passed SLC or equivalent from a recognized educational institution with compulsory Mathematics, English, and Science subjects.
The student must have passed:

Either in the second division

Or obtained at least 45% in aggregate

Or passed related Technical SLC / Pre-Diploma level program conducted by CTEVT with at least 68.33% aggregate marks.
Certificate Level Health Programs (Other than Nursing / Midwifery)

Must have passed SLC or equivalent from a recognized institution with Mathematics, English, and Science as compulsory subjects.

Or, must have passed the related Technical SLC / Pre-Diploma level program conducted by CTEVT with a minimum aggregate of 68.33%.
(b) For Examinations Conducted After Implementation of the Grading System
Diploma / Certificate Level Health Programs

Must have passed SEE or equivalent from a recognized educational institution with compulsory English, Mathematics, and Science subjects.

The candidate must have obtained a minimum of 2.0 GPA out of 4.0 in the aggregate.
-
Or, passed the related Technical SLC / Pre-Diploma level program conducted by CTEVT with at least 68.33% in total aggregate.
(c) Additional Provision for Technical Stream Candidates
Students who have passed Pre-Diploma level or Grades 9–10 Technical Stream (or equivalent) can only pursue further studies in programs related to their previous field of study.
Note: For any diploma or certificate-level program not listed above, the admission qualifications shall be as determined by the respective curriculum.
Required Documents and Online Application Instructions for CTEVT Classified (Free) Scholarship
All applicants seeking admission under the classified (free) scholarship quota must fill out the Online Application Form within the stipulated deadline using the designated online payment service providers such as Connect IPS or Khalti Wallet.
Documents to Be Submitted with the Application

Scanned copy of the original Citizenship Certificate (or Birth Registration Certificate for minors).

Scanned copy of the original Academic Qualification Certificate or equivalent document.

For government or community school students, a scanned copy of the certification letter issued by the respective local government, or for CTEVT constituent institutions, the institution's verification letter.

For Dalit candidates:

If listed: Follow Schedule 3.

If not listed: Certification letter from the concerned local government (scanned copy).

For Madhesi/Muslim candidates: Certification letter from the respective local government or District Administration Office (scanned copy).

One recent passport-size photograph (35x45mm) clearly showing facial features. Once submitted, this photo cannot be changed.

All required academic certificates and group-specific documents must be included in the Online Form. Forms missing documents or containing fake certificates will be rejected.

There is a single Online Application Form for both general and targeted groups. The applicant must select their applicable group.

Applicants from the targeted group will be automatically included in the general group.

Enter your Full Name, Surname, and Mobile Number, then click Proceed

Select Pay Now, choose your payment service provider (Connect IPS or Khalti), and click Proceed

After payment verification, you’ll be prompted to create a password. Then, the Classified Scholarship Online Application Form will open.

File Size & Format Guidelines for Uploads

Application Rejection Criteria

Forms submitted without the required fee, photo, or documents will be automatically rejected.

All applicants must upload a recent photo and the specified documents.

Follow the instructions provided in Schedule 2 of the Classified Scholarship Guidelines.
Application Acceptance and Verification

Applicants must complete and submit the Online Application themselves before the deadline. They must clearly mention the program, province, group, and preferred institution.

An application fee of NPR 1,000 must be paid via Connect IPS or Khalti as designated by CTEVT.
-
Upon successful submission and approval, applicants can print the Application Acceptance Card, which must be kept safe for use during admission and registration.
Verification by Provincial Office

CTEVT Provincial Offices will verify academic qualifications and supporting documents through the Web-Based Online Integrated Training Management System (ITMS).

The system will allow the office to Accept or Reject the application based on the guidelines. In case of issues, they must contact the CTEVT ITMS branch immediately.

Only approved applications will receive an Acceptance Card Number, and only those applicants will be included in the Merit List.

Based on the highest marks and preference, admission recommendations will be published on:

Institutions must only admit students recommended by the CTEVT Provincial Office.

Any irregular admissions will lead to action as per the Admission Guidelines, CTEVT Act, and Regulations.

Such students will not be registered under CTEVT.

CTEVT Selection Process, Result Publication, and Other Provisions
This section outlines the detailed selection process, GPA grading structure, and final recommendation procedures for classified (free) scholarships under CTEVT for the academic year 2082/83.
Selection Process Guidelines
The merit list for SEE-passed applicants will be determined based on their average GPA. Candidates from government or community schools will receive an additional 1 mark added to their GPA-based score.
For SLC graduates (before GPA system), scores will be converted into GPA equivalents using the scale below:

Scholarship Selection Subcommittee
Each CTEVT Provincial Office will form a Subcommittee to recommend candidates for classified (free) scholarships.

The subcommittee will form a 7-member task group to verify online applications and prepare merit lists by program and quota.

Other Provisions

The main recommended candidate must submit a Self-Declaration Letter (as per Schedule 11) agreeing to attend both theoretical and practical classes as per the curriculum.

If a selected student is admitted in a full-fee category and their name appears in the merit list, they cannot be transferred to the scholarship quota later.
